Over 60,500 delegates attend the September Central Reporters’ Conference

On the morning of September 26, the Central Commission for Propaganda and Mass Mobilization held the September 2025 Central Reporters’ Conference in a hybrid format, with the main venue in Hanoi connected online to 1,468 points nationwide.  Over 60,500 delegates attended the event. Comrade Pham Tat Thang, Member of the Central Party Committee and Deputy Head of the Central Commission for Propaganda and Mass Mobilization, chaired the conference.

At Dong Nai’s main venue, participants included Provincial Party Committee member and Vice Chairman of the Provincial People’s Council Tran Van Mi; central-level and provincial-level reporters; and leaders of provincial agencies and units.

According to the agenda, delegates heard from Comrade Pham Ngoc Thuong, Standing Deputy Minister of the Ministry of Education and Training, present the topic: “Breakthrough in education and training development in the new development phase”; and Comrade Nguyen Manh Thang, Director of Local Affairs Department 1, Party Central Office, on the topic: “Results of Party Congresses at all levels (updated to September 25, 2025); preparations for the 14th national Party Congress and key issues to focus on propaganda for the upcoming provincial Party Congress and the 14th national Party Congress”; and Comrade Nguyen Hong Son, Deputy Head of the Central Policy and Strategy Committee, on the topic: “The Communist Party of Vietnam’s perspectives and orientations on private sector development over 40 years of renovation.”

Education and training determine the future of the country

Regarding the topic “Breakthrough in education and training development in the new development phase,” Deputy Minister Pham Ngoc Thuong stated: Vietnam’s education and training work has made remarkable achievements, improving public knowledge, training human resources, and nurturing talents, which contributed significantly to the country’s socio-economic development.

Vietnam is among 21 countries to have early achieved the United Nations’ 2030 sustainable development goal on quality education.

However, the current state of education still has limitations, lacking a strong breakthrough to meet the increasingly high requirements of socio-economic development and citizens’ learning needs.

The current context for education and training is shaped by profound and comprehensive global changes,  especially digital technology and artificial intelligence are reshaping global education. Each country must redefine its vision and strategy for the future education system; Vietnam is entering a new era – an era of development, prosperity, and strength.

Thus, the requirement for education and training is to cultivate a new generation of Vietnamese people with patriotism and national pride, equipped with courage, intelligence, capacity, qualifications, and health to meet the requirements of national construction, development, and defense in the new development phase.

Resolution No. 71-NQ/TW dated August 22, 2025, by the Politburo on breakthrough development of education and training emphasizes: education and training is a top national policy, determining the nation’s future. Developing education and training is the responsibility of the Party, the authorities, and all the people. The State plays a leading role, while all citizens share the responsibility of caring for it and making contribution.

The tradition of valuing education must be promoted, associated with strongly stimulating the nationwide emulation drive on learning, self-learning, non-stop, and lifelong learning.

Learners are the center and subject of the education and training process; schools are the foundation, teachers are the driving force, determining education and training quality.

Education must harmonize between the general public and the elite, between breadth and depth, and between national identity and global perspectives. “Learning goes hand in hand with practice,” “theory is connected with reality,” “schools are linked with society.”

Breakthrough in education and training development must come from innovation in thinking, awareness, and institutions: breakthrough in resources, creating motivation and new spaces for education and training development.

Public education is the pillar, non-public education is an important component of the national education system; building an open, connected education system that ensure equal learning opportunities and promote  lifelong learning.

By 2030, it is expected to expand equitable access, improve the quality of preschool and general education to reach advanced levels in Asia.

By 2035: the education system must be modernized, achieving solid progress in accessibility, equity, and quality.

With respect to vision towards 2045: a modern, equitable, and high-quality national education system will take shape, ranking among the world’s top 20 countries. Every citizen has lifelong learning opportunities, improving skills and fully developing personal potential. High-quality human resources and talents in science and technology become the country’s core competitive advantage.

Right in 2025, ministries, sectors, and localities focus resources to urgently review and complete the legal system according to Resolution 71, ensuring synchronicity, consistency, timely resolution of institutional and policy bottlenecks; promoting innovation and development in education and training.

The Ministry of Education and Training urgently completes draft laws including: Law amending and supplementing certain articles of the Education Law, draft Higher Education Law (amended), draft Vocational Education Law (amended); building National Assembly resolutions on special mechanisms and policies to implement Resolution 71 and the National Assembly’s resolutions on the national program for modernizing and improving education and training quality during 2026-2035 period to mobilize, allocate, and efficiently use resources, ensuring coordinated implementation of tasks and solutions assigned in Resolution 71-NQ/TW, for submission to the National Assembly for approval at the 10th Session.

