Ensuring public security and order, creating a foundation for sustainable development

Dong Nai is one of the most dynamic localities in the country, playing an important role as a transit hub in the Southern key economic region. Over the years, the province has consistently maintained political security and social order and safety.

These achievements not only ensure a peaceful and stable life for the people but also create a foundation for Dong Nai to develop rapidly, comprehensively, and sustainably. In the coming period, Dong Nai continues to define the task of ensuring security and order as a key factor, based on mobilizing the combined strength of the entire political system and the consensus of the people. This will be the foundation to maintain a stable and safe environment, laying a solid premise for the province’s strong socio-economic breakthrough.

Proactively preventing violations of the law

During the 2020–2025 tenure, Dong Nai Provincial Public Security demonstrated strong political will, unity, proactiveness, and creativity in effectively implementing the directives of the Party Central Committee, the National Assembly, and the Government, while comprehensively deploying measures to prevent and combat crime and violations of the law. Thanks to these efforts, security and order in the province has been maintained in a stable manner.

According to the Provincial Public Security, in recent years, crime prevention has always been identified as a key and crucial task in ensuring security and order. Following the motto “prevention is fundamental, long-term, determined, and comprehensive,” the police force has closely coordinated with local authorities to implement practical solutions, from promoting communication to raise people’s awareness of law compliance to strengthening patrols and control across the area.

Border-adjacent areas have been identified as focal points, as they are intersections of not only socio-economic activities but also potential hotspots that criminals may take advantage of.

Senior Lieutenant Colonel Nguyen Dinh Khuyen, Chief of Dai Phuoc Commune Police (Dong Nai province), shared that in order to prevent crime early and from afar, the unit has implemented many comprehensive measures such as closely coordinating in monitoring the Cat Lai ferry terminal area, increasing patrols across the locality, and inspecting business establishments. At the same time, they have stepped up legal communication to every household and every hamlet. Thanks to this proactive and determined approach, many risks and potential criminal factors have been promptly prevented, contributing to maintaining stability in the border areas.

On the other hand, after the merger, Dong Nai province now covers a large area, with numerous industrial zones attracting a large number of workers from inside and outside the province. This rapid development has brought urgent requirements for ensuring security and order in industrial parks, clusters, and enterprises.

Major Nguyen Tan Hien, Chief of Bien Hoa Industrial Zone Public Security Station, said that in order to ensure safety for industrial parks and the stable operation of businesses, the police force has coordinated with the Industrial Zone Management Board to implement many synchronous measures such as regularly maintaining patrols and control, working closely with company security forces, organizing legal communication, and providing crime prevention skills training for workers. As a result, a safe and stable working environment has been built, helping enterprises feel secure in production and business and enabling workers to feel assured and committed to their jobs.

From October 2024 to July 2025, Dong Nai province witnessed nearly 1,400 criminal cases (down more than 17% compared to the same period).

Peaceful border area, firm sovereignty

With a 258,939km border adjacent to the Kingdom of Cambodia, local authorities and the police force have implemented many resolute measures not only to maintain social order and security but also to strengthen solidarity, creating a firm foundation for the lives of people in the border area.

In recent years, under the leadership and direction of higher-level authorities, armed forces in the border area have been proactive in external affairs, signing cooperation agreements on crime prevention with neighboring provinces; promoting peaceful, friendly, and united relations, maintaining stability along the entire border. This has created favorable conditions for people on both sides to feel secure in production and livelihood, fostering socio-economic development in the border region.

Ngo Van Dien, head of Vuon Buoi hamlet, Loc Tan commune (Dong Nai province), said: Vuon Buoi hamlet has a nearly 10km-long border adjacent to Cambodia, with more than 40% of the population being ethnic minorities. In recent years, implementing the policy of expanding people-to-people diplomacy, the hamlet has organized many cross-border exchange activities and twinned with a hamlet in Cambodia. Since the signing, solidarity, friendship, and close relations between the two localities have been increasingly strengthened; authorities on both sides frequently and promptly exchange information on security and order in the border area, creating favorable conditions for crime prevention.

