The 1st Congress of the Trang Dai Ward Party Committee (Dong Nai province) for the 2025–2030 term was successfully held, marking an important milestone in the ward’s development journey. Following the congress, a renewed spirit and determination have spread across all Party cells and among the local community, with collective efforts underway to bring the congress’s resolutions to life swiftly. Notably, Trang Dai Ward has immediately begun translating these resolutions into both short-term and long-term plans that are specific, actionable, and closely aligned with local realities.

Phan Quang Tuan, Secretary of the Party Committee and Chairman of the People's Council of Trang Dai Ward, stated that one of the ward's key short-term breakthrough tasks to implement the Resolution of the Party Congress of Trang Dai Ward for the 2025-2030 term is "to strengthen leadership and direction, and decisively carry out measures to rectify and enhance the effectiveness of urban management and construction order in the area. This group of tasks must be carried out regularly and continuously, with a high level of determination."
Resolutely rectifying construction order
In recent times, particularly since the implementation of the two-tier local government model on July 1, 2025, Trang Dai Ward has taken strong measures to enforce construction order management and inspect road and sidewalk orders across the area. As a result, numerous violations have been detected, prevented, and promptly addressed, contributing to continued positive developments in the management of construction orders and public space regulations.
Trang Dai Ward was formed by merging the former Trang Dai Ward (of the old Bien Hoa City) and Thien Tan Commune (of the former Vinh Cuu District), covering a total area of 37.29 km² with more than 145,500 residents. The ward’s Party Committee currently oversees 36 subordinate Party cells with over 2,400 Party members.
Nguyen Phong Phu, Head of the Economic, Infrastructure and Urban Department of Trang Dai Ward, stated that the construction order in the ward remains complicated. Notably, before, during, and after the Trang Dai Ward Party Congress, some individuals took advantage of the occasion to repair, renovate, or construct houses without permits, undermining management efforts. In response, ward leaders directed functional forces to launch a coordinated crackdown and take firm corrective measures.
Through inspections, functional forces in Trang Dai Ward identified numerous violations, including unpermitted construction and building on agricultural land. Alongside public awareness campaigns encouraging residents to dismantle illegal structures voluntarily, the Ward People’s Committee has developed plans to enforce compulsory removal in cases of deliberate violations, in accordance with the law.
Recently, the Ward People's Committee summoned 16 individuals for administrative violation processing and issued documents, including a list of violators, to local neighborhood units and police for coordinated inspection and supervision, ensuring that the constructions would not be completed during the handling process and would remain so until dismantled.
“The ward’s functional forces regularly conduct inspection campaigns and decisively handle violations. As a result, the management of construction orders and road and sidewalk regulations in the ward has improved, especially with a significant reduction in unauthorized construction by residents,” Phu shared.
Wholeheartedly supporting and serving the people
One of the key tasks that the leadership of the Trang Dai Ward Party Committee and local authorities has focused on recently is the handling of administrative procedures (APs) for residents and businesses. In particular, following the ward’s merger, leaders directed staff and civil servants at the “one-stop-shop” division to work promptly and responsibly, prioritizing the rights and interests of citizens and enterprises.
Bui Van Au, Deputy Director of the Public Administrative Service Center of Trang Dai Ward, stated that the center receives a large number of residents daily for administrative procedure registration, so the Ward Party Committee and People’s Committee leaders have paid attention and given timely and appropriate instructions.
The center has proactively implemented a range of coordinated solutions under the motto: “finish the work, not just the hours.” Investments have been prioritized for infrastructure, including internet connections, computers, photocopiers, and scanners. Staffing has been sufficient, with officials and civil servants who are professionally qualified and dedicated to their work. A volunteer team is also on duty to assist residents with online application submissions.
The center has designed a modern and spacious working environment, with designated areas for receiving and guiding citizens clearly and attentively. Thanks to timely and well-organized implementation, the Trang Dai Ward Public Administrative Service Center has been able to efficiently receive, guide, and process administrative procedures for both residents and businesses. This undertaking has helped reduce the need for repeated visits, especially for elderly seniors and those unfamiliar with information technology.

