Building on previous achievements, during the 2020-2025 term, the Dong Nai Provincial Party organization has led Party building and organizational work to achieve positive results.

The political system's apparatus organization has been streamlined, ensuring greater efficiency and effectiveness. Cadre work has been conducted rigorously. Efforts to strengthen, consolidate, and improve the quality of grassroots Party organizations and Party members have received strong attention. The annual rate of new Party membership enlargement has consistently met and even surpassed the goals set by Party resolutions. The leadership capacity and combat strength of grassroots Party organizations and their members have been significantly enhanced.
Implementing new tasks with determination and innovation
According to Bui Thi Yen, Member of the Provincial Party Committee and Standing Deputy Head of the Organization Commission of the Dong Nai Provincial Party Committee, to contribute to building a pure and strong Party organization, during the 2020-2025 term, the Standing Board of the Provincial Party Committee has continued to lead and direct the effective implementation of Party building and rectification, as well as the strengthening of the political system. It has also focused on preventing, curbing, and strictly handling Party cadres and members showing signs of political, ideological, ethical, or lifestyle degradation, as well as manifestations of “self-evolution” and “self-transformation,” in accordance with the spirit of the Resolutions of the 4th plenums of 11th and 12th Party Central Committee. At the same time, the implementation of Conclusion No. 21-KL/TW dated October 25, 2021, by the Party Central Committee has been institutionalized in alignment with Party regulations on the exemplary responsibility of Party cadres and members, especially leaders. This has become an essential and regular task, carried out with practical and increasingly substantive innovations, resulting in positive changes within the province’s political system.
Political and ideological education has been strengthened, while the study and following of President Ho Chi Minh’s thought, morality, and lifestyle have been carried out creatively and effectively, with broad influence. Each year, 100% of Party members and officials sign commitments to self-cultivation and strive for personal improvement. The inspection and supervision of the implementation of Party resolutions and directives have received close attention and leadership, achieving significant results, especially in addressing complex, urgent, and high-profile issues of concern to both Party members and the people.
Implementing Central Party regulations on streamlining the political system for greater efficiency and effectiveness, the Dong Nai Provincial Party Committee and its Standing Board have reviewed and reorganized the apparatus towards a leaner structure, reducing intermediary levels and leadership positions. This has helped resolve overlapping in terms of functions and responsibilities across different sectors.
Pilot models for streamlining organizational structures and combining leadership and management positions have been implemented in accordance with local conditions, promoting the holding of multiple responsibilities to reduce the number of part-time personnel. Accordingly, before fully implementing the two-tier local government model, Dong Nai introduced pilot models where: the Head of the District-level Propaganda Department also served as Director of the District Political Training Center; the Head of the Mass Mobilization Department also served as Chairperson of the Vietnam Fatherland Front Committee at the district level; the Head of the District Organization Department also served as Head of the District Home Affairs Office; and the Chair of the District Party Committee’s Inspection Commission also held the position of Chief Inspector of the district.
Implementing the resolutions, plans, and conclusions of the Party Central Committee regarding provincial mergers and the two-tier local government model, the Dong Nai Provincial Party organization currently comprises 99 subordinate Party organizations, 61 provincial-level agencies and units, and 1,997 commune-level agencies and units. The total number of provincial-level cadres and civil servants stands at 2,452, while over 8,000 civil servants work at the commune level. Additionally, more than 59,000 public employees are working across the province.
The contingent of cadres, civil servants, and public employees at both the provincial and commune levels has met the requirements for operating the two-tier local government model. They are capable of staying close to the people, addressing public needs promptly, and streamlining administrative procedures for both citizens and enterprises.
To ensure that officials, civil servants, and public employees fulfill their assigned duties, the recruitment work has been strictly conducted following regulations established by the Central Government. The recruitment aligns with staffing quotas, areas of specialization suitable for each position, and the development of a pool of successor personnel to replace retiring staff and implement workforce streamlining policies.
The process of evaluating officials has become more institutionalized over time, effectively aiding in the planning and deployment of personnel.
Dao Van Phuoc, a former member of the Standing Board of the Dong Nai Provincial Party Committee and former Head of the Provincial Organization Commission, stated that in recent years, the Standing Board has directed Party committees, Party organizations, and unit leaders to conduct cadre evaluations in strict accordance with regulations governing decentralized management. Evaluations are carried out at workplaces, in Party and mass organizations, and within residential communities. The results are then compiled and reported to the relevant authorities for review and decision-making. Emphasis has also been placed on assessing officials based on their actual work performance and personal moral character.
The cadre planning process has been carried out thoroughly and comprehensively, following closely the guidance and regulations of the Central Organization Commission. Feedback and input on personnel planning are collected through secret ballots. Cadre planning targets officials who possess the qualifications, competencies, moral integrity, and development potential, and who fundamentally meet the criteria for the designated positions.
During the 2020-2025 term, the Party building and organization tasks of the Dong Nai Provincial Party Organization have been carried out comprehensively with firm political resolve. The reform, consolidation, and restructuring of the political system’s organizational structure, along with personnel streamlining and cadre restructuring, have made unprecedented progress, playing a crucial role in successfully fulfilling the political tasks of the Provincial Party organization and contributing to Dong Nai’s increasingly strong development.”
Cadre training and capacity-building efforts have attracted significant attention and produced many positive results. Since the start of the 2020-2025 term, the former provinces of Dong Nai and Binh Phuoc have sent over 50,800 officials to participate in training and professional development programs. After completing these programs, the cadres have shown increased political awareness, improved application of knowledge to practical tasks, better communication and problem-solving skills, and notably higher performance within their units. This has helped contribute to the achievement of the province’s broader goals and objectives.
