The Ministry of Construction instructs to remove bottlenecks at the Road 319 interchange on the Ho Chi Minh City – Long Thanh – Dau Giay Expressway

On September 15, the Dong Nai Provincial People’s Committee reported that the Department of Construction Economics and Investment Management under the Ministry of Construction had issued Official Document No. 3768/KTQLXD-QLĐT (dated September 11, 2025), requesting the Vietnam Expressway Corporation (VEC) to urgently coordinate with local authorities in studying and proposing the investment needed to complete the Road 319 interchange on the Ho Chi Minh City – Long Thanh – Dau Giay Expressway.

Accordingly, the Department of Construction Economics and Investment Management has requested VEC, as the authorized investment decision-maker and the investor of the Expansion Project of the Ho Chi Minh City – Long Thanh section – part of the Ho Chi Minh City – Long Thanh – Dau Giay Expressway – to coordinate with relevant departments, agencies, and local authorities to review the proposal submitted by the Dong Nai Provincial People’s Committee. Based on this, VEC is to develop an appropriate solution that ensures both technical and economic feasibility, while enhancing investment efficiency.  

VEC is requested to submit a report on the implementation results to the Ministry of Construction (via the Department of Construction Economics and Investment Management) no later than September 17, 2025. This will allow the Department to consolidate the information and advise the Ministry on providing feedback to the Dong Nai Provincial People’s Committee.

Previously, on September 10, 2025, the Dong Nai Provincial People’s Committee sent an official request to the Ministry of Finance and the Ministry of Construction, seeking their feedback on a proposal for VEC to include the completion of the Road 319 Interchange in the Expansion Project of the Ho Chi Minh City – Long Thanh expressway section.

According to the Dong Nai Provincial People’s Committee, a review of local projects indicates a need for transport connection via the interchange between Road 319 (designated as Provincial Road 771 under the provincial planning) and the Ho Chi Minh City – Long Thành – Dau Giay Expressway to facilitate access to the Long Thanh High-Tech Industrial Park.

Currently, access to the Long Thanh High-Tech Industrial Park is provided only through a route temporarily connected to the interchange between Road 319 and the Ho Chi Minh City – Long Thanh – Dau Giay Expressway. This poses significant challenges for vehicles entering and leaving the industrial park via the expressway. At present, only the interchange ramps on the side of the former Nhon Trach District have been constructed under a BOT model by Dong Nai Province, while the ramps on the side of the former Long Thanh District have not yet been built.

Therefore, the complete construction of the Road 319 interchange on the Ho Chi Minh City – Long Thanh – Dau Giay Expressway is critically necessary. This infrastructure project will enhance transportation connectivity, attract investors to the Long Thanh High-Tech Industrial Park, establish a vital transport corridor linking the Nhon Trach Industrial Parks, Phuoc An Port, and Cai Mep – Thi Vai Port, and promote socio-economic development in the Long Thanh and Nhon Trach areas of Dong Nai Province specifically, as well as the broader Southeast region.

Given the significant budgetary constraints currently facing the province, completing the Road 319 interchange as a BOT project is financially unviable. Therefore, Dong Nai Province proposes integrating the full construction of the Road 319 interchange into the Ho Chi Minh City – Long Thanh Expressway Expansion Project.