"After more than two months of operating under the two-tier local government model, the handling of administrative procedures at the center has seen clear improvements. Applications are received and processed in accordance with proper procedures, ensuring timelines are met as prescribed. A total of over 3,500 applications have been received and processed, with nearly 99% resolved either ahead of schedule or on time.
Notably, Trang Dai Ward ranked 9th out of 95 wards and communes in Dong Nai Province, according to Decision No. 766/QD-TTg dated June 23, 2022, issued by the Prime Minister, approving a set of indicators for steering, managing, and evaluating the quality of public service delivery to citizens and businesses in handling administrative procedures and public services in real time via electronic platforms," Au shared.
In addition, the ward has also given timely and effective attention to other areas, including social security, policy implementation, urban beautification, and environmental protection...
Duong Kim Truc, Deputy Head in charge of the Ward’s Culture and Social Affairs Department, noted that the 2024 Social Insurance Law, effective from July 1, 2025, includes a new provision granting social retirement allowances to individuals aged 75 and above without pensions, at a rate of 500,000 VND per month, along with free health insurance cards. The ward quickly disseminated this policy to all neighborhoods and residents. To date, more than 300 people in the ward have benefited from this policy.
“Recently, I went to the Trang Dai Ward Public Administrative Service Center to register my child’s birth certificate. The ward’s staff and civil servants provided attentive support, guiding me through the steps of the ‘3-in-1’ interconnected service (birth registration, permanent residence registration, and health insurance card issuance) quickly and efficiently. I am very satisfied with the current administrative procedure handling in the ward, as it helps residents save both time and costs”.

Making efforts to complete the set targets
Following the administrative boundary arrangement, the new Trang Dai Ward has a larger population and area, creating favorable conditions for the synchronized planning of urban, residential, industrial, commercial, and service zones. This undertaking also lays the foundation for the establishment of new economic centers, attracting investment, and allocating functional areas to support multi-sector economic development. However, the ward still faces significant challenges in technical infrastructure, as water supply systems, roads, schools, and health stations have yet to meet the increasing demands of residents.
In response, for the 2025–2030 term, the Trang Dai Ward Party Committee has set 21 targets across all areas, including Party and government building, the economy and basic infrastructure, social affairs, the environment, and national defense and security.
To achieve these goals, the ward has developed a set of core solutions, demonstrating strong determination to ensure effective implementation. These include: strengthening Party building and rectification; establishing a clean and strong political system in connection with enforcing regulations on exemplary conduct for cadres and Party members; promoting economic development and improving living standards; advancing culture, social welfare, healthcare, and education in line with economic growth; accelerating the development of science, technology, innovation, and digital transformation; and ensuring national defense and security, while maintaining political stability, social order, and public safety.

The Standing Committee of the Trang Dai Ward Party Committee has issued directives and instructed the political system to proactively conduct patrols, effectively control, and strictly handle violations of construction and urban order. The Ward People’s Committee has issued a coordination regulation for state management of construction and urban order, assigning specific responsibilities to four functional forces, including the Ward Police (specifically the local police officers), neighborhood management boards, grassroots security forces, and the Urban Order Team (under the Economic, Infrastructure, and Urban Department).
“Effectively implementing the coordination regulation helps us manage state responsibilities in construction and urban affairs more efficiently, with clear accountability for each assigned individual. This allows the Ward People’s Committee to promptly and effectively address issues such as waste disposal, environmental pollution, encroachment on roads and sidewalks, and illegal construction...” - said Phan Quang Tuan.
In addition, a breakthrough task outlined in the resolution (belonging to the group of long-term tasks) is “Renovating and upgrading urban transport infrastructure for Trang Dai Ward”. The goal of the task is to expand existing roads and create additional connections between the ward’s inner streets and neighboring urban areas, effectively addressing drainage issues and preventing urban flooding.
In line with the principles of decentralization and delegated authority under the two-tier local government model, the Standing Committee of the Trang Dai Ward Party Committee will direct the political system to actively coordinate with relevant agencies to implement planning and synchronized investment in transport infrastructure, ease traffic congestion, and promote internal connectivity in a modern, integrated, and sustainable manner.
The ward will focus on reviewing, adjusting, and finalizing land-use and construction planning; prioritizing investment in upgrading key transport infrastructure to ensure effective, coordinated connectivity both within the ward and with surrounding areas, laying the groundwork for spatial development toward a modern urban model.
