On September 24, a survey team from the Ministry of Home Affairs, led by Nguyen Thanh Binh, Deputy Director of the Department of State Records and Archives (under the Ministry of Home Affairs), conducted a working session with the Dong Nai Department of Science and Technology to assess the organization and operation of local government under the two-tier local governance model. According to the Dong Nai Department of Science and Technology, to support commune- and ward-level authorities in implementing the two-tier local government model, the department has quickly strengthened and provided IT staff to assist localities in operating e-government and digital governance systems, while ensuring seamless technical infrastructure. Additionally, the department has coordinated with other departments and agencies to improve online public service delivery for residents.
Speaking at the working session, Nguyen Thanh Binh, Deputy Director of the Department of State Records and Archives, acknowledged the progress made by departments and local authorities in Dong Nai Province in implementing the two-tier local governance model. He emphasized that the purpose of the survey was to assess the organizational structure and operations of commune-level administrations under the model, to listen to the challenges and concerns raised by localities, and to offer timely support and solutions.

According to the plan, the Ministry of Home Affairs survey team will conduct assessments at four units in Dong Nai province, including the People’s Committees of Nhon Trach and Long Thanh communes, the Department of Science and Technology, and the Provincial Historical Archives Center.
