Dong Nai announces key outcomes of the 1st Provincial Party Congress and nine-month socioeconomic performance

On the morning of October 2, the Dong Nai Provincial Party Committee held its October grassroots-level political briefing across the province via live broadcasts on DN1 and FM radio frequencies 97.5 MHz and 89.4 MHz, operated by Dong Nai Newspaper and Radio, Television.

The session provided a rapid update on the outcomes of the 1st Dong Nai Provincial Party Congress for the 2025-2030 term, as well as an overview of the province’s socioeconomic situation over the first nine months of 2025 and the key tasks set for the fourth quarter.

During the briefing, Nguyen Thi Hong Trang, Provincial Party Committee Member and Acting Deputy Head of the Provincial Party Committee’s Commission for Propaganda and Mass Mobilization, stated that the 1st Dong Nai Provincial Party Congress took place from September 29 to 30, 2025, at the Dong Nai Provincial Convention Center, in accordance with Directive No. 45-CT/TW of the Politburo and guiding documents from the central government.

This occasion was a wide-ranging political event of particular importance, especially concerning the implementation of the two-tier local government model and the streamlining of the administrative apparatus. The congress represented a significant milestone in Dong Nai’s development journey following the recent organizational merger, as the province, along with the entire nation, enters a "New Era of National Development" characterized by new opportunities, momentum, and growth potential.

To ensure the congress’s success, preparations were carried out seriously, meticulously, and with a focus on quality. Notably, the drafting of the congress’s official documents received more than 5,000 contributions from various stakeholders.

The congress documents, along with key programs, schemes, resolutions, projects, and priority infrastructure initiatives for the 2025-2030 term, were all crafted in accordance with the “Six Clarities” principle: clarity in personnel, tasks, timelines, responsibilities, deliverables, and authority, ensuring feasibility and effectiveness in execution.

Communications about the congress were prioritized before, during, and after the event, aiming to build unity in awareness, political thought, and action within the Party, foster social consensus, and ensure adherence to the Party’s orientation. The messaging was delivered in diverse, vivid, and dynamic formats to create an uplifting atmosphere, promote the positive to counteract the negative, leveraging “the good to dispel the bad,” and utilizing “the beautiful” to overcome “the harmful.”

The congress had the honor of welcoming Phan Dinh Trac, Politburo Member, Secretary of the Party Central Committee, and Head of the Central Commission for Internal Affairs, who attended, delivered congratulations, and offered guidance.

A total of 450 official delegates representing over 131,000 Party members from Dong Nai attended the congress.

One notable feature of this congress was its digital-first approach, reducing the use of printed documents. All guidelines, materials, and draft congress documents were accessible via the congress website (https://daihoi.dongnai.gov.vn) for delegates to view and review online.

The congress covered two main agendas: reviewing the implementation of the 2020-2025 resolution of the Provincial Party Congress and setting the strategic direction, goals, tasks, and solutions for the 2025-2030 term; and discussing and contributing feedback to the draft documents for the 14th National Party Congress.

Delegates were divided into five discussion groups to explore specific topics in depth. These sessions produced 59 contributions that raised 168 issues, thoroughly addressing the structure and content of the draft documents.

This congress did not elect a new Party Executive Committee. Instead, the Politburo officially announced its decision regarding the appointment of the Dong Nai Provincial Party Executive Committee, Standing Committee, and key leadership positions for the 2025-2030 term.

Accordingly, 68 officials were appointed to the Provincial Party Executive Committee, and 15 were assigned to the Standing Committee. Vu Hong Van was appointed as Secretary of the Dong Nai Provincial Party Committee for the 2025-2030 term. The following officials were appointed as Deputy Secretaries: Ton Ngoc Hanh, Vo Tan Duc, Thai Bao, and Huynh Thi Hang.

The Politburo also announced its decision on the composition of the Provincial Party Inspection Commission, which includes six members. Tran Trung Nhan, Member of the Provincial Standing Committee, was appointed as Head of the Commission.

A delegation of 35 official and 4 alternate delegates was selected to represent Dong Nai at the 14th National Party Congress.

The Congress unanimously adopted the political report, the Congress resolution, and the consolidated feedback report from Party organizations and the broader public on the draft documents to be submitted to the 14th National Party Congress.

Delegates approved 29 key targets for the upcoming term, including: an average annual GRDP growth rate of at least 10%; the digital economy to account for over 30% of GRDP; yearly average growth in state budget revenue of 10% to 12%; and average per capita income reaching 120 million VND per year.

The Congress also outlined the province's overarching development goals through 2030, eight key tasks for the next five years, and three strategic breakthroughs for its development.

Regarding the socioeconomic situation of Dong Nai in the first 9 months of 2025: Gross Regional Domestic Product (GRDP) growth rate of 8.86%, domestic investment reached 108 trillion VND, while foreign direct investment (FDI) totaled USD 2.3 billion; state budget revenue amounted to 63.5 trillion VND, fulfilling 90% of the target assigned by the Prime Minister and 85% of the estimate approved by the Provincial People’s Council.

To successfully accomplish the tasks set for 2025, the province has outlined 15 specific groups of tasks to be implemented in the fourth quarter, including: continuing the review, reorganization, and completion of the political system’s organizational structure; translating the resolutions of the 1st Dong Nai Provincial Party Congress into concrete action plans; implementing synchronized and decisive measures to promote both traditional and new growth drivers vigorously; developing detailed plans for the disbursement of public investment capital for each project; promptly addressing difficulties, obstacles, and backlog issues; and intensifying efforts in compensation, site clearance, and resettlement to ensure the timely progress of projects.
