Political report paves the way for Dong Nai’s take-off

The first Dong Nai Provincial Party Congress for the 2025–2030 tenure is held in a special context: it is the first congress following the provincial merger, with historic and political significance. The political report of the Provincial Party Executive Committee embodies the collective wisdom, the unity of will, aspirations, and political determination of the entire Party, armed forces, and people in the province. It paves the way for new breakthroughs, enabling Dong Nai to take off in the era of national prosperity and strength.

The political report was developed under the theme: “Building a transparent, strong, united and disciplined Party organisation and political system with a high sense of responsibility; ensuring national defence and security, safeguarding border sovereignty; mobilising and effectively utilising all resources to develop Dong Nai into a green, prosperous, civilised and modern province.”

The action motto was clearly defined as: “Solidarity – Pioneering – Breakthrough – Integration – Development.” The theme and motto of the congress comprehensively cover the orientations, serving as a political command and a strong call for the entire Party organisation, government, armed forces, and people of the province to advance into the new tenure with steadfast faith.

New space and advantages – springboards for the future

Dong Nai currently covers an area of 12,737.18 square kilometres with a population of nearly 4.5 million. It has 95 commune-level administrative units (including 72 communes and 23 wards). The provincial Party organization has 99 subordinate Party organisations with over 131,000 members. The province is known for its rich tradition and cultural, historical, ethnic and religious diversity. Situated in the Southern key economic region, Dong Nai possesses a synchronous transport infrastructure system with all five modes of transport (road, air, railway, maritime and inland waterways). Prominent among them are Long Thanh International Airport, Phuoc An Port, and 10 expressways that are either under construction or in the planning stage. The province also shares a 258.939 km border with Cambodia and hosts the Hoa Lu International Border Gate Economic Zone.

Dong Nai is one of the country's leading industrial provinces, with 83 planned industrial parks covering over 36,700 hectares. It boasts more than 1 million hectares of agricultural land, featuring branded products linked to geographical indications, a large natural forest area with a diverse ecosystem, and the Dong Nai and Be rivers, alongside major hydropower and irrigation reservoirs.

“Alongside open and transparent investment policies, and mechanism promoting decentralisation under the principle: “Localities decide, act, and take responsibility,” and especially the ample room offered by “development reserves zones,” Dong Nai now possesses great potential to be harnessed and developed into a modern hub for industry, agriculture, logistics, and tourism in the southern region and nationwide. These serve as crucial foundations and a springboard for the Party organization, government, armed forces, and people of Dong Nai to confidently step into a new era of national development.

People are the centre, goal, and driving force of development

The political report affirms that comprehensive, rapid, and sustainable development is a consistent orientation, with people placed at the centre as both subject and goal of development. All guidelines and policies aim to improve material and spiritual living standards, while inspiring aspirations, creativity, and the will to rise among every citizen and community. Investment in education, health, culture, social welfare, and high–quality human resources is considered key to building the foundation for rapid and sustainable development. The goal is to make Dong Nai a livable land where people can thrive comprehensively and contribute actively to the province's prosperity.

In recent years, Dong Nai has achieved remarkable milestones, with notable highlights: the economic growth rate for 2021–2025 reached 7.11 percent per year; by 2025, the provincial gross regional domestic product (GRDP) had surpassed 694.457 trillion VND, with a per capita GRDP of 153.7 million VND. Dong Nai has remained one of the country's leading industrial and export centres.

Not only has the province achieved economic growth, but it has also firmly ensured social welfare, with the multidimensional poverty rate reduced to below 1.2 percent, and more than 95 percent of residents covered by health insurance. Notably, during the 2025–2030 tenure, human development indicators are expected to approach international standards: life expectancy is expected to reach 77.67 years; 2.6 million laborers will have stable jobs; and per capita GDP will exceed 250 million VND annually. These achievements vividly illustrate comprehensive and balanced development, with people at the centre, as the goal and driving force.

