Xuan Loc commune: Turning challenges into aspirations to rise

Among the 99 Party Committees under the Provincial Party Committee, the Party Committee of Xuan Loc commune is the first to hold its Delegate Congress for the 2025-2030 term, despite being established less than a month ago.

Looking back on the past term, despite numerous difficulties and challenges, the Party Committee, government, and residents of Xuan Loc commune have successfully promoted their cultural values, heroic revolutionary traditions, and spirit of solidarity and resilience, achieving significant and comprehensive results across various sectors.

Achieving 100% of targets for the 2020-2025 term

Nguyen Thi Cat Tien, Secretary of the Party Committee and Chairwoman of the People’s Council of Xuan Loc commune, expressed her optimism, noting that Xuan Loc was established through the merger of Gia Ray town and the communes of Suoi Cat, Xuan Tho, Xuan Truong, and Xuan Hiep.

Implementing the Party Congress resolutions of these communes and towns for the 2020–2025 term has brought many advantages but also posed a significant number of difficulties and challenges, especially the Covid-19 pandemic, which directly affected all aspects of social life.

In this context, the Party Committee of Xuan Loc united and led the entire political system, military forces, and local people in overcoming hardships, determined to fulfill 100% of the targets set by the 2020–2025 Party Congress resolutions.

Notably, the economy achieved strong growth. The economic structure is shifting in the right direction, with trade and services making up nearly 46%, industry over 31%, and agriculture about 23%, with an emphasis on developing high-tech agriculture. Over five years, budget revenue reached more than 308 billion VND, a 1.4-fold increase from the previous term. Tourism also saw significant progress, attracting over 800,000 visitors and generating nearly 200 billion VND in revenue. Investment in socio-economic infrastructure was prioritized, with 41 completed traffic projects totaling 258 billion VND. All communes met the standards for model new rural areas, while Gia Ray town effectively achieved the criteria for a fourth-grade urban area. All roads managed by communes have been asphalted or concreted, and 100% of communes have fiber optic internet and Wi-Fi coverage in cultural centers. The percentage of households with electricity from various sources reached 100%, and over 91% of households have access to clean water. There were notable advances in culture, society, and healthcare. Social welfare was maintained, with no households living in poverty according to the 2021-2025 poverty standards. Health insurance coverage exceeded 95%, meeting the national standards for commune healthcare by 2025.

Building on the achievements of the previous term and favorable conditions following the merger, the Xuan Loc Party Committee has set out the following goals for the 2025-2030 term: to strengthen the Party Committee and the political system to be clean and strong; to vigorously apply science, technology, innovation, and digital transformation; to promote the great national unity; and to mobilize all resources to build Xuan Loc into a rapidly developing and sustainable locality.

At the same time, the Party Committee of the commune has identified three breakthrough tasks for this term: prioritizing the development of tourism and services into key economic sectors, with a focus on attracting investment to establish regional-scale tourist areas; promoting ecotourism, spiritual tourism, resorts, and entertainment that highlight the unique characteristics of Xuan Loc and Dong Nai province. Additionally, the committee will focus on developing high-tech agriculture, prioritizing organic and circular agriculture, which is closely linked to brand building and product consumption networks.

It is also essential to attract investment and mobilize resources for socio-economic development in a coordinated and modern manner; accelerate infrastructure development, particularly in transportation, commerce, services, urban areas, and digital infrastructure, ensuring seamless connectivity between Xuan Loc and neighboring localities. Priority will be given to attracting, training, and fostering human resources to enhance workforce quality, meeting the demands of socio-economic development in the new phase, especially in the fields of tourism, services, science, and technology.

Furthermore, the Party Committee of the commune has established 16 key objectives and tasks for the 2025-2030 term across various fields: Party and government building; economy; society; natural resources - environment; and national defense - security. The goal is to achieve an average annual growth rate of total product value between 12% and 13%, and by 2030, Xuan Loc aims to meet the standards of a modern rural commune.

