Issuing citizen ID cards: Creating maximum conditions for people to access public services

After the implementation of the two-tier local administration since July 1, 2025, Dong Nai Provincial Public Security has set up 45 application intake stations for the issuance of citizen ID cards across the province, applying a “non-territorial mechanism” so that citizens can freely choose any location to complete their procedures.

This solution aims to shorten processing time, reduce travel costs, and ensure that all groups, from workers and migrant laborers to the elderly, can quickly access essential public services.

Deploying “non-territorial” application intake stations

According to the Provincial Public Security, right after the administrative boundary merger and the implementation of the two-tier local administration, the Provincial Public Security has directed the police forces at localities to promptly take action to carry out the assigned tasks.

Accordingly, to create favorable conditions for citizens in the province to apply for ID cards and  electronic identification (e-ID) accounts directly at the commune-level police, since July 1, 2025, the Provincial Public Security has established 45 application intake stations for ID card issuance at 45 commune and ward police headquarters across the province.

After arranging the application intake stations for ID card issuance, the Provincial Public Security has coordinated with relevant units to strengthen communication efforts, publicly post the list of these stations at the One-Stop-Shop divisions of commune-level police headquarters so that citizens are informed and can choose a suitable station to submit their ID card application, thereby limiting the need to travel long distances.

According to the Provincial Public Security, their application intake stations for ID card issuance in Dong Nai are not bound by administrative boundaries in the province. Citizens with permanent residence registration, temporary residence registration, or updated residence information in Dong Nai province can choose any station they want to apply for their CID cards.

Colonel LAM VAN LONG, Deputy Director of the Provincial Public Security, said: The 45 ID card application intake stations established by the Provincial Public Security are not restricted by administrative boundaries. Citizens with permanent residence, temporary residence registration, or updated residency information in Dong Nai province can choose any station they want to apply for their ID cards.

Multiple synchronous solutions implemented to meet citizens’ needs

At the One-Stop-Shop division of Bien Hoa Ward Public Security, the number of citizens applying for ID cards, installing VNeID app... in recent days has been relatively high. The Ward Public Security has arranged officers and equipment systems to receive applications, providing maximum support to citizens.

Vo Yen Phuong (a 43-year-old resident of neighborhood 2, Bien Hoa ward) said: After 8 years of living in Canada, she returned to Vietnam with her family and needed to reapply for an ID card under the new regulations.

According to Phuong, after a long period of living abroad, her personal documents and identification papers had expired and needed renewal. At this location, the commune public security officers recorded her information and processed the issuance of her ID card in accordance with regulations.

Meanwhile, Nguyen Duc Dieu (a resident of Binh Hoa neighborhood, Bien Hoa ward) said: Because he was busy working as a worker in Ho Chi Minh City, he hadn’t had time to install the level 2 VNeID. During the break of this year’s National Day holiday on September 2, he took the opportunity to visit the Ward Public Security to complete the installation. He also brought his 14-year-old daughter along with him to apply for an ID card in preparation for her final year of lower secondary school.

According to Nguyen Duc Dieu, the process of receiving information and carrying out procedures at the One-Stop-Shop division of the Ward Public Security was quick and convenient. Many citizens who came to have their paperwork handled were very satisfied with the enthusiastic support of the officers and soldiers here.

In Trang Bom commune, following the direction of the Provincial Public Security, the commune police leadership has directed to establish working groups to handle administrative procedures to best assist citizens.

Lieutenant Colonel Trinh Anh Dung, Chief of Trang Bom commune public security, said: Since July 1, the commune public security have arranged equipment and machinery, and assigned 3 officers from the administrative management team to receive and handle administrative procedures for citizens.

Lieutenant Colonel Trinh Anh Dung added: Currently, with the application of “non-territorial mechanism”, citizens across the province can apply for ID cards or install VNeID at any location in Dong Nai. To ensure that residents promptly receive these information pieces and related regulations, the commune public security has widely disseminated them through Facebook pages and Zalo community groups.

In Phuoc Long ward, the Ward Public Security has recently implemented multiple professional measures to speed up ID card issuance for residents.

Lieutenant Colonel Truong Tuan Hung, Chief of Phuoc Long Ward Public Security, said: From the early days after the administrative merger and the implementation of the two-tier police model, the Ward Public Security has thoroughly conveyed the directive spirit to all officers and soldiers, while actively advising the Party Committee and People’s Committee of the ward to establish specialized working groups for the application intake and ID card issuance.

Accordingly, these groups were clearly assigned duties via teams of application reception, teams of technical support, teams of communication and mobilization. They worked in shifts, regardless of evenings and public holidays, to serve citizens. In addition to the fixed ID card issuance point at the Ward Public Security headquarters, the unit has also arranged mobile issuance stations at neighborhood halls to facilitate the elderly, people with disabilities, students, and workers in applying for their ID cards.
