After its establishment and the successful organization of the first Binh Tan commune Party Congress, for the 2025-2030 tenure, the Binh Tan commune Party organization (Dong Nai province) clearly defined its goals, tasks, and solutions for socio-economic development, building a strong political system, ensuring national defense and security, and, above all, improving the people’s living standards.

Bringing the Congress resolution into life is not only a responsibility but also a heartfelt commitment and determination shared by the entire political system and the people of the commune.
Focusing on propaganda and implementation of the resolution
According to Resolution No. 1662/NQ-UBTVQH15 of the National Assembly Standing Committee on reorganizing commune-level administrative units in Dong Nai Province in 2025, three communes, including Binh Tan, Long Binh, and Long Hung (part of Phu Rieng district, former Binh Phuoc province) were merged to form the new Binh Tan Commune. After the merger, the commune covers an area of over 190 km², has a population of more than 28,600 people, and includes 41 Party cells and Party organizations under the Party Committee with 743 Party members. Overall, post-merger Binh Tan has become a large-scale commune-level administrative unit with great development potential. This change is not merely a redrawing of administrative boundaries, but a strategic transformation toward building a modern, livable grassroots administrative unit – one that places people at the center, uses administrative efficiency as the key performance measure, and pursues sustainable development as the long-term goal shared by local officials, Party members, and residents. The first Congress of the Binh Tan commune Party Committee, for the 2025–2030 tenure, identified 7 key tasks, 3 breakthrough areas, and 16 specific development targets. These tasks are both inherently continuous and strategically forward-looking, suitable to the local post-merger context, aiming to effectively harness available potential and advantages, overcome difficulties and challenges, and strive to build Binh Tan commune into a rapidly developed, comprehensive, and sustainable locality.
Speaking at the Congress, Comrade Tran Trung Nhan, Member of the Standing Committee of the Provincial Party Committee and Chairman of the Provincial Party Committee’s Inspection Commission, highly appreciated the orientations and objectives set out by the Congress. He requested the Binh Tan commune Party Committee to continue building a clean, strong Party organization; enhance the leadership capacity and combat strength of grassroots Party organizations and Party members; and mobilize the combined strength of the entire political system and the great national unity bloc to build a people-oriented government.
He also emphasized the need to translate the resolution’s goals into practical action plans aligned with local realities, with clear roadmaps, effective supervision, and accountability mechanisms. Special attention should be paid to breakthrough areas, concentrating all available resources on successfully implementing modern new-style rural development, thereby promoting comprehensive, harmonious, and sustainable growth.
Nguyen Ba Viet, Secretary of the Party Committee and Chairman of the People’s Council of Binh Tan commune, stated: “Right after successfully organizing the first Party Congress, the commune Party Committee issued resolutions and action programs to implement the Congress’s goals. The Committee determined that strengthening propaganda work is the key to achieving consensus in both awareness and action, ensuring the resolution is effectively brought into real life.”
In the process of putting the resolution into practice, the propaganda materials were prepared in a concise and accessible manner to make them easy for residents to understand, remember, and follow. The commune Party Committee also deployed dissemination efforts through officials, Party members, and socio-political organizations. At the same time, it utilized various communication channels and community meetings at village level to achieve unity in thought and action among the Party, the people, and the armed forces in implementing the Congress resolution.
According to Nguyen Ba Viet, feedback from officials, Party members, and citizens is an important basis for developing practical action programs that align with real life, contributing to the commune’s overall goals of economic growth, raising per capita income, and completing the construction of a modern and civilized new-style rural area.
Binh Tan commune is focusing steering economic development promotion according to the orientation of gradually reducing reliance on agriculture while increasing the share of industry, commerce, and services. The commune plans to adopt favorable policies and create optimal conditions to attract businesses to invest in industrial clusters within the locality
People’s consensus and enthusiastic participation
With the widespread implementation of the Congress resolution and strong public consensus, many rural transport infrastructure projects have been and are being urgently completed, helping Binh Tan achieve its target of a modern new-style rural commune soon. The new-style rural development movement has spread widely, as seen in the clean and beautiful village roads - a vivid testament to the unity and determination of the people.