After its establishment, Xuan Loc commune has benefited from its location within the administrative center of the former Xuan Loc district, which features relatively well-developed socio-economic infrastructure. The area is home to notable landmarks, including the national historic site and scenic attraction of Chua Chan Mountain and Nui Le Lake. To effectively harness and promote these inherent strengths, local authorities are actively seeking to attract investment and mobilize resources for synchronized and modern socio-economic development. Priority is given to the construction of transportation infrastructure, as well as the expansion of commerce, services, and urban development. A comprehensive transportation network connecting Xuan Loc with neighboring localities plays a crucial role in unlocking the commune’s potential, creating numerous opportunities for Xuan Loc to emerge as a new and vital growth hub in Dong Nai province.

Leveraging local advantages

At the Party Congress of Xuan Loc commune held on July 30, 2025, Phan Dinh Trac, Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission, attended and delivered a keynote speech. He acknowledged and highly praised the achievements of the Xuan Loc Party Committee during the past term. Phan Dinh Trac emphasized that these accomplishments are not only a source of pride for the Party Committee and the people of Xuan Loc commune but also contribute significantly to the successful implementation of the Resolution of the 11th Provincial Party Congress of Dong Nai for the 2020-2025 term. These achievements serve as a vivid testament to the spirit of solidarity and relentless efforts across the entire political system, the strong leadership and guidance of Party committees at all levels, and the unanimous support and active participation of cadres, Party members, and the people.

He also emphasized that the establishment of Xuan Loc commune is not merely an administrative boundary change but a strategic step to create a new development space, bringing new resources, driving forces, and opportunities. Covering an area of 140.5 square kilometers with a population of over 104,000, Xuan Loc is located within the administrative center of the former Xuan Loc district. It features a relatively well-developed socio-economic infrastructure and key transportation routes crossing its territory, notably the nationally recognized scenic site of Chua Chan Mountain. Therefore, Xuan Loc possesses all the essential conditions to achieve stronger development and soon emerge as a new growth hub for Dong Nai Province in the near future.

Xuan Loc also has a proud revolutionary tradition as a heroic “land of fire,” embodying the spirit of solidarity, diligence, and creativity in labor and production shared by the Party Committee, local authorities, and the people. These great values form a solid foundation and an essential spiritual driving force for the Party Committee and people of Xuan Loc commune to continue advancing steadily, building a wealthier, more civilized, and modern homeland, and making worthy contributions to the overall development of the province and the nation.

According to Phan Dinh Trac, the 1st Congress of the Xuan Loc Commune Party Committee for the 2025-2030 term has thoroughly and deeply identified, analyzed, and clearly defined the opportunities, advantages, difficulties, and challenges that will directly impact the commune’s development in the coming period. Based on this, the Congress has set forth realistic goals, tasks, solutions, and breakthrough priorities aligned with the actual situation.

To achieve the goal of rapid and sustainable development for Xuan Loc and establish its position as a central driving force in the southeastern region of Dong Nai province, as outlined in the Party Congress Resolution, Phan Dinh Trac proposed several key considerations for the Party Committee of Xuan Loc commune.

At the heart of development for every unit and locality is the ability to harness the power of unity, because only with solidarity can consensus be achieved, and the greatest resource for development, the people, be truly mobilized. It is essential to inspire a deep love for the homeland and the nation, to foster a spirit of self-reliance and resilience, and to face hardships without fear. Difficulties must be turned into motivation, and challenges into aspirations for advancement. Unity, consensus, and the promotion of internal strength form the core foundation and driving force to transform potential into reality, ensure sustainable development, and build a prosperous, strong Xuan Loc.

At the same time, Xuan Loc must continue strengthening a grassroots government that is truly close to the people and responsive to their needs. Commune-level cadres and civil servants must demonstrate political resolve, moral integrity, and possess the necessary knowledge, competence, and experience. They must be ready to innovate, take responsibility, and serve as a vital link between the people and the government, meeting the demands of the new development phase.

The commune must speed up digital transformation in management and administration, with a dedicated effort to further improve the efficiency of the Commune Public Service Center, ensuring that 100% of eligible public services are provided fully online.

