The success of the 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 term marks a turning point of profound political significance in the development of a land rich in revolutionary tradition, dynamism, and cultural identity. This milestone lays a firm foundation for continuing the province’s new chapter of development, reflecting unity of will, consensus in action, and shaping a bright future to “propel” Dong Nai into a new era.

Shared will, unified action

The strong alignment between the Party’s direction and the people’s will served as the core foundation that ensured the success of the 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 term. As the first Congress following the provincial merger, it carries historic significance as a convergence of solidarity, the internal strength that determines the destiny of the Party Committee and the future of this land.

The motto “Solidarity – Pioneering – Breakthrough – Integration – Development,” adopted throughout the Congress, serves as a call to build a clean, strong, disciplined, and responsible Party Committee and political system; ensure national defense, security, and border sovereignty; mobilize and effectively utilize all resources; and develop Dong Nai into a green, prosperous, civilized, and modern province.

The Congress adopted resolutions on critical issues with far-reaching impact on efforts to renew leadership methods, enhance the capacity and combat strength of the entire Party Committee, and advance the province’s socio-economic development in the new phase. The ultimate goal is to improve the material and spiritual well-being of the people.

The principles, policies, and viewpoints outlined in the political report fully reflect the distinct characteristics of all 95 communes and wards across the province, crystallizing Dong Nai’s unique comparative advantages. The Congress accurately identified “golden” opportunities and set out strategic directions for innovation, closely aligned with both regional and national visions. It moved beyond traditional models and boldly undertook a comprehensive restructuring of the growth model, with deep application of digital transformation, green economy, and regional connectivity. This clear and forward-looking vision broke with the leadership and governance mindset of the previous term and holds the potential to generate breakthrough momentum, fundamentally transforming the province’s landscape, meeting the expectations of the Central Government, and swiftly positioning Dong Nai as a national growth pole.

Comrade Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People’s Council, stated that: the Provincial Party Standing Committee defined the Congress theme, motto, solutions, and general objectives to harness the strength of national unity, seize all opportunities and the province’s new development potential to propose concrete and practical action programs based on the people’s aspirations. Dong Nai implements these objectives and programs to ensure double-digit economic growth and high budget revenues, meeting the expectations of the Central Government and the public, and aligning with current conditions and reform requirements. Adhering to the provincial master plan and sub-zone plans, and based on the development planning of axes and logistics centers serving Long Thanh International Airport, the province envisions that over the next 5–10 years, high-class commercial, urban, and service areas, as well as high-tech agriculture, will emerge.

The Congress resolution serves as an action handbook, strongly encouraging the political system, the people, and the business community to be self-reliant, dynamic, and creative in overcoming all difficulties and challenges, and to realize overarching goals. By 2030, Dong Nai aims to largely meet the criteria of a centrally governed city. Notably, the Congress has developed an Action Program to implement the resolution, comprising 34 programs and 46 accompanying projects. This undertaking represents a political commitment by the Provincial Party Executive Committee, reflecting a proactive, highly responsible approach that seizes the “golden” opportunity to transform outstanding potential into new growth drivers and enhance the province’s competitiveness.

“The Dong Nai Provincial Party Standing Committee expects and hopes that more than 131,000 Party members and nearly 4.5 million residents of Dong Nai will act with shared purpose and unified effort to achieve high growth, contribute regionally, and become a national exemplar”.

Political resilience, great aspirations, and decisive actions demonstrate that the provincial Party Committee is becoming increasingly strong, reinforcing confidence, motivation, and a renewed spirit among cadres, Party members, the people, and the business community, who together seize major opportunities, generate breakthrough momentum, and create new capacities for Dong Nai to rise.

The brilliant success of the 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 term has also fostered an atmosphere of excitement and confidence throughout society in the lead-up to the 14th National Party Congress.

Practical Results as the measure of congress success

Seriously addressing the shortcomings frankly identified at the recent congress, namely, the occasional delays in implementing certain Party resolutions, the entire provincial Party Committee immediately began focusing on its top-priority task: putting the resolutions into practice and transforming important decisions into tangible realities.

The focus is to concretize the Action Program based on guidance from Phan Dinh Trac, Member of the Politburo, Secretary of the Party Central Committee, and Head of the Central Internal Affairs Commission, delivered at the Congress: the Action Program must be specific, comprehensive, grounded in local reality; clearly define tasks, content, responsible organizations and individuals, completion timeline, and outputs; and prioritize highly practical and feasible programs and projects for effective implementation.

The scientific, people-centered, and citizen-focused leadership style of the Provincial Party Executive Committee, composed of 68 members, serves as a true core of unity, guiding the entire political system to operate in a coordinated manner from the provincial level down to the grassroots, generating positive energy in every Party cell, village, and hamlet. The Provincial Party Standing Committee ensures that leaders exemplify the principle of “words aligned with actions,” completing every task thoroughly and using “tangible results” to measure the effectiveness of putting resolutions into practice, serving as a benchmark to evaluate the success of the congress.

The Standing Committee of the Party Committee of Bu Gia Map commune reported that the commune’s Party Committee is focusing on leading economic, cultural, and social development in line with the breakthrough programs set out in the Resolution of the 1st Provincial Party Congress. Priority is given to leveraging the potential and advantages of agricultural land for clean farming, linking tourism with the green spaces of Bu Gia Map National Park, and preserving the cultural identity of local ethnic minority communities. Additional efforts are being concentrated on investing in transport infrastructure and in cultural, healthcare, and educational facilities, with the aim of improving livelihoods and household incomes. The border commune of Bu Gia Map is determined to fulfill the criteria for a "new-style rural commune" within this term.

“The congress’s documents are comprehensive and complete, providing a foundation for Phu Vinh to flexibly apply them locally and promote sustainable agricultural development. We bring the dedication and determination from the Provincial Party Congress into implementing the resolutions at the commune level, aiming to achieve concrete results in areas with a significant Hoa ethnic population,” shared Dao Van Tuan, Secretary of the Party Committee and Chairman of the People’s Council of Phu Vinh commune.

Each leadership term of the Provincial Party Committee serves as a stepping stone, further strengthening the foundation for defining new values and establishing a higher stature for the homeland. Vu Hong Van, Secretary of the Provincial Party Committee and Head of the National Assembly Delegation of Dong Nai province, emphasized that immediately after the congress, all Party organizations across the province must proactively develop and implement programs and action plans to promptly and comprehensively put the resolutions into practice. Patriotic emulation movements are being launched widely across the Party, among the people, and in the armed forces, with a strong determination to successfully fulfill the objectives set by the congress.
