VEC’s response to the 319 Road Interchange on the Ho Chi Minh City - Long Thanh - Dau Giay Expressway

On September 19, Vietnam Expressway Corporation (VEC) sent Document No. 3060/VEC-ĐTXD to the Construction Economics, Management and Investment Authority (Ministry of Construction) regarding the investment in completing the 319 Road Interchange on the Ho Chi Minh City - Long Thanh - Dau Giay Expressway.

According to VEC, it fully supports the Dong Nai Provincial People’s Committee’s opinion on the necessity of completing the 319 Road interchange on the Ho Chi Minh City - Long Thanh - Dau Giay Expressway to synchronize connections and promote investment efficiency according to local planning.

VEC also emphasized that the Ho Chi Minh City - Long Thanh Expressway Expansion Project is a key project that connects directly to Long Thanh International Airport, so the implementation requirement is really urgent. The Prime Minister has assigned VEC as the project management agency, implementing the investment under the form of an emergency construction work. The project broke ground on August 19, 2025, and contractors have started work with the aim of basically completing construction in 2026, as directed by the Prime Minister. Given its dual design-and-build nature, VEC is coordinating with relevant agencies to finalize construction design documents following the basic design stage, in order to meet the contractors’ implementation schedule on site.  

Regarding the implementation of the investment in completing the 319 Road interchange on the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, VEC requested the Construction Economics, Management and Investment Authority to review and give opinions to the People's Committee of Dong Nai province on determining the progress of investment in infrastructure items connecting with Road 319 in Long Thanh commune, Dong Nai province. At the same time, Dong Nai province is expected to commit to the progress of compensation, land clearance, resettlement, technical infrastructure relocation... (in case of any arising issues) when implementing the investment in completing the intersection.

Based on the commitments of the locality, the progress on the construction site of the Ho Chi Minh City - Long Thanh Expressway Expansion Project, and the ability to balance the project's capital sources, VEC will work with local management units to build and evaluate specific investment plans. If deemed feasible and effective, procedures to adjust the investment project within its authority will be carried out, serving as the basis for construction implementation.

At the same time, to accelerate related procedures, VEC will assign the Southern Expressway Projects Management Unit (VEC representative on site) to promptly work and closely coordinate with the advisory agencies of Dong Nai province to study and prepare related investment procedures as required by regulations.

Previously, the Provincial People's Committee sent an official request to the ministries of Finance and Construction to consider and request VEC to add the investment item to complete the 319 Road Interchange on the Ho Chi Minh City - Long Thanh - Dau Giay Expressway Expansion Project. Of this, Dong Nai province proposed to add the investment item to complete the 319 Road Interchange on the Ho Chi Minh City - Long Thanh Expressway Expansion Project. The Construction Economics, Management and Investment Authority then issued a document requesting VEC to urgently coordinate with the locality to study the proposal for additional investment to complete this intersection.
