In 2025, numerous major political events at the national, provincial, and armed forces levels were held with solemnity, marked by remarkable success and absolute safety. Contributing significantly to these accomplishments were the officers and soldiers of the Border Guard Command and the Military Command of Dong Nai Province.
Under the leadership of the Party Committee and the Border Guard Command, the “Green army” soldiers tirelessly stand guard day and night, conducting joint patrols to protect the nation's sacred borderlands and frontiers with firm resolve. At the same time, they coordinate closely with functional forces to build an "all-people border guard disposition" fostering a “people’s heart disposition,” thereby safeguarding the border areas and frontlines of the homeland with unwavering dedication.
Outstanding completion of duties
Senior Lieutenant Colonel Nguyen Anh Duc, Member of the Standing Committee of the Provincial Military Party Committee, Deputy Commander of the Provincial Military Command, and Commander of the Provincial Border Guard Command, stated that during the 2020–2025 term, the Party Committee and Command Board of the Provincial Border Guard have achieved comprehensive results across all areas of work. Notably, all officers and soldiers under the Provincial Border Guard have clearly identified their responsibility to protect the nation's border areas and frontlines firmly. In addition to conducting thorough reconnaissance and maintaining a firm grasp of the situation along the border, they have also coordinated effectively with functional forces to build a solid “all-people border guard posture” and a resilient “people’s security posture” in the nation's frontier regions.

According to Colonel Nguyen Anh Duc, the unit has thoroughly carried out resolutions, directives, and plans issued by higher authorities, closely monitored the situation, and responded quickly to incidents along the border and at border gates. Efforts in crime prevention, political security, and public order enforcement in border areas have produced positive outcomes.
Furthermore, the unit has strictly maintained combat readiness and actively participated in disease prevention and control, particularly in efforts to combat COVID-19 along the border. The Border Guard force has adopted innovative approaches to border diplomacy, strengthening cooperation with local authorities and border protection forces in neighboring provinces of the Kingdom of Cambodia. Numerous models and programs have been implemented to support poverty reduction and strengthen grassroots political systems, contributing to the development of a peaceful, stable, friendly, cooperative, and prosperous border region.
Grassroots Party committees and affiliated Party cells have effectively demonstrated their leadership roles, combat strength, and organizational capacity. The quality, qualifications, and competence of cadres and Party members, especially in key leadership positions, have been significantly enhanced. Youth unions, women's associations, and military councils have operated with notable efficiency. There has been a strong integration of political and ideological education with emulation and commendation movements, contributing to the development of soldiers with firm political resolve, upright moral character, and readiness to undertake and excellently fulfill all assigned tasks.
The unit has made significant strides in building regularity and strengthening discipline. Training tasks have been conducted in accordance with approved programs and plans, closely aligned with the unit’s actual conditions, effectively addressing prior shortcomings and weaknesses. As a result, the qualifications and capabilities of officers and soldiers have steadily improved, with the unit earning the “Good Training Unit” recognition each year. Logistical, technical, and financial operations have been effectively managed. The movement to boost production and improve the living standards of officers and soldiers has been actively promoted, with all targets and tasks either met or exceeded.
Strengthening the “People’s heart disposition” in the border areas
Colonel Pham Van Dang, Member of the Standing Committee of the Provincial Military Party Committee, Deputy Political Commissar of the Provincial Military Command, and Political Commissar of the Provincial Border Guard Command, emphasized that one of the most notable achievements during the 2020–2025 term was the effective leadership of the Party Committee in building a powerful, “exemplary and typical” unit. This undertaking aligns with Directive No. 79/CT-BQP dated July 22, 2022, from the Ministry of National Defense on developing fully strong, “exemplary and typical” units across the military. Officers and soldiers of the provincial Border Guard have consistently shown high readiness and outstanding performance in all assigned tasks. As a result, the unit has consistently met its duties with excellence while actively contributing to the development of a strong national defense posture that benefits all people, a solid “people’s heart disposition,” and a resilient "all-people border guard disposition" in the border region.
From the Party Committee and Command Board to the affiliated border posts and stations, leadership, commanders, officers, and soldiers at all levels have thoroughly understood and strictly carried out directives on building strong, “exemplary and typical” units. Communication and information efforts have been intensified, helping to increase awareness among officers and soldiers about the military-defense situation and border protection tasks. Personnel have gained a clearer understanding of partners and adversaries, as well as the plots and tactics used by hostile and reactionary forces, along with various types of criminal activities. This undertaking has enabled the unit to focus on suitable solutions and effectively perform its assigned missions.