Entering the new tenure, the development viewpoint is to harmoniously combine economic growth with social progress, environmental protection, and the improvement of people’s material and spiritual well–being; to maintain political stability, national defence and security; and to promote overall strength while fostering innovation and deep international integration.

Three strategic breakthroughs, levers for rapid and sustainable development

The first Dong Nai Provincial Party Congress for the 2025–2030 tenure has identified three strategic breakthroughs, which are both urgent and long-term foundations for sustainable development.

First, the quality of the cadre contingent must be enhanced, especially key officials at all levels, ensuring they possess firm political will, dedication, competence, and qualities required for their own tasks, while also developing a pool of high–quality human resources for key sectors. Second, all resources must be mobilized and effectively used to develop a modern and synchronous system of transport, urban, logistics, technological, and social infrastructure, ensuring strong intra–provincial and inter–regional connectivity. Third, science, technology, innovation, and digital transformation must be promoted in conjunction with administrative reform, building a professional, modern, efficient administration that serves the people and enterprises, moving towards digital government, digital economy and digital society.

These breakthroughs reflect the strong political determination and development aspirations of the Party organisation, armed forces and people of Dong Nai. This is the key to opening the way and a powerful driving force for the province to make breakthroughs, striving to build a green, prosperous, civilised and modern Dong Nai, worthy of its role as the hub of the Southeastern region and of the stature of a modern industrial–service urban centre in the new era of national development.

Shaping four priority zones – growth drivers of Dong Nai

Entering the new tenure, Dong Nai has identified the adjustment of its 2021–2030 provincial planning with a vision to 2050 as a vital task. This is not only a strategic step to address infrastructure and land–use bottlenecks but also serves as a synchronous foundation for robust and sustainable growth. The new planning will be closely aligned with the national socio–economic development strategy and regional and inter–regional orientations, focusing on maximising potential through the establishment of four priority development zones:

Southern urban–industrial zone is linked with Long Thanh International Airport, Phuoc An Port, and the urban areas of Tran Bien, Long Thanh and Nhon Trach.

Northern industrial–urban zone is connected to Hoa Lu Border Gate Economic Zone, Hoang Dieu Border Gate, and the urban areas of Binh Phuoc, Dong Xoai, Chon Thanh and Binh Long.

Western lakeside–eco urban zone, along the Dong Nai river with the urban areas of Bien Hoa, Tran Bien, Long Hung, Dai Phuoc.

Northeastern high-tech agriculture–eco tourism zone is associated with Bu Gia Map, Phuoc Long, Bu Dang, Ta Lai and Nam Cat Tien.

At the same time, Dong Nai is determined to further improve its institutions towards transparency and feasibility, strengthen decentralization, and foster local dynamism and creativity, thereby serving the people and the business community more effectively. With a long–term vision, establishing the four zones will not only drive balanced and harmonious development but also affirm Dong Nai’s political determination to unlock potential, mobilise resources, and make strong breakthroughs, thereby becoming a dynamic growth pole of the Southeastern region and the nation.

The political report outlines eight key groups of solutions to achieve the province's development aspirations in the new period. The focus is on continuing to build and rectify the Party and a transparent, strong political system; reforming the growth model; promoting science, technology, innovation, and digital transformation; strongly developing the private economy and the collective economy; enhancing cooperation and regional linkages while effectively mobilizing all resources. Alongside this is the development of modern, sustainable agriculture and rural areas; ensuring national defence, security and border sovereignty; accelerating administrative reform in association with international integration; and, in particular, promoting the role of the people as the driving force, consolidating the great national unity bloc.

The political report is not only a strategic orientation but also serves as a rallying call for faith and aspiration. With the spirit of “Solidarity – Pioneering – Breakthrough – Integration – Development,” and the “determined in mind and united in hearts” motto, the entire Party organisation, government, armed forces, and people of Dong Nai are determined to turn aspirations into action and vision into reality. The province is striving to build a green, prosperous, civilized, and modern Dong Nai, meeting the fundamental criteria of a Centrally-run city by 2030.