Preparation and organization of congresses at all levels progress on schedule

At the conference on the topic: “Results of Party congresses at all levels (updated as of September 25, 2025), the 14th national Party Congress and issues requiring attention in the propaganda for provincial Party congresses and the 14th national Party Congress in the coming time,” Nguyen Manh Thang, Director of Department for Local Affairs 1, Office of the Party Central Committee, said: Implementing Directive No. 45-CT/TW of the Politburo on Party congresses at all levels in the lead-up to the 14th national Party Congress, the preparation and progress of organizing congresses at all levels have been carried out in line with the set plan.

Accordingly, regarding grassroots Party congresses, the entire Party has 47,910 grassroots Party organizations, and as of August 8, 2025, 100% of these organizations had completed their grassroots-level Party congresses. The preparation and progress of organizing congresses at all levels were implemented according to plan, truly becoming a far-reaching political campaign across the whole Party Organization and the people. Overall, the Party committees at all levels have thoroughly grasped and strictly implemented Directive No. 45-CT/TW, the Party’s election regulations, as well as regulations and Central guidance; achieving many positive results.

The preparation for congress documents had many innovations, especially the political report, which updated and supplemented viewpoints, orientations, and strategies for the new development era, closely linked with the implementation of the policy of streamlining and restructuring the organizational apparatus and administrative units.

The draft resolution and action program to implement the resolution serve as the orientation framework for key, important tasks with ambitious and strong goals for the 2025-2030 period. Personnel work for Party committees for the 2025-2030 term is carried out in accordance with regulations...

With respect to the preparation for the 14th Party Congress, the congress subcommittees took the initiative in leading and coordinating with agencies and localities to complete on schedule the requirements and set plans on document drafting, personnel preparation, and material facilities… ensuring principles, requirements, standards, processes, and regulations.

Building on achieved results, Party committees at all levels continue to effectively implement Plan No. 80-KH/BTGDVTW dated June 10, 2025 of the Central Commission for Propaganda and Mass Mobilization on propaganda for Party congresses at all levels and the 14th National Party Congress. This includes clarifying new contents and highlights of the 14th national Party Congress documents, with a focus on disseminating, analyzing, and clarifying the viewpoint on the “new development era” - the period when the country enters a phase of rapid, sustainable, wealthy, and prosperous development, striving to become a developed, high-income country by 2045 under socialist orientation. At the same time, emphasis is placed on major breakthrough orientations in crucial areas such as: economic development; development of culture and people; comprehensive, fundamental reform of education and training; public healthcare; promotion of science, technology, innovation, and national digital transformation; strengthening of national defense and security, building the "people's hearts and minds posture; implementation of an independent, self-reliant foreign policy with deep and comprehensive international integration...

Each Party committee, authority, agency, and unit needs to concretize the contents of the 14th Party Congress documents, action programs, resolutions, and plans suited to local conditions. In doing so, it helps create social consensus, promoting development aspirations across the entire Party and people...

Focusing on propagating resolutions of the Party and Party congresses at all levels

Touching upon the propaganda orientation in the coming time, Deputy Head of the Central Commission for Propaganda and Mass Mobilization Pham Tat Thang requested: the commissions for propaganda and mass mobilization of provincial, municipal, and centrally-affiliated Party committees; the propaganda and training commission of the Vietnam Fatherland Front Central Committee and central mass organizations; reporting officers at all levels, and grassroots propagandists to step up propaganda on the 13th Party Central Committee Conference, expected to be held in early October 2025. Thang asked for making in-depth dissemination on the results of Party congresses at all levels; preparation for the 14th Party Congress; and oral propaganda contents related to Party congresses at all levels.

Along with this, focus is placed on propagating the implementation of 4 Politburo resolutions, including: Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 70-NQ/TW on ensuring national energy security to 2030, with a vision to 2045; Resolution No. 71-NQ/TW on breakthrough development of education and training; Resolution No. 72-NQ/TW on some breakthrough solutions to strengthen protection, care, and improvement of public health.

In propaganda work, it is necessary to emphasize the directive spirit of Party General Secretary To Lam, shifting from issuing policies to managing implementation, taking people and businesses as the center, and practical effectiveness as the measure; continuing to complete the organization of apparatus, building a 2-tier local administration; and highlighting the Party and State leaders’ important foreign activities.

In addition, it is necessary to disseminate results of socio-economic development, emphasizing macroeconomic stability, controlled inflation, stimulated growth, 9-month budget revenue exceeding the annual estimate; while businesses are flourishing.

The driving role of the private economy should be disseminated; education and training should be regarded as the top national policy; efforts in strengthening disaster prevention, response, and recovery should be enhanced; while the external activities of the Party and country leaders should be highlighted.

Pham Tat Thang requested that the contingent of reporters and propagandists at all levels must promptly implement the propaganda orientations, contributing to successfully accomplishment of political tasks in the coming time.
