In line with Decision No. 218-QD/TW dated December 12, 2013 of the Politburo on the participation of the Vietnam Fatherland Front, socio-political organizations, and the people in contributing opinions to Party building and government building (Decision No. 218), which stipulates that the heads of Party committees and local authorities must hold dialogues with citizens at least once a year, the Dong Nai Party Committee’s Commission for Propaganda and Mass Mobilization (CPMM) issued Official Dispatch No. 306-CV/BTGDVTU dated September 17, 2025 regarding the implementation of direct dialogues between the heads of Party committees and authorities at all levels and the people.

According to the CPMM, under the 2025 dialogue plan, at the provincial level, the CPMM has coordinated with advisory agencies and units to organize a dialogue conference between the Provincial Party Secretary and key officials of communal and ward level; while the Chairman of the Provincial People’s Committee has held dialogues with farmers and the youth across the province.
At the grassroots level, Bien Hoa ward has organized a dialogue between the Ward Party Secretary and Chairman of the Ward People’s Committee with ward officials and civil servants. Meanwhile, Phu Vinh Commune has developed a plan to hold a dialogue between the Communal Party Secretary and the Chairman of the Communal People’s Committee on administrative procedure reform under the two-tier local government model.
To ensure the effective implementation of Decision No. 218, the CPMM has requested the Standing members of the People’s Council, People’s Committee, Vietnam Fatherland Front, socio-political organizations, and subordinate Party committees to continue holding dialogues between the heads of Party committees, the heads of authorities, and the people.
Accordingly, Party committees at all levels lead and direct the organization of dialogues between the heads of Party committees, heads of local governments at all levels and the people, in association with promoting the study and practice of Ho Chi Minh’s thought, morality, and style. This also aims to enhance awareness, responsibility, and the spirit of public service.
The Standing members of the Provincial People’s Council and People’s Committee at all levels organize dialogues between the heads of governments and the people, linked with the strict implementation of regulations on direct dialogues with people and periodical citizen receptions. Authorities are also required to seriously heed public feedback on governance, management, and the working style of officials and civil servants, as well as to promptly handle complaints, denunciations, pressing issues of the people.
Party committees of communes and wards must ensure that Party leaders (Party Secretaries) and government leaders (Chairpersons of People’s Committees) organize dialogues with citizens at least once a year. Extraordinary dialogues may also be held when necessary. These should focus on key issues such as Party building work, fulfillment of responsibilities by cadres and Party members, the relationship between the Party and the people, and arising matters of public concern within the jurisdiction of grassroots authorities.
After each dialogue, Party and government heads must issue a conclusion notice to direct timely handling of legitimate public petitions. They must also report the outcomes of the dialogues and the resolution of public concerns to their respective Standing Party Committees, the government at the same level and the directly higher-level government, while sending reports to the Fatherland Front and socio-political organizations at the same level for monitoring and supervision.