Village elder Dieu Ngon (57 years old, living in Ong Nang, Vuon Buoi hamlet) shared: After the complete liberation of the South, following the advice of officers from Loc Thien Border Guard Station (formerly the Armed Police Station), the S’tieng people in the hamlet no longer practiced shifting cultivation or slash-and-burn farming but settled down stably.

People in the hamlet always uphold vigilance; whenever strangers enter or leave the border area or unusual signs appear, everyone immediately reports to the border guard station or local authorities for timely handling.

Hoang Manh Thuong, Secretary of the Party Committee of Loc Tan commune, said: After the merger, the commune Party Committee issued a specialized resolution on national defense and security, and organized its implementation seriously and proactively. Thanks to that, the security and order situation in the locality has always been maintained, especially during the Party congresses at all levels leading up to the Provincial Party Congress for the 2025–2030 term.

“We always attach great importance to coordination with the armed forces stationed in the area, especially the two Border Guard Stations: Loc Thien and Loc Tan. Thanks to this close coordination, all aspects of our work have been carried out in a synchronized, effective manner and have produced clear results.”

Resolute in combating and strictly tackling crimes

According to the assessment of the People’s Committee of Dong Nai province, public security and order in the province remain stable in recent times. The investigation, prosecution, and trial of especially serious cases are carried out promptly, generating a ripple effect, raising public vigilance, and serving as a strong deterrent. New criminal methods and tactics have been identified and gradually prevented and effectively fought against, while drug-related crimes and social evils are prevented early and from afar, yielding significant results.

Faced with increasingly complex criminal activities, the Dong Nai provincial public security implement a range of comprehensive and determined measures, from firmly grasping the local situation and conducting closed patrols to launching peak campaigns of suppression. Thanks to this proactive and resolute approach, many drug networks as well as dangerous criminal gangs are dismantled, contributing to deterrence, crime reduction, and the maintenance of public security and order.

Among these are transnational and cross-border drug trafficking rings operating online, which are promptly detected and eliminated. For instance, from early March 2025, the police of the former Binh Phuoc province (now Dong Nai province) coordinate with the police of the former Binh Duong province and Ho Chi Minh city to establish and successfully investigate a major case in cyberspace, dismantling a transnational, interprovincial drug trafficking network. Through this operation, the police arrested 11 suspects involved in drug-related crimes and seized 55 kilograms of narcotics, 1 firearm, 1 car, 5 motorbikes, and various related evidence.

Law enforcement agencies, especially the police force, need to effectively carry out the fight against crime so that Dong Nai province both develops its economy and ensures stability in political security and social order, thereby contributing to making Dong Nai one of the country’s leading localities in economic development.

Building a safe and sustainable Dong Nai province

At the Provincial Public Security Party Congress for the 2025–2030 tenure held on August 12, Comrade Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Permanent Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People’s Council, assessed that under its leadership and direction, the Provincial Public Security Party Committee has promoted innovation, and dared to think, to act, and to take responsibility, thereby excellently fulfilling its tasks. National security has been firmly maintained; social order and safety have been ensured; administrative and judicial reforms as well as digital transformation have achieved high efficiency, meeting the needs of people and businesses and keeping pace with modern development trends.

According to provincial leadership, the Provincial Public Security Party Organization must continue to thoroughly grasp the viewpoint of “proactive security,” with prevention as the main focus, linking the security and order protection work with local socio-economic development, foreign affairs, and defense tasks. It is necessary to consolidate the organizational apparatus and work positions in the direction of clear responsibilities and accountability, ensuring sufficient personnel, modernizing equipment and facilities, and enhancing the capacity of commune and ward police forces. In particular, it is vital to enhance efforts to build the Provincial Public Security Party Organization to be truly clean and strong.

Major General Nguyen Duc Hai, Member of the Provincial Standing Party Committee and Director of Dong Nai Provincial Police, stated that in the coming time, in order to meet the increasing demands of maintaining security and order in the province, the Provincial Public Security will continue to follow closely the comprehensive leadership and direction of the Central Public Security Party Committee and local Party committees and authorities. On that basis, clear tasks will be defined for each stage and period, effectively serving the socio-economic development of the province in particular and of the country as a whole. Most importantly, the work of safeguarding political security and social order and safety must always be carried out in accordance with the directives of both the central and local levels, ensuring proactivity, timeliness, and effectiveness.