Economic development should focus on tourism and services as vital sectors to reshape the economy, generate livelihoods, and boost local government revenues. Specifically, efforts should aim to complete and efficiently utilize key projects with distinctive features of Xuan Loc and Dong Nai province, such as the Chua Chan Mountain Ecotourism and Resort Complex and the Nui Le Lake Urban Area, thereby fostering new growth for tourism and improving the commune’s image in the upcoming term.

In addition, attention must be paid to preserving and promoting traditional values, revolutionary historical sites, and cultural and spiritual works, which are closely linked to tourism development.

Efforts must be stepped up to mobilize resources for development investment and accelerate infrastructure construction, particularly the investment in and upgrading of roads connecting areas within the commune and linking Xuan Loc with key provincial and national transport routes. Development plans for Xuan Loc should be proactively reviewed and integrated with the provincial master plan to ensure balanced and sustainable growth.

National defense and security must be reinforced, and social order and safety must be firmly maintained. Existing issues related to land management, natural resources, minerals, environmental pollution, urban renovation, construction, and site clearance must be thoroughly addressed. It is essential to closely monitor local developments and promptly resolve emerging issues at the grassroots level to prevent hotspots and avoid passive or unexpected situations.

According to the leadership of Xuan Loc commune, immediately after the successful conclusion of the Commune Party Congress and the receipt of directives from higher authorities, the Standing Committee of the Commune Party Committee promptly finalized the Action Program for implementing the Congress resolution. The program set out clear requirements: clear tasks, clear assignments, clear responsibilities, clear deadlines, clear roadmaps, and clear outcomes. At the same time, the committee swiftly drafted and issued the working regulations for the new-term Party Committee to ensure effective leadership, direction, and execution of the commune’s political duties.

Nguyen Thi Vinh, a local business owner in the Chua Chan Mountain area of Xuan Loc commune, stated that in order to implement the resolution of the Xuan Loc Commune Party Congress for the 2025–2030 term, focused on developing tourism and services into the commune’s leading economic sectors by 2030, resources must be mobilized from the provincial to the communal level to invest in tourism infrastructure and technical facilities, including hotels, resorts, and entertainment services.

She emphasized the importance of effective promotion, investment attraction, and creating favorable conditions for strategic investors to develop large-scale, high-quality, and diversified tourism projects. Encouraging locals to participate in tourism activities will also help diversify tourism offerings.

Vinh further noted that residents themselves must take the initiative to acquire tourism-related knowledge and skills, and actively promote the land, culture, and people of Xuan Loc commune.

To help develop tourism into the commune’s leading economic sector and implement one of Xuan Loc’s three breakthrough goals, accelerating infrastructure development, particularly transportation infrastructure, immediately after the 1st Commune Party Congress, leaders of local agencies and units carried out inspections, urging progress on ongoing transportation projects across the commune.

One of the key projects currently under construction is the upgrade and expansion of Hung Vuong and Tran Phu Roads. In addition to widening the roads, the project includes the underground installation of medium- and low-voltage power grids as well as telecommunications cables, promising to transform the appearance of the commune’s central area. The total investment for the Hung Vuong and Tran Phu road upgrade and expansion project is nearly 480 billion VND, with completion expected by mid-2026.

Luu Van Thinh, a resident of Xuan Loc commune, shared that Tran Phu Road, formerly part of National Highway 1, had deteriorated and become narrow. With the province’s plan to widen the road and its shoulders, residents in the locality are expected to benefit significantly.

Regarding Hung Vuong Road, which connects the commune’s administrative center (Ong Don junction) to National Highway 1, this segment also marks the starting point of Provincial Road 776, which leads to the scenic Chua Chan Mountain, passes through Xuan Thanh commune, and connects to Lam Dong province.

Similarly, Tran Phu Road connects National Highway 1 to the commune center. Additionally, it connects to the entrance and exit ramps of the North-South Expressway, specifically the Phan Thiet-Dau Giay section. Both roads serve as vital arteries, acting as catalysts to accelerate the development of the commune.
