In response to the urgent requirements of Resolution No. 57-NQ/TW dated December 22, 2024, issued by the Politburo on breakthrough development in science, technology, innovation, and digital transformation (Resolution 57), the Dong Nai Provincial Public Security have proactively developed plans and coordinated with relevant sectors and technology enterprises to implement numerous tasks and solutions aimed at modernizing police operations.

Resolute implementation
To accelerate digital transformation in police operations, the Dong Nai Provincial Police have recently issued specific programs and plans to achieve their stated objectives.
Specifically, the Dong Nai Provincial Public Security issued a plan to implement Resolution 57 across the entire force on July 25. Accordingly, the Provincial Public Security identified 59 tasks on breakthroughs in science, technology, innovation and digital transformation within the police sector. In addition, the Provincial Public Security advised the Provincial People’s Committee to issue 22 documents and directly issued 174 documents and directives related to IT and digital transformation to various units and localities.
In addition, during the processing of administrative procedures and public services, the Provincial Police have moved 127 procedures across five sectors onto an online platform, making it easier for residents and businesses to access services without being constrained by administrative boundaries.
The Provincial Police have also publicly posted all administrative procedures at the reception and results-return sections of police offices at all levels. This undertaking includes the list of procedures, detailed descriptions, process guidelines, required documents, forms, declarations, applicable conditions, processing times, responsible authorities, and fees, in accordance with regulations at administrative procedure reception units and the Provincial Public Administration Service Center.
However, the implementation process has revealed several limitations that need to be addressed. These include uneven digitization of records and IT infrastructure upgrades across units; server rooms, equipment, and transmission infrastructure that require upgrades to meet standards and ensure safety and redundancy; and a shortage of equipment for collecting ID card application data at commune-level police stations following administrative boundary mergers.
In response to the urgent need to accelerate technology upgrades in support of digital transformation, the leadership of the Provincial Police has proactively worked with technology units and enterprises to address the shortcomings mentioned above.
On September 10, Colonel Nguyen Anh Hung, Deputy Director of the Provincial Public Security, chaired a working session with MobiFone Corporation to agree on the deployment of headquarters, transaction points, base station infrastructure, and technical warehouses to meet communication requirements for the police and production and business activities according to the law.
Following this, Colonel Lam Van Long, Deputy Director of the Provincial Public Security, led a working session with MobiFone Corporation and Global Technology - Telecommunications Corporation on September 12 to survey and introduce solutions such as AI check-in cameras, security monitoring, license plate recognition, and direct connection of fire alarm systems to command centers.
These efforts by the Provincial Public Security demonstrate the political determination and clear action framework from the Provincial Public Security leadership in promoting digital transformation within the force.
Synchronizing infrastructure and human resources
Directing at the Conference to review and evaluate the progress of implementing Resolution 57, handling administrative procedures and Project 06 on September 4, Colonel Lam Van Long instructed the provincial police force to urgently deploy a video conferencing system to 100% of commune-level police stations to serve the leadership's direction and operation. In addition, he directed the issuance of digital signatures to 100% of leaders and commanders to handle work dossiers electronically, and to accelerate the development of the Digital Transformation Project in the Provincial Public Security to ensure security and order under the new situation for the 2025–2030 period, with a vision toward 2045.
During a working session with MobiFone Corporation and Global Technology - Telecommunications Corporation, Colonel Lam Van Long further instructed that the Provincial Public Security's professional units coordinate with companies to quickly research and provide solutions for the Provincial Public Security, based on technological feasibility studies, field surveys, and system integration assessments. These solutions are to be piloted in the near future to improve the effectiveness of security monitoring, fire prevention, firefighting, traffic safety management, risk reduction, and the protection of people's lives and property.
Colonel Lam Van Long requested that the solutions must help the provincial police force optimize work processes, support analysis and evaluation, and serve professional work in each field, in order to realize the spirit of Politburo Resolution No. 57 on breakthroughs in the development of science, technology, innovation, and national digital transformation, as well as the building of an e-government, digital society, and digital economy.
In a meeting with the Provincial Public Security, a representative of MobiFone affirmed that MobiFone is committed to accompanying the provincial police force in deploying comprehensive digital solutions, from telecommunications and data infrastructure to intelligent management applications. This undertaking forms an important foundation for accelerating digital transformation, while also requiring clear technical, legal, and information security standards.
At the working session with the Department of Science and Technology on September 15, to discuss and finalize the lists and tasks related to science and technology, the representative of the Provincial Public Security proposed additional funding for equipment, software, and the upgrade of the server room.
Digital transformation is not merely a technical objective, but a political, governance, and public service mandate. The Dong Nai Provincial Police have taken the right steps and adopted sound policies; the critical task now is to translate those policies into concrete, synchronized actions across three pillars: technical infrastructure, human resources, and legal and regulatory safeguards. Only then can digital transformation truly enhance the operational effectiveness of the police force, streamline administrative procedures, and ensure security and public order in the new context.
