Building a solid all-people border defense posture

Along with other Party organizations across the entire Provincial Military Party Committee, after completing the first Congress, for the 2025-2030 term, the Party Committee of the Provincial Border Guard Command has begun implementing a synchronized set of measures to swiftly bring the resolution into life.

Senior Colonel Pham Van Dang, Member of the Party Standing Committee, Deputy Political Commissar of the Provincial Military Command, and Political Commissar of the Provincial Border Guard Command, stated that the Party Committee is concentrating on ensuring every officer and border guard clearly understands their mission. The objective is to build an all-people national border defense, all-people border defense posture within the all-people national defense, which is associated with the people’s security, and people’s security posture in the frontier regions. This integrated approach, he noted, contributes to building a border of peace, friendship, cooperation, and development. Furthermore, the force must effectively execute duties related to combat readiness, natural disaster prevention, search and rescue, and help build a robust defensive area.

Enhancing awareness among cadres and party members

Senior Colonel Pham Van Dang emphasized that for the resolution to be effectively implemented, every cadre and party member must thoroughly understand policies and clearly define their responsibilities. This approach strengthens individual and collective awareness and responsibility, helping build a transparent and strong Party organization capable of completing its missions.

Following resolutions from superior Party organizations, particularly the Provincial Military Party Committee's 2025-2030 resolution, the Border Guard Command's Party Committee has disseminated these resolutions to all subordinate Party organizations and key personnel. This has launched a drive to tailor and communicate the resolution's directives to every officer and soldier according to their local context. A central objective is to bolster the leadership's ability to assess and anticipate developments. This will allow them to provide timely counsel to the Party Committee, the Border Guard Command, and the Provincial Military Party Committee on border management strategy, ensuring they are not caught off-guard. Further priorities include strengthening the rule of law and the effective fight against all forms of crime to uphold political stability, public order, and security in the frontier regions. The directive also calls for strict adherence to legal protocols for immigration control at border gates and for enhancing border diplomacy to foster a border region of peace, friendship, cooperation, and development. To implement the resolution, the Party Committee uses both in-person and online methods.

This mixed approach facilitates the dissemination of the resolution among cadres and Party members, and is particularly suited for units stationed far from headquarters. These remote units are primarily tasked with mobile and patrol duties to safeguard the nation's border regions.

Lieutenant Colonel Pham Quang Nga, Commander of the Loc Thanh Border Guard Station, reported his unit guards a 14.5-kilometer border section with 11 positions along the Ton Le Cham river bordering Cambodia. His troops maintain constant regional oversight and coordinates with Cambodian border forces through regular and joint patrols to secure their designated territory.

Building a solid “people's hearts and minds posture”

Senior Lieutenant Colonel Vuong Sy Mot, Commander of the Hoang Dieu Border Gate Station, emphasized that establishing a solid border defense posture in their operational area represents a key objective outlined in the 2025-2030 Resolution of the Provincial Border Guard Command's Party Committee.

Having a firm grasp of the situation, a clear understanding of the local terrain, and mobilizing the people to build a border defense posture and a solid people's hearts and minds posture is one of effective measures to strengthen the border defense posture, with each citizen serving as a living sentinel safeguarding the nation’s frontiers. Our border stations are bringing this principle to life through concrete actions, such as organizing programs like 'border station's adopted children' or helping residents with farming and economic development. These are the practical ways we're turning resolutions into reality."

For the 2025-2030 term, the Party Committee of the Provincial Border Guard Command has established a clear directive: "Building the provincial border guard force with strong political credentials serves as the foundation for enhancing comprehensive quality and combat strength." The objective is for 100% of officers and soldiers to possess steadfast political resolve, standing ready to accept and complete all assigned missions. The plan emphasizes strengthened management solutions and disciplinary training, targeting an annual disciplinary violation rate of below 0.2%. Furthermore, the force is committed to eliminating serious legal or disciplinary breaches and preventing traffic accidents.

In early August 2025, while visiting the Hoang Dieu Border Gate Station and several other border stations in the province with the provincial working delegation, stories about supporting people and building a solid people's hearts and minds posture and border defense continued to be recounted by local residents and officials and soldiers with emotion and respect for the provincial Border Guard officers and border guards.

One recipient of this support was Le Thi Thanh from Hamlet 3, Hung Phuoc commune, whose family received 11 million VND from the Hoang Dieu Border Gate Station. "Our family situation was desperate," Thanh recounted emotionally. "With my daughter seriously ill, I was struggling alone to keep my two grandchildren in school. The border station's regular assistance and financial support have made it possible for them to continue their education."

The station has also fostered two children in particularly vulnerable circumstances. Ngo Gia Kiet, aged 13, and Lang Khac Dat, from the Nung ethnic minority community, both lost their parents and are now being raised and educated as children of the border station.

We also witnessed the work of the Loc Thanh Border Guard Station, where officers provide support to Phan Hoang Bao Long and other children who have lost one or both parents. These efforts aim to ensure that young people in border communities can pursue their dreams despite facing challenging circumstances.

Senior Lieutenant Colonel Pham Van Hoan, Deputy Political Chief of the Provincial Border Guard Command, stated that initiatives such as supporting families in need, constructing and handing over solidarity homes, and implementing the 'Border Station's Adopted Children' program continue to strengthen military-civilian unity, building solid “people's hearts and minds posture” and strong all-people national defense posture in the nation's frontier regions.
