Accordingly, the reallocated section lies at the beginning of the Dong Nai riverside Road Project and overlaps with the alignment of the two projects. The Zone 1 Project Management Board explained that the proposal aims to prevent waste when the Hoa An bridge Underpass Project is implemented. Based on calculations, if this section were constructed now, it would later have to be rebuilt to meet elevation requirements once the underpass project begins.

Regarding the Hoa An bridge Underpass Project, the authorities are currently carrying out investment procedures. The project is expected to receive approval in September 2025. In the fourth quarter of 2025, bidding for design and subsequent post-bidding design work will be launched.

The Dong Nai riverside Road Project is one of the province’s key infrastructure works, stretching approximately 5.2 kilometers. With a total investment of nearly VND 2 trillion, the project is scheduled for completion in 2025.

According to the plan, once completed, the Dong Nai riverside road will connect with Nguyen Van Tri Street, forming a route along the eastern bank of the Dong Nai River. In addition to enhancing the riverside landscape, the road is expected to help ease traffic flow on Huynh Van Nghe Street. However, the actual connection between the two roads is currently hindered by the design of Hoa An Bridge.

Specifically, because there is no direct connection, vehicles traveling between Nguyen Van Tri street and the Dong Nai riverside road must make a detour under Hoa An Bridge. This creates difficulties in traffic circulation between the two routes. Therefore, the Hoa An Bridge Underpass Project has been proposed to establish a seamless connection between the two routes, ensuring continuous and integrated traffic flow. The Hoa An Bridge underpass project is estimated to require a total construction investment of around 300 billion VND.
