Training on professional skills in the fields of land and environment

On September 11, the Department of Agriculture and Environment of Dong Nai province held a training conference to provide professional guidance for more than 350 commune-level officials, civil servants, and public employees working in agriculture and environment, in preparation for implementing the two-tier local government model.

The training was conducted with the participation of Phan Tuan Hung, Director of the Legal Department of the Ministry of Agriculture and Environment.

In the process of implementing the two-tier local government model in the fields of agriculture and environment, several challenges and obstacles have been encountered in Dong Nai province.

Specifically, in the land sector, challenges arise in implementing land price assessments, compensation, and resettlement support. In the field of environmental protection, difficulties are encountered in processes such as environmental licensing inspections, trial operation of environmental protection works, enforcement of administrative penalties for violations, environmental registration, and the updating of registration data into the national environmental database and information system. Commune- and ward-level People's Committees are also facing various obstacles that require guidance and resolution.

The conference aimed to implement legal documents in the fields of agriculture and environment regarding decentralization and delegation of authority under the two-tier local government model.

It also served as an opportunity for localities to exchange and discuss issues related to land, agriculture, and the environment. Through the training, commune-level officials, civil servants, and public employees were instructed and guided in professional skills and techniques for performing tasks related to agriculture and the environment in their localities.