Walking on a newly paved, clean asphalt road, Mai Van Dien, a 55-year Party member from Long Hung 3 village, expressed his delight: “The implementation of the first Party Congress resolution has received strong public support and enthusiastic response. We are determined to join the entire commune Party organization and government in successfully carrying out the modern new-style rural construction program as set out in the resolution.”
In the economic field, Binh Tan commune remains steadfast in its goal of restructuring the local economy in connection with renewing the growth model in a deep and sustainable direction, driven mainly by innovation, science-technology, and digital transformation. The commune aims to improve productivity, quality, efficiency, and overall competitiveness, while promoting the digital economy, digital society, green economy, and circular economy. It will also strengthen resource management, environmental protection, and climate change adaptation. Through these measures, the commune targets at an average annual economic growth rate of 7-8% and a per capita income of 130 million VND /year by 2030. The commune plans to develop 3 new collective and farm-based economic models, and four OCOP products rated 3 stars or higher. Annually, the number of individual production and business households and small enterprises is expected to increase by 5%. Citizens and businesses are projected to have at least a 95% satisfaction rate with administrative procedures handled via the Binh Tan commune’s online public service center.
Although working conditions for commune-level civil servants remain challenging, they stay determined to serve the people wholeheartedly.
Doan Thi Mai Xuan, Chairwoman of the People’s Committee of Binh Tan commune, said: “The Party Congress resolution identified 16 key targets, including 9 on economic, cultural, and social development. Right after the Congress, the commune People’s Committee developed implementation plans. We reviewed the actual local conditions and sought public input to ensure each plan and task is realistic and effective.”
Industrial development – An inevitable path forward
Currently, the commune has 104 enterprises and over 1,000 individual business households operating efficiently. Several large enterprises have expressed their desire to invest in developing an industrial cluster within the commune, covering over 81 hectares of available land, to fully harness local advantages for sustainable development.
Vu Thi Ngoc Diem, representative of DHK Group Joint Stock Company (Binh Tan Commune), shared: “Binh Tan commune has certain advantages for developing a sustainable industrial cluster. First of all, the economy, politics, and public security are stable, providing a firm foundation for long-term investment. Moreover, the commune lies within the core area of abundant agricultural raw materials, creating strong motivation for enterprises to invest in deep agricultural processing. Therefore, we are confident that investing in the Binh Tan industrial cluster will be sustainable and will contribute to helping Dong Nai province soon become a fully industrialized and modern province.”

Alongside economic growth, Binh Tan commune also pays attention to improving education and healthcare quality, enhancing cultural and spiritual life, and completing the master plan for commune construction to develop the transport infrastructure system.
The commune mobilizes and integrates all resources under the motto “The State and the People work together”, encouraging residents to participate in road construction, prioritizing key routes and areas with high economic potential.
It is also expanding and upgrading inter-village and inter-commune roads, especially those connecting with main provincial roads (DT.741, DT.757, DT.759), ensuring regional connectivity, facilitating the transport of agricultural products and goods circulation, and boosting economic growth. The commune plans to establish transshipment stations and logistics points to support agriculture and trade, while promoting eco-tourism, agritourism, and leisure tourism developing service products with distinct local identity. These are decisive factors for the socio-economic development of the locality, particularly in the context of building a modern new-style countryside and achieving average per capita income of VND 130 million/year by 2030.
Nguyen Ba Viet, Secretary of the Party Committee and Chairman of the People’s Council of Binh Tan commune, emphasized: “To successfully realize the Party Congress resolution, Binh Tan will continue to innovate in state management, adopting simpler, faster, and citizen- and business-oriented mechanisms and policies. Especially, digital transformation will be applied to management and administration to help residents complete procedures quickly and efficiently. We will also promote the widespread adoption of high technology in both production and management, focusing on the commune’s strengths such as high-quality seeds and breeds, high-tech agriculture, organic and clean farming, OCOP-standard products, and deep processing to enhance agricultural value chains. In particular, we identify industrial investment and development as an inevitable path to drive fast and sustainable socio-economic development during the 2025–2030 tenure.”
With the concrete actions implemented by the Binh Tan commune Party Committee and authorities, the resolution is no longer mere words on paper, but has truly come to life, through the unity, creativity, and flexibility of the entire political system and local people.
