On the afternoon of September 8, at the Headquarters of the Party Central Committee, the Working Group No. 1 of the Politburo, led by State President Luong Cuong, worked with the Standing Board of the Dong Nai Provincial Party Committee to give opinions on the draft documents and personnel plan to be submitted to the 1st Congress of the Dong Nai Provincial Party Organization, term 2025–2030.

The political report highlighted the major achievements of the former Dong Nai and Binh Phuoc provinces; pointed out limitations, difficulties, weaknesses, and “bottlenecks” that were similar in both localities during their development process. The report particularly emphasized a candid and thorough assessment of difficulties and shortcomings, identifying their causes without avoidance.
The viewpoints, goals, tasks, and solutions for 2025–2030 analyzed and forecast the context of the new term; clearly identified development orientations; set out the overall goal, 29 key targets to 2030, 8 major groups of tasks and solutions, and 3 breakthrough missions that comprehensively encompass the new development space of the province. This serves as a strategic action framework to develop the province rapidly, sustainably, green, and modern, making it a leading national hub for industry, logistics, services, and high-tech agriculture.
The draft documents and personnel plans were carefully, seriously, and scientifically prepared in line with regulations and guidelines of the Central Committee. The content thoroughly reflected the key ideas and viewpoints of the draft documents of the 14th National Party Congress and recent resolutions of the Central Committee and the Politburo.
Politburo and Secretariat members basically agreed with Dong Nai’s draft documents, while further clarifying major achievements, key projects, strategic infrastructure, and results of administrative restructuring.
Regarding the 2025–2030 targets, suggestions were made to add indicators on the digital economy and the contribution of science and technology to GRDP. As for key tasks, three additional strategic focal points were proposed as follows: (1) Focusing on developing urban–industrial space associated with Long Thanh Airport as a new growth pole; (2) Building Dong Nai into a national logistics center; (3) Making breakthrough in institutional and administrative reform to create a top-ranked provincial business environment.

He requested the provincial Party organization to supplement and specify an action program for implementing the resolution to submit to the congress. According to him, the congress theme must be concise, inspiring, and reflect the aspirations of the provincial Party organization and the people of Dong Nai.
The Politburo agreed with the viewpoints and overall goals set by the province for 2025–2030. The State President asked for a more thorough review and assessment of Dong Nai’s characteristics, conditions, opportunities, and challenges directly affecting its development; and for more specific solutions to promote the roles and strengths of all economic sectors, creating momentum for enterprises and people to prosper legitimately.
He emphasized that Dong Nai’s orientations, goals, tasks, and solutions for 2025–2030 show political determination, development vision, and identification of key and breakthrough missions. The province needs to align closely with new resolutions and concretize national strategic goals and regional connectivity; pay attention to planning for new development space with a long-term vision.
The province also needs to focus on streamlining its organizational apparatus; improving operational efficiency and governance capacity of the two-tier local administration, especially at grassroots level; attach importance to social welfare policies; and care for building, training, and fostering a contingent of cadres, civil servants, and public employees with the motto of being close to the people, serving the people; thereby strengthening public trust and attachment to the Party and the political system.
State President Luong Cuong requested Dong Nai to continue incorporating the opinions of central ministries, sectors, and Politburo members to finalize the documents and personnel plans for submission to the congress, ensuring they meet the development vision and orientation in the new context and new development space, capitalizing on the province’s potentials and advantages.
The Politburo assigned the Office of the Party Central Committee to consolidate and propose the timeline for the 2025–2030 Congress of the Dong Nai Provincial Party Organization for Politburo’s consideration and decision.
