On the morning of September 3, Deputy Secretary of the provincial Party Committee and Chairman of the Dong Nai People’s Committee Vo Tan Duc, together with member of the provincial Party Committee and Vice Chairman of the provincial People’s Committee Ho Van Ha, heard reports from the provincial Land Fund Development Centre, relevant departments, units and six enterprises on the progress of relocation from Bien Hoa 1 Industrial Park.

Mai Phong Phu, Deputy Director of the provincial Land Fund Development Centre, said that to implement the scheme, the province will recover land from 68 enterprises. To date, compensation plans for 29 enterprises have been appraised, of which 10 have been approved.
Regarding site clearance, Zone 1 has about 17 out of 50.5 hectares of cleared land, Zone 2 has 29 out of 103.5 hectares, and Zone 3 has 47 out of 175 hectares.

At the meeting, a representative of Southern Basic Chemicals Group stated that the unit has four companies (Southern Rubber, Southern Battery, Southern Basic Chemicals, and Industrial Gas and Welding Electrode) located in priority Zones 1 and 2 that were required to relocate before August 31. The group agreed with the provincial policy and had relocation plans; however, due to the large volume of machinery and complicated environmental procedures at the new sites, the deadline could not be met. The group pledged to make every effort, requesting early approval of compensation and support plans, as well as consideration of an extension.
Concluding with the Southern Basic Chemicals Group, Chairman Vo Tan Duc emphasised that the Government's policy on relocating Bien Hoa 1 Industrial Park has been in place for many years. The provincial People's Committee has issued decisions, held dialogues, provided information, encouraged and supported the enterprises in finding new locations. To date, all households in the priority zones have relocated, and many enterprises have either completed or are in the process of dismantling their facilities. The remaining cases are primarily those of the four companies within the group. Therefore, provincial leaders requested this unit to better comply with regulations and complete relocation in September, with maximum procedural support from departments at the new sites.

For Bibica JSC, its representative stated that two-thirds of the assets had been relocated and requested an extension along with additional support for relocation costs and assistance for workers who would lose their jobs.
In response, Chairman Vo Tan Duc stressed that the enterprise’s land parcel is subject to priority recovery for auction to generate resources for the construction of the provincial political-administrative Centre. Chairman Vo Tan Duc stressed the enterprise had been fined for environmental violations and that it already agreed to the policy with two-thirds of its machinery having been relocated, therefore, the enterprise needs to better comply with the regulations and timetable set by the province. As for support, all enterprises are treated equally, with rights and benefits guaranteed under the law.
Regarding Bien Hoa Consumer JSC, the enterprise has removed all raw and auxiliary materials but has yet to complete the dismantling of workshops and equipment by the August 31 deadline. The enterprise requested support for dismantling costs and extending the relocation period.

Chairman Vo Tan Duc affirmed that functional agencies have strictly followed processes and regulations, ensuring that all enterprises enjoy the same policies during relocation. Enterprises must make greater efforts to complete relocation and return land to the State.
He further noted that over the past time, the province has always facilitated production and business activities and acknowledged the contributions of enterprises to local socio-economic development. Currently, it is a "golden" time to implement the scheme to repurpose the country's oldest industrial park, as the province now has full legal grounds, resources and determination. The Provincial leader expects the six enterprises participating in the working session today to uphold their responsibility, accompany and support the province in implementing the scheme, thereby contributing to urban renewal and environmental protection.