During the past term, the Provincial Border Guard organized nearly 4,200 patrols involving over 20,800 officers and soldiers. In coordination with other forces, they conducted 107 joint patrols and sweep operations involving 5,581 participants. The unit also established 65 checkpoints staffed by 345 personnel, along with COVID-19 prevention and control teams, to manage and protect the border. Additionally, the Border Guard coordinated with border protection forces of the neighboring country to conduct 31 bilateral patrols with 395 participants. These efforts have been vital in maintaining security and safety in border areas, while also contributing to the development of a peaceful, friendly, cooperative, and mutually beneficial border region.
The Provincial Border Guard Command has conducted over 4,600 centralized communication sessions, attracting more than 72,000 participants, along with nearly 15,000 household-level outreach visits. Over 2,900 hours of broadcasts were aired through local loudspeaker systems, including external communication efforts with neighboring countries. Additionally, the unit mobilized support to provide over 46,000 gifts to residents in border areas, along with 215 scholarships, 90 bicycles, 22 houses of gratitude and compassion, 12 breeding cows, 34 pairs of breeding goats, and 280 solar lamps. Medical examinations and free medicine were offered to approximately 7,383 people, while 285 health insurance cards and over 9.5 tons of rice were distributed. The total value of these outreach and support activities exceeded VND 32.7 billion.
The Provincial Border Guard has contributed over 12,600 working days to assist residents in economic development and disaster recovery efforts. Various impactful movements and community-oriented initiatives have been actively implemented, such as: all people participate in protecting national border sovereignty and security in the new situation; Warm border Spring – Bringing comfort to remote villages; Mid-Autumn Festival at the border; Breeding cows for the poor in border areas; Twinning of border communities on both sides; Border guard uniformed teachers and doctors; Supporting students to school. Projects such as Military officers and soldiers supporting children to go to school, literacy classes, and the Compassionate rice jar program have been actively implemented. Many officers have been introduced to join former district- and commune-level Party committees, while border guard personnel have been strengthened in border communes. A total of 87 officers and Party members have been introduced to participate in activities at 77 village and hamlet-level Party cells; 262 officers and Party members have been assigned to support 917 households in border areas. Additionally, efforts have been made to consolidate 35 Party cells, 64 hamlet executive committees, and 245 mass organization branches. These initiatives contribute to strengthening the grassroots political system and building a resilient “all-people border guard posture” and a solid “people’s security posture” in the frontline border areas of the Fatherland.
Dang Ha Giang, member of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Thien Hung Commune, stated that Thien Hung is one of the province’s eight border communes, covering an area of 110.97 km² with a population of over 31,400 people representing 13 ethnic groups and 4 religions. The commune shares a 16.79 km border with the Kingdom of Cambodia. Despite this, the area remains stable, and the living standards of locals continue to improve. A significant part of these achievements is attributed to the provincial Border Guard forces, particularly the Thanh Hoa and Bu Dop Border Guard Posts.
For the 2025-2030 term, the Party Committee of the Border Guard Command has identified breakthrough tasks, including: Promoting administrative reform associated with digital transformation and the application of information technology, contributing to improving the efficiency and effectiveness of management, immigration control, and command and operational work at all levels within the provincial Border Guard; facilitating conditions for businesses and people, contributing to firmly maintaining national territorial sovereignty and border security, and building the Border Guard force to be increasingly formal, elite, and modern.

Focusing on major goals
For the 2025-2030 term, the Party Committee of the Provincial Border Guard Command has set the direction and objectives as follows: Focus on thoroughly understanding and implementing the viewpoints of the Party, State, Central Military Commission, and Ministry of National Defense regarding military affairs, national defense, and border guard operations; lead the unit to understand the situation clearly, coordinate border guard tasks and measures, and firmly manage and safeguard national sovereignty. "Building a comprehensive grassroots border guard force and an all-people border guard disposition within the all-people national defense system, the all-people national defense disposition integrated with the people's security foundation and the people's security disposition in border areas," contributing to creating a peaceful, friendly, cooperative, and developing border. Effectively carry out tasks related to combat readiness, disaster prevention and control, search and rescue, and actively participate in building a strong defensive zone.
Effectively implement digital transformation, apply information technology, and reform administrative procedures; focus on building comprehensively strong, exemplary agencies and units within the provincial Border Guard; promote the leadership capacity and combat strength of Party committees and organizations at all levels; enhance the quality of the cadre and Party membership; and maintain a strong determination to successfully fulfill all assigned tasks.
Colonel Pham Van Dang further stated: To turn the directions and objectives into real results, the Party Committee of the Provincial Border Guard Command has set clear targets to reach during the term. First, leadership will focus on improving the ability to understand and predict situations, providing timely advice to the Party Committee, the Border Guard Command Headquarters, and the Provincial Military Party Committee on policies and strategies related to border guard work, ensuring there are no surprises or being unprepared. Next, efforts will be made to strengthen law enforcement capabilities and effectively combat different types of crime, while keeping political stability, social order, and safety in border areas. Strict adherence to legal rules for inspection, control, and management of entry and exit at border gates will be enforced; the effectiveness of border diplomacy will be maintained and enhanced to build a peaceful, friendly, cooperative, and developing border region.
In addition, it is essential to promote the core role in building an all-people border guard force and an all-people border guard disposition within the all-people national defense system, and the all-people national defense disposition closely linked with a strong people's security disposition; digital transformation must be carried out across various sectors and fields, gradually opening data from agencies and units within the Provincial Border Guard Force to ensure officers and soldiers have access to digital services and information security; the effective use of digital data, especially at border crossings, must align with mission requirements and government policies.
Strict readiness duty systems must be maintained; proactive planning and successful implementation of disaster prevention, natural disaster response, and search and rescue operations in border areas are essential. The provincial Border Guard Force should be built on a strong political foundation to enhance overall quality and combat readiness. 100% agencies and units must maintain absolute political security, and 100% officers and soldiers must possess firm and unwavering political resolve, prepared to undertake and successfully complete all assigned tasks.
Enhance training quality to ensure completion of over 95% of planned content, duration, and personnel participation; achieve 100% compliance in evaluations, with at least 85% rated as good or excellent. Strengthen disciplinary management and enforcement measures to maintain the annual disciplinary violation rate below 0.2%, with no serious legal or disciplinary infractions and no traffic accidents. Ensure that 100% of mass organizations are rated as strong, and that military councils operate effectively. Strive for 4 to 5 subordinate units each year to achieve comprehensive strength and be recognized as exemplary models.
