First student in Dong Nai receives a preferential loan for STEM education

On September 10, the Vietnam Bank for Social Policies (VBSP) branch in Dong Nai province (Dong Nai-based VBSP) completed the approval procedures and disbursed a policy loan to the first policy loan beneficiary under Decision No. 29/2025/QĐ-TTg, dated August 28, 2025, by the Prime Minister. The Decision provides preferential credit for high schoolers, university students, master’s candidates, and doctoral researchers in science, technology, engineering, and mathematics (STEM) fields to cover tuition, living expenses, and other study-related costs during their course of study.

Specifically, the Dong Nai-based VBSP approved a loan of 237 million VND for the family of Tran Thi Thuan, whose son, Hoang Van Hung, is studying information technology major at the University of Transport Ho Chi Minh City. For the 2025–2026 academic year, the family received a disbursement of 79 million VND, with the remaining amount to be released in subsequent years of Hung’s studies.

Tran Thi Thuan said: Her husband has suffered from a stroke for many years, leaving him with severely limited mobility. To support him and their two children, she collects scrap materials for resale. Her two children have tried to overcome difficulties to go to school and were both former students of Luong The Vinh High School for the Gifted. Four years ago, when her eldest daughter was studying at a university in Ho Chi Minh City, she had to apply for a two-year study deferment to seek for jobs in order to save money both for covering her tuition and helping the family. After the deferral period, she resumed her studies and is expected to graduate from the university in the 2025–2026 academic year.

In the 2025-2026 school year, Thuan’s son entered his second year at university. Learning about the preferential credit program for STEM students, and with the support of local authorities, school leaders, and the Dong Nai-based VBSP, the family applied for a loan. With this loan, her son will be able to pursue his studies without interruptions like his sister once faced.

According to Vo Trong Hoa, Deputy Director of the Dong Nai-based VBSP, immediately after the Prime Minister issued Decision No.29 on the preferential credit program for STEM students, the VBSP branch’s transaction offices coordinated with entrusted mass organizations and savings and credit groups to review loan demand. Based on actual needs, the branch proactively allocated 20 billion VND to meet the loan demand of this program and plans to accelerate disbursement in September and October 2025.
