Dong Nai leads the nation in land database synchronization

With 100% of its 95 wards and communes having their land data integrated into the national database, Dong Nai is currently the leading locality nationwide in building a unified and modern land database.

The province has set the goal of completing all data by the end of November 2025, ensuring they are “right – sufficient – clean – live”, in line with the two-tier local government model. At the same time, it aims to connect and seamlessly share information with other national databases to enhance the efficient use of digital resources.

Taking the lead nationwide in data synchronization

According to statistics from the national land database synchronization portal under the Ministry of Agriculture and Environment, Dong Nai ranks first among the top five localities leading the country in the synchronization of land data, followed by Thai Nguyen, Can Tho, Hai Phong, and Ho Chi Minh City.

Trinh Quoc Dung, Deputy Director of the Dong Nai Land Registration Office, stated that before implementing the two-tier local government model, the Department of Agriculture and Environment directed its specialized units to review and standardize land data. Accordingly, the operating land data were reviewed and classified into three groups: data that are correct, sufficient, and clean, ready for immediate synchronization; data requiring adjustment and supplementation before synchronization, which will be updated on a rolling basis; and data that must be newly created from scratch.

The review, development, and completion process not only helps ensure that the province's land data are clean and consistent but also creates the foundation for integration with the national population database. Once completed, administrative procedures such as issuing land-use right certificates, registering land changes, and searching for planning information will be conducted quickly and transparently on digital platforms, significantly reducing paperwork and waiting times for residents and businesses.

Following the directive documents of the Central government, on October 1, the provincial People’s Committee issued three important documents at once: The Plan for implementing the 90-day campaign to build and complete the Dong Nai land database; the decision on establishing the steering committee for the 90-day campaign to build and complete the Dong Nai land database; and the decision on establishing the specialised task force for the 90-day campaign to build and complete the Dong Nai land database.

The objective is to complete all data on land plots, land users, transactions, and land changes by the end of November 2025, while simultaneously synchronizing with the national population database to ensure each parcel is assigned a unique identification code. This marks a significant step toward digital land management and the advancement of e-government.

According to the provincial Land Registration Office, Dong Nai currently has over 2.7 million land parcels, of which nearly 2 million have information on land-use rights certificates. Data on land users in the land database have already been cross-checked with the national population database, achieving a matching rate of over 90%.

Striving to meet the deadline

The provincial Land Registration Office also noted that one of the key advantages enabling Dong Nai to achieve high results is the early development of the DNAI.LIS application software – a land management system designed and developed in-house by the staff of the Department of Agriculture and Environment. This has ensured a rapid, secure, and cost-efficient process of reviewing, synchronizing, cross-checking and connecting data with the national database.

The synchronization of the land database is not only a technical task but also contributes to administrative reform. It serves as the foundation for improving the quality of public service delivery, establishing e-government, and enabling smart governance in the field of natural resources and environment. Once completed, the land database will enable online access to all data, effectively supporting planning, land recovery, compensation, valuation, public asset management, and real estate market development.

Furthermore, this "right – sufficient – clean – live" system will enable authorities to make faster, more accurate, and transparent decisions, thereby minimizing errors, duplication, and negativity in administrative processing. It will also accelerate the comprehensive digital transformation process, contributing to the development of digital government, digital economy and digital society.

Although the workload remains substantial and the timeframe tight, the provincial Land Registration Office has affirmed its determination to complete the assigned tasks on schedule, thereby maintaining its leading position in developing a modern, transparent land management system that puts people at the centre of service delivery. This will also serve as a solid foundation to foster innovation and enhance competitiveness during the national digital transformation period.

Member of the Provincial Party Committee and Vice Chairwoman of the Dong Nai People's Committee Nguyen Thi Hoang emphasized that cleaning up the land database aims to improve state management efficiency, reduce administrative procedures, and facilitate residents and enterprises. The provincial People’s Committee leadership has requested that departments, sectors, and localities strengthen their communication efforts through newspapers, television, social media, and visual channels, so that people can understand and comply, helping the province achieve its goal of a clean land database and providing better public services for its citizens.
