Committed to effectively advising and supporting the Party Committees

In October 1930, the First Conference of the Central Committee of the Communist Party of Vietnam held in Hong Kong (China) decided to establish specialized departments to assist the Party Central Committee, the predecessor of today’s Party Committee Offices. In May 1947, the Party Central Committee Office was officially established in Thai Nguyen Province.

On January 29, 2002, the Party Central Committee Secretariat met and decided to take October 18, 1930, as the traditional day of the Party Central Committee Office, which is also recognized as the Traditional Day of the Party Committee Office system across our Party.

PROUD OF THE TRADITION OF THE PARTY COMMITTEE OFFICE

On the occasion of the 95th anniversary of the Party Committee Office's tradition day, on the afternoon of October 17, 2025, leaders, specialists, and staff of the Dong Nai Provincial Party Committee Office convened a meeting to review the tradition of the Party Committee Office.

At the meeting, the staff recalled that in Bien Hoa, under the leadership of the Indochinese Communist Party, the Binh Phuoc – Tan Trieu Party Cell was established in February 1935 with seven members, led by Comrade Hoang Minh Chau (real name Bui Thanh Vi) as Secretary. The cell led the workers’ movement, marking the beginning of the revolutionary movement in Bien Hoa. After the Southern Uprising in 1940, despite the severe repression by the French colonialists, local Party organizations remained resilient and eventually restored their operations.

By early 1945, under the leadership of the Southern Party Committee, revolutionary forces in Bien Hoa had been consolidated, making the area one of the key strongholds of the revolutionary movement in southeastern Vietnam. During this historical period, those working as consultants and assistants to Party committees persevered through hardship, ensuring reliable communication for the Party. Thanks to that, the revolutionary movement in Bien Hoa developed strongly, becoming the nucleus that contributed greatly and importantly to the glorious victory of the August Revolution of 1945.

Since the founding of the nation, the glorious history of the Party has continued to affirm that the history of Party Committee Offices is inseparable from the history and mission of the Party and the entire nation. With loyalty, dedication, sacrifice, dynamism, creativity, and effectiveness, generations of staff of the Party Committee Office in Bien Hoa province in the past and later in Dong Nai and Binh Phuoc have made outstanding contributions to the collective achievements of the Party Committee, army, and people of the province.

QUIETLY SHINING

Provincial Party Committee member, Chief of the Dong Nai Provincial Party Committee Office Hoang Thanh Trung shared: the 95th anniversary of the Party Committee Office system, coinciding with the 88 years of establishment and development of the Dong Nai Provincial Party Committee Office, the staff of the Dong Nai Provincial Party Committee Office is proud of and remembers the contributions of the provincial leaders; officials, soldiers and staff of the Party Committee Office through the periods. They have endured many hardships, sacrifices, and devoted efforts to build, lead, and develop the office. They have successfully fulfilled all tasks assigned by the Party during the two resistance wars and in the current cause of national construction and defense.

Proud of and promoting the glorious tradition of the past 95 years, the current leadership and staff of the Office are determined to maintain solidarity and unity, strengthen political integrity, cultivate revolutionary ethics, and continuously improve professional competence, be proactive, creative, determined to complete all assigned tasks, contribute to the successful implementation of the Resolution of the 1st Provincial Party Congress, term 2025-2030, together with building and developing a prosperous, civilized, and modern Dong Nai Province.

Through each term of the Provincial Party Congress, each development stage of the province in the fields of economy, culture, society, national defense, and security has had important contributions from the generations of cadres, civil servants, and staff of the Party Committee Office. Each official has constantly promoted the revolutionary tradition, overcome all difficulties; fostered unity, promoted the sense of responsibility, proactively coordinated closely with agencies in the political system, performed well the work of advising and assisting the Party Committee, especially in organizing and directing the Party's activities; advising on financial and asset management within the Party; directing comprehensive development in all aspects of socio-economics, building the Party, government, organizations, mobilizing the masses...

Recent highlights include implementing the merger at the provincial level, ending district-level activities, merging at the commune level, and implementing the two-tier local government model in accordance with central policy. The process has followed proper procedures and achieved positive initial results.

In particular, as the standing and main agency of the Organizing Subcommittee, serving the Provincial Party Congress, the Provincial Party Committee Office has promoted a high sense of responsibility, solidarity, creativity, dedication to work, closely following each assigned task; closely coordinating with relevant agencies and units, proactively advising and successfully organizing the 1st Dong Nai Provincial Party Congress, term 2025-2030. Thanks to that, the office received high appreciation from the Central agencies, other provinces, and left many deep impressions, pride in the hearts of delegates attending the congress, and all classes of people. It also affirms the mettle, intelligence, and sense of responsibility of the Dong Nai Provincial Party Committee Office in the new period. With the achieved results, the Provincial Party Committee Office has made practical, silent but important contributions with the entire Party Organization and people in the province to promote socio-economic development, maintain political stability, ensure social order and safety, and actively contribute to improving the material and spiritual life of the people.

Over the years, with its achievements, Dong Nai Provincial Party Committee Office has been honored with numerous prestigious awards from the Party and the State, including First, Second, and Third-Class Labor Medals, Emulation Flags, Certificates of Merit from the Government, and the Emulation Flag from the Central Party Office and many other forms of awards from central levels, ministries and branches.

These are not only symbols of pride but also responsibilities, reminding each staff member of the Provincial Party Committee Office to continue striving, practicing, and developing to always be worthy of the recognition and awards bestowed by the Party and State.

PROMPTLY ADVISING ACCURATE, APPROPRIATE, AND EFFECTIVE SOLUTIONS

According to Chief of the Dong Nai Provincial Party Committee Office, Hoang Thanh Trung, his deputies, and all office personnel, the 95th anniversary of the Party Committee Office system comes at a pivotal time. The entire political system, both nationwide and in Dong Nai, is entering a new phase characterized by digital transformation, deeper integration, and quick and sustainable development, all aimed at fulfilling Vietnam’s aspiration to become a developed, high-income nation. After the merger, Dong Nai is identified, expected, and trusted by the Politburo and the Central Secretariat as a dynamic, creative, and revolutionary province transforming into a modern hub for industry, services, and logistics in southern Vietnam. In this context, the role of Party Office staff — especially in advisory, synthesis, and executive support — becomes increasingly vital, requiring the Party Committee Office to constantly innovate its thinking, improve its qualifications, modernize its methods of operation, promote the tradition of "absolute loyalty - solidarity - creativity - dedication - thoughtfulness" and affirm its position as the center of information, advisory and synthesis of the Party Committee in the new period.

That means each official must maintain firm political integrity, absolute loyalty to the Party, the Fatherland, and the people; regularly practice revolutionary ethics; maintain integrity, discipline, and responsibility in each assigned task; and strengthen analytical, forecasting, and strategic advisory capabilities. At the same time, they must actively embrace learning, innovation, and strongly apply digital technology to transform into modern, scientific, and professional working methods. Each official must exemplify the qualities of a “both virtuous and competent” Party Office cadre — one who works “silently yet shines,” and “diligently yet creatively.”; timely propose correct, accurate, and effective solutions to assist the leadership and orientation of the Party Committee.
