Dong Nai launches data cleaning campaign for land records in 95 communes and wards

From now until November 30, Dong Nai province will conduct a thorough review and cleaning of all land database records compiled over different periods in 95 communes and wards across the province.

This effort is outlined in Plan No. 113/KH-UBND dated October 1, 2025, issued by the Dong Nai Provincial People’s Committee regarding the implementation of the land database cleanup campaign.

The completion and standardization of the land database are expected to improve transparency, efficiency, and accountability in state management. At the same time, it will promote major reforms in administrative procedures, support the delivery of online public services, and facilitate seamless integration with national databases on land, population, and other relevant sectors. The plan also aims to achieve a breakthrough in digital transformation across the natural resources, agriculture, and environment sectors, thereby enhancing the quality of services provided to citizens and businesses.

Dong Nai’s land database will be standardized based on the principles of “accurate - complete - clean - live - consistent - shared,” while guaranteeing information security, cybersecurity, and compatibility with the two-tier local government model.

The campaign focuses on reviewing and cleansing land data across all 95 communes and wards. To support implementation, the province has established a Steering Committee and working groups at all levels, developed a detailed action plan, standardized technical procedures, and launched a communication campaign to encourage residents and businesses to cooperate by providing relevant documents and records.

Land data will be classified into three categories: records that meet the criteria of being “accurate - complete - clean”; records requiring updates and additions; and records deemed unusable, which must be reconstructed from scratch. Relevant agencies will cross-check information with the national population database to verify land users, collect and digitize paper records not yet in the system, ensure synchronization with central databases, restructure administrative procedures, and reduce reliance on physical documentation.

The Dong Nai Provincial People’s Committee has designated the Department of Agriculture and Environment to oversee the technical design, budget estimation, and progress reporting. The Provincial Police are tasked with verifying population data and safeguarding its security. The Provincial Public Administrative Service Center will coordinate the integration and sharing of data. The Department of Science and Technology will guide technical resources, while commune-level authorities are responsible for collecting physical records. The Department of Finance will allocate and manage the necessary funding.

The Provincial People’s Committee has directed all agencies and localities to carry out the campaign diligently and report any obstacles promptly for timely resolution, ensuring that progress stays on schedule. Through this initiative, the province aims to create a modern, standardized land data system that enhances efficient state management and streamlines land-related administrative procedures for citizens and businesses in the digital environment.
