Adjustment for Dong Nai Riverside Road Project approved

On October 8, the Area 1 Project Management Board announced that the People's Committee of Dong Nai Province has officially approved adjustments to the Dong Nai Riverside Road Project (section from Hoa An bridge to the former boundary of Vinh Cuu district, now within Tran Bien ward).

Accordingly, the Provincial People's Committee has amended and supplemented specific provisions of Decision No. 3533/QĐ-UBND dated September 29, 2020, which initially approved the investment in the construction of the Dong Nai Riverside Road.

Specifically, Clause 4, Article 1 of Decision No. 3533 has been revised to reflect the development of a 5.2-kilometer road (covering more than 17.9 hectares of land), starting from abutment A of Hoa An bridge and ending at the former boundary of Vinh Cuu district. Key components of the project include the completion of the roadbed and pavement, installation of traffic signal systems, drainage systems, tiled sidewalks, green landscaping, construction of the Rach Lung bridge, installation of street lighting systems, and a power substation for lighting supply.

Clause 8, Article 1 of the same decision has also been amended to confirm that the project will utilize more than 17.9 hectares of land. Additionally, Point a, Clause 11.1.2, Article 1, has been supplemented to include specific design adjustments to the sidewalk area between Km 4+447 and Km 4+479 (on the river embankment side). The sidewalk at Km 4+447 will retain its original design width of 5 meters, gradually narrowing to 4 meters midway and then widening back to 5 meters at Km 4+479. The section from Km 4+022.44 to Km 4+500 (adjacent to the Vo Ha Thanh heritage villa) will feature a combined layout of a 5-meter-wide sidewalk, three parking bays, and flower beds along the road edge.

According to the Area 1 Project Management Board, following the provincial government's decision, the board is currently preparing to submit the adjusted design plans for official approval.

These adjustments are part of a broader plan to modify the road alignment in the section passing by the Vo Ha Thanh heritage villa, to preserve this historical structure. Earlier, the provincial government approved partial amendments to the 1/2,000-scale zoning plan for the Buu Long Tourism and Residential Area, formerly located in Buu Long ward and now part of Tran Bien ward.

Under the original planning, the construction of the Dong Nai Riverside Road would have required the demolition of approximately 9 meters, nearly half, of the Vo Ha Thanh villa. In response, many experts and cultural historians proposed that the zoning plan be revised to preserve and promote the historical, cultural, and architectural value of the structure.

The Provincial People's Committee subsequently tasked the Department of Construction with reviewing and proposing preservation options for the villa. Among four proposed solutions, the approved plan involved realigning the riverside road to bypass the villa, thereby preserving it in its entirety. This solution has since been approved for implementation.