Developing a contingent of cadres and Party members to meet task requirements
In addition to placing strong emphasis on cadre training and development, the Standing Board of the Dong Nai Provincial Party Committee regularly organizes courses to update the knowledge of members of the Provincial Party Executive Committee, key officials at all levels, and cadres involved in leadership and management planning.
Assoc. Prof. Dr. Nguyen Tan Vinh, Director of the Ho Chi Minh National Academy of Politics - Region II, remarked that the Standing members and Standing Board of the Dong Nai Provincial Party Committee have shown great attention to the training and development of personnel, particularly key provincial leaders. In recent years, the Dong Nai Provincial Party Committee has coordinated with the Academy to organize numerous training courses for the province’s cadre contingent. These programs are tailored to the practical needs of the locality, providing both theoretical and practical knowledge to help participants to acquire new insights and apply them increasingly effectively in their work.
Alongside training efforts, the assignment, rotation, appointment, and nomination of cadres have also achieved positive results. Since 2020, various levels of government have carried out 4,810 appointments and nominations of officials, with a particular focus on promoting young and female cadres.
Personnel policy has been fully implemented in accordance with delegated authority, closely following regulations set by the Central Government. It guarantees fairness, transparency, and a clear connection between the rights and responsibilities of cadres.
The work of protecting internal political integrity has been strictly implemented in accordance with the regulations of the Politburo and the guidance of the Party Central Organization Commission.
The building and consolidation of grassroots Party organizations, as well as the improvement of Party member quality, have been key areas of focus. Notably, the recruitment of new Party members has consistently met or exceeded annual targets. As a province with a large number of industrial workers, Dong Nai has, in recent years, led southern localities in recruiting Party members within the business sector. Dong Nai is also among the first provinces nationwide to implement the Digital Party Member Handbook (since 2023). This application has proven highly useful, enabling Party members to study resolutions at any time and from any location, without constraints on time or place. In addition to being a flexible learning tool, the Digital Party Member Handbook serves as an official platform for Party building information, regularly updated to deliver essential content to Party members promptly.
Secretaries and deputy secretaries of Party cells and Party committees regularly receive training in Party work, mass mobilization, situational analysis and forecasting, problem-solving, and the ability to apply and implement the Party’s guidelines and policies in their localities and units. As a result, grassroots Party organizations generally demonstrate strong leadership capacity and effectively fulfill their political tasks.
Thai Bao, Deputy Secretary of the Provincial Party Committee and Head of the Organization Commission of the Dong Nai Provincial Party Committee, emphasized that one of the core elements outlined in the overarching objectives, key targets, and breakthrough missions of the Draft Political Report to be presented at the 2025-2030 Congress of the Dong Nai Provincial Party Committee is the comprehensive building of a pure, strong, and resilient Party organization and political system. Each year, over 90% of grassroots Party organizations and Party members are to be evaluated and classified as fulfilling their duties well or better. The annual rate of new Party member admissions is to reach at least 3% of the total membership.
The province also aims to build a team of Party cadres and members, particularly leaders and managers, who are resolute, bold in thinking, speaking, acting, and taking responsibility, willing to innovate, confront challenges, and driven by a strong aspiration to contribute for the common good.
Efforts will focus on improving the quality of the two-tier cadre contingent, especially key leaders, ensuring they demonstrate firm political resolve, integrity, competence, high action orientation, a desire to serve, and the leadership credibility required to meet the demands of their roles.
To achieve the goals, targets, and tasks outlined in the area of Party building and organizational development, the Draft Political Report of the 2025-2030 Congress presents several strategic directions: upholding the principle of solidarity; strengthening the political courage, intellectual capacity, pioneering spirit, and combativeness of Party committees, organizations, and each cadre and Party member, especially those in leadership and management roles.
The apparatus organization and staffing must be further streamlined across the political system to ensure efficiency and effectiveness; upholding the principle that the Party maintains unified leadership over personnel work and cadre management; decentralization and delegation of authority must be promoted, coupled with effective oversight of power in cadre affairs; training and professional development programs must be intensifed for cadres at all levels, especially key officials, ensuring continuity, succession, and growth. Cadres should possess firm political resolve, innovative and creative thinking, strong ethics, the courage to take initiative, accept responsibility, and pursue breakthrough actions, along with a high sense of purpose and a desire to contribute to the common good.

All stages of cadre work must be carried out in a synchronized and effective manner, particularly in planning, training, management, and personnel utilization. Emphasis must be placed on the training and development of cadres, especially young, female, and ethnic minority cadres, equipping them with leadership and management skills, as well as a scientific and efficient approach to work.
The cadre evaluation process must be renewed in a substantive, objective, and comprehensive manner, placing emphasis on results, work outputs, and reputation within the Party and among the people as the primary criteria. It’s necessary to enhance the accountability of Party committees and leaders in cadre assessments.
Ongoing efforts should be made to renew methods and strengthen the leadership capacity and combat strength of grassroots Party organizations, ensuring effective, efficient, and impactful operations. Promoting administrative reforms and applying information technology, and digital transformation in activities of the Party and the political system remain crucial.
It's essential to effectively carry out the sourcing and development of Party members among students, young workers, religious communities, and ethnic minorities. Party organizations and political-social organizations must be continuously built within enterprises outside the State sector. There’s a need to regularly screen and resolutely remove individuals who no longer meet Party standards. It’s expected to strengthen the responsibility of Party committees in internal political protection, associated with the building, rectification, and safeguarding of the Party.
