Supervision of land use rights certificate issuance in Trang Dai ward

On the morning of September 11, Provincial Party Committee members and Deputy Heads of the specialized delegation of the National Assembly Deputies of Dong Nai province, Bui Xuan Thong and Dieu Huynh Sang, presided over a supervision session on the progress of land use rights certificate issuance in Trang Dai ward.

According to the report presented by the People's Committee of Trang Dai Ward, there are currently a total of 27,851 land plots in the area. Among these, 9,872 plots have yet to be issued land use rights certificates. This number includes 6,974 plots with previously certified origins and 2,898 plots that have never been issued a certificate.

Furthermore, a preliminary review revealed that there are approximately 41,000 construction works in the ward, with about 9,000  built on residential land. Meanwhile, around 32,000 are constructed on agricultural land or land without certification.

Local authorities have made significant efforts to issue land use rights certificates across the ward, yet numerous unresolved issues and obstacles remain in land management and the certification process.

A typical example involves cases where land users were granted certificates for agricultural land but later subdivided the plots into smaller lots without following the proper legal procedures. These lots were then transferred to other households or individuals for use.

In many instances, residential houses and other structures have already been built on these plots, constituting administrative violations in land use and construction order. According to regulations, such violations must be addressed through legal measures. However, these types of cases are increasingly common in the area.

In his concluding remarks, Bui Xuan Thong, Provincial Party Committee member and Deputy Head of the Dong Nai National Assembly delegation, acknowledged the efforts of Trang Dai ward in actively monitoring and assigning responsibilities to carry out land management, urban planning, and construction order within the locality. At the same time, he emphasized that the ward must strengthen its management of land use, planning, and construction order in the coming period, warning that inadequate oversight could lead to serious consequences.

He called on the ward to revise and complete its report with a detailed analysis of the current status of land use rights certification, clearly identifying the causes of delays, categorizing them accordingly, and proposing targeted solutions and recommendations for specific cases. Local authorities must also tighten control measures to prevent any further instances of illegal construction. He also stressed the importance of effective leadership and coordination among the ward's specialized departments and administrative service centers to improve the delivery of public services, particularly in the area of land management.

Deputy Heads of the specialized delegation of the National Assembly Deputies of Dong Nai province, Bui Xuan Thong, also called upon the Provincial People's Committee to enhance its leadership and coordination among relevant departments and agencies, such as those in agriculture, environment, and construction, to ensure timely and lawful handling of related matters in collaboration with the ward authorities.
