To celebrate the success of the Congress, Dong Nai Newspaper and Radio, Television (DNNRTV) organized a special panel discussion titled “Dong Nai and the whole country enter a new era”.
Attending the panel discussion were: Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Dong Nai People’s Council; Ha Anh Dung, Member of the Provincial Party Standing Committee, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai Province; Duong Minh Dung, Member of the Provincial Party Standing Committee, Party Secretary and Chairman of the Long Thanh Commune People’s Council; Nguyen Thi Hoang, Provincial Party Committee member, Vice Chairwoman of the Dong Nai People’s Committee; Assoc. Prof. Dr. Nguyen Quoc Dung, former Director of the Ho Chi Minh National Academy of Politics, Region II; and Assoc. Prof. Dr. Pham Tat Thang, Deputy Director of the same academy.
Vast potential and advantages
Speaking at the panel discussion, Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai People’s Council, emphasized: The 1st Dong Nai Provincial Party Congress for the 2025–2030 term is an event of great political significance. It is the first congress held immediately after the merger of Dong Nai and Binh Phuoc provinces, bringing new opportunities, momentum, and driving forces for development. The success of the congress has opened a new stage of growth with enhanced stature and position, creating vast development space along with numerous potentials and advantages for Dong Nai to make breakthrough progress.
Ton Ngoc Hanh affirmed: The overarching vision and aspiration of the entire Party Organization, government, and people of Dong Nai is to build a green, prosperous, civilized, and modern province. The general objective is to strive for Dong Nai to meet the fundamental criteria of a centrally governed city by 2030. The Congress set the target of achieving an average annual economic growth rate of 10–12%, with “pioneering” considered as the guiding spirit, demonstrating the determination to make Dong Nai a national leader in high-tech industry, modern trade and services, and ecological agriculture aligned with sustainable green development.
Ton Ngoc Hanh further noted: To turn the aspiration of building a green, prosperous, civilized, and modern Dong Nai into reality, the Congress adopted three strategic breakthrough programs for the 2025–2030 term. These include: a breakthrough in improving the quality of leadership cadres and developing a high-quality workforce; a breakthrough in building a diverse, synchronized, and modern transport infrastructure system; and a breakthrough in advancing science, technology, innovation, and digital transformation in tandem with administrative reform. These three breakthroughs are not only designed to remove bottlenecks and harness potential and advantages more effectively, but also serve as the “golden key” for Dong Nai to achieve its vision of green, prosperous, civilized, and modern development, positioning itself as a major growth pole of both the Southern key economic region and the nation.
As a guest at the panel discussion, Assoc. Prof. Dr. Nguyen Quoc Dung, former Director of the Ho Chi Minh National Academy of Politics, Region II, remarked: Dong Nai holds a strategically vital position, serving as a gateway to a 'golden opportunity' for development. Since July 1, 2025, with the expansion of its administrative boundaries, Dong Nai has become a province with vast territory, a large population, and diverse ecological zones. It is also regarded as the country’s “capital” of livestock and fruit cultivation, home to 83 planned industrial zones, and possesses a strong industrial tradition dating back to before April 30, 1975. At the same time, Dong Nai lies at the intersection of 3 out of 6 key economic regions, acting as the gateway to the Southern region, a growth pole of the Southeast, and a vital link connecting the Mekong Delta, Central Highlands, and South Central Coast. With 10 expressways completed, under construction, or planned, the province enjoys an outstanding advantage to make a breakthrough in development.
However, according to Assoc. Prof. Dr. Nguyen Quoc Dung, apart from opportunities, Dong Nai also faces numerous challenges, particularly the readiness of its people and businesses to engage in the digital economy and green economy. To realize its goals of developing a digital and knowledge-based economy, the province must improve infrastructure, build a high-quality workforce, and at the same time, institutionalize policies that encourage the application of science and technology. Assoc. Prof. Dr. Nguyen Quoc Dung emphasized: “Overcoming these challenges requires Dong Nai to make strong efforts, stay determined to innovate, and move toward sustainable, long-term development”.
“Following the success of the 1st Dong Nai Provincial Party Congress for the 2025–2030 term, bringing the Party’s resolution quickly into life carries special importance. The “Dong Nai and the whole country enter a new era” panel discussion marks the first step in a communication campaign to spread the spirit of the Congress. Through this program, officials, Party members, citizens, and the business community are provided with comprehensive information on the outcomes of the Congress, its policies, viewpoints, objectives, and solutions, especially the three key breakthrough programs it adopted, creating momentum for Dong Nai to confidently enter a new era of development.”
High determination, decisive action
From the perspective of implementation and turning aspiration into concrete action, Provincial Party Committee member and Vice Chairwoman of the People’s Committee Nguyen Thi Hoang stated: To quickly put the Congress resolution into practice, the Provincial People’s Committee will immediately focus on carrying out several key tasks and solutions. Accordingly, guiding documents will be issued promptly; in particular, once the action program for implementing the Congress Resolution of the Provincial Party Executive Committee is adopted, the People’s Committee will urgently issue programs, plans, schemes, and projects to ensure effective execution of the resolution.
The focus will be on eight core tasks, eight major groups of solutions, and three breakthrough missions. All programs, plans, and projects must embody the principle of “6 clarities” (clear responsibility, clear tasks, clear timeline, clear accountability, clear outcomes, clear authority). Furthermore, once these programs and projects are issued, they will be swiftly disseminated, implemented, and guided to officials, Party members, and citizens, particularly to the heads of departments and agencies.
The Vice Chairwoman of the People’s Committee also stressed that the province will expedite the completion of adjustments to the Dong Nai Provincial Master Plan for the 2021–2030 period, with a vision toward 2050. The merger of Dong Nai and Binh Phuoc has opened up a vast new development space, making this adjustment essential to concretize the resolution’s implementation. At the same time, the People’s Committee will strengthen inspection and supervision to identify difficulties and obstacles early and resolve them promptly.
Following the success of the 1st Provincial Party Congress for the 2025–2030 term, businesses across the province have also voiced strong expectations.
Participating in the panel discussion as a representative of the business community, Nguyen Hoang Dat, Director of Vinahe Co., Ltd. (Phuoc Binh Ward), shared: “We hope that local products such as cashews will have more opportunities for international trade promotion to expand markets, gain experience, and enhance value. Young businesses have great confidence in the Congress resolution and a strong desire to grow. At the same time, we look forward to additional support mechanisms, preferential tax policies, and suitable land funds to facilitate startups and ensure stable contributions to the local budget”.
At the panel discussion, Ha Anh Dung, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Provincial Vietnam Fatherland Front Committee, stated: To successfully implement the Resolution of the Provincial Party Congress, the strength of the people is absolutely vital. The provincial Fatherland Front affirms that the unity and consensus of nearly 4.5 million residents of Dong Nai constitute a “diamond-solid solidarity bloc”, an invaluable foundation. By harnessing this solidarity, we can achieve anything. With the people as a steadfast pillar, every policy and decision will soon take root in daily life and become reality.
