Removing site clearance obstacles, accelerating capital disbursement for projects

Dong Nai is implementing measures to address challenges and obstacles in compensation and site clearance, both of which are widely regarded as the main causes of delays in project execution and public investment disbursement.

More than 130 projects still face site clearance issues

In early 2025, construction began on the section of Provincial Road 25C from National Highway 51 to Backroad 19, located in the former Long Thanh and Nhon Trach districts (now Phuoc An and Dai Phuoc communes, Dong Nai province). The project spans approximately 2 kilometers and aims to complete the entire Provincial Road 25C route from National Highway 51 to Nguyen Huu Canh Road. This initiative is one of the province's key infrastructure projects, designed to establish a strategic corridor linking Long Thanh International Airport with the Ben Luc - Long Thanh Expressway and Ring Road 3 - Ho Chi Minh City, in order to meet transportation demands once the airport becomes operational.

However, more than seven months after the groundbreaking, the implementation of the project still faces significant obstacles due to the limited amount of land that has been handed over. According to the Provincial Investment and Construction Project Management Board, the Nhon Trach branch of the Land Fund Development Center has so far only temporarily handed over a small portion of land in the Phuoc Long Pagoda area. However, the area is too limited for the contractor to begin construction.

To promote site clearance and accelerate the disbursement of public investment capital in the coming time, the Provincial People's Committee has requested departments, agencies, localities, and investors to focus on accelerating site clearance progress, construction progress, and removing difficulties and obstacles related to land and resources.

According to Nguyen Linh, Deputy Director of the Provincial Investment and Construction Project Management Board, the board has proposed that the Nhon Trach and Long Thanh branches of the Land Fund Development Center hand over the entire site by September 2025 to allow on-site construction to begin.

Not only for the Provincial Road 25C Construction Project, but there are also a series of other projects in the province that are still facing site clearance issues, affecting construction and public investment capital disbursement. Specifically, according to statistics from the Provincial People's Committee, there are currently more than 130 projects in the province that are facing site clearance problems. Among these, 75 projects are in the former Dong Nai province and 63 projects are in the former Binh Phuoc province.

Implementing solutions to remove obstacles

Ho Van Ha, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, remarked that as of the end of July 2025, the disbursement rate of public investment capital in the province remained low. Notably, in July alone, only around 200 billion VND in public investment was disbursed.

Reviewing the causes affecting the progress of public investment capital disbursement in the province shows that the biggest problem still lies in compensation and site clearance to serve project construction.

In a report submitted to the Ministry of Finance and the State Treasury on the status of public investment capital disbursement under the 2025 plan as of July 31, with projections through August 31, the Dong Nai Provincial People's Committee noted: Changes in regulations regarding responsibilities, authority, and project management procedures at the local level, following the discontinuation of district-level administrations and the establishment of new functional agencies after the recent administrative restructuring, have contributed to delays in the appraisal of feasibility study reports, basic designs, and construction designs. These delays have, in turn, affected site clearance progress, as district-level units previously played a key role in executing land clearance activities.

In light of these challenges, on August 8, 2025, the Provincial People's Committee issued decisions to establish two task forces to address difficulties and obstacles related to compensation, support, and resettlement for projects under the province's 2025 public investment plan.

According to Vice Chairman of the Provincial People's Committee Ho Van Ha, when implementing the two-tier local government model, many procedures in compensation and site clearance have been decentralized and delegated to local authorities. Therefore, to accelerate site clearance for projects, the province has requested that land fund development center branches in the province, as well as wards and communes, send officials to attend land valuation certification courses to serve the specific land valuation work when implementing the compensation and site clearance process for projects.
