Emulation gears up for the provincial Party congress

The 1st Dong Nai Provincial Party Congress for the 2025–2030 term is drawing near. In recent days, patriotic emulation movements have been increasingly vibrant among officials, Party members and local people across the province.

These movements are concretized through practical and meaningful actions, closely linked to the implementation of political and professional tasks within each unit and locality.

Vibrant emulation

Visiting Xuan Hung 4 Hamlet, Xuan Hoa Commune on a mid-September day, one can easily feel the bustling atmosphere and united spirit of local residents. Some are dredging canals, others are clearing brush, cutting grass, or cleaning up residential areas. Despite being busy with their livelihoods, everyone actively joins hands in environmental sanitation activities.

Ab Do Ha Mit, the Head of the Management Board of the Masjid Nourul Ehsaan Mosque (Xuan Hung 4 Hamlet, Xuan Hoa Commune), shared that together with local residents, the Cham community in the hamlet enthusiastically participates in the movement. Everyone is aware of contributing to building a bright, green, clean and beautiful environment, developing new-style rural areas, and practically welcoming the 1st Congress of Provincial Party Delegation.

In addition to environmental sanitation and landscape improvement, the vibrancy of the emulation movement on “clever mass mobilisation” is also reflected in activities to support policy beneficiary families, poor households, and disadvantaged groups at both provincial and grassroots levels. These efforts contribute to the effective implementation of social welfare.

The organisation of emulation movements has been aligned with the socio-economic development targets of the province, focusing on core tasks and specific objectives for each sector, locality and field of work.

According to the Xuan Loc commune Party Committee, so far, grassroots Party cells and organisations, affiliated branches, schools, and hamlets in the commune have registered 25 projects and resources on mass mobilisation in 2025, with total funding exceeding 2 billion VND. Many units have implemented meaningful activities such as assisting and caring for families under the preferential treatment policy and disadvantaged households, maintaining model roads, and mobilising the installation of security cameras, thereby creating a vibrant atmosphere of emulation.

At various levels, other emulation movements have also been widely launched, generating widespread influence such as the movement on excellent and creative work among public employees and employees; the Good Farmers campaign of the Farmers’ Union; the Youth Creativity and Voluntary Youth for Community Life programmes of the Ho Chi Minh Communist Youth Union; and the Women’s Union movements encouraging active learning, creative labour, happy family building, “Good at public work, responsible at home”.

Permanent Vice Chairwoman of the Provincial Confederation of Labor Bui Thi Bich Thuy said that from the movement on excellent and creative work among workers and public employees, more and more exemplary models have emerged. Many officials, trade union members, and workers have actively participated in production emulation, innovations, and technical improvements, generating benefits for units and enterprises.

Strong political determination

In particular, in response to the emulation movement on " Building and running a synchronised, smooth, effective and efficient two-tier local administration system in Dong Nai Province," recently launched by the Provincial People's Committee, units and localities have actively implemented tasks with strong determination.

Deputy Secretary of the Party Committee and Chairman of Binh Phuoc Ward People’s Committee Ngo Hong Khang emphasised that in order to meet people's needs in administrative procedures, the ward authority regularly reviews, inspects, repairs, and provides adequate equipment for the ward public administrative service Centre. Special attention is given to assigning competent civil servants with appropriate professional expertise to receive and handle administrative procedures for citizens and enterprises in a timely, effective and lawful manner. At the same time, coordination among agencies and units is implemented in a synchronized way, with clear assignment of responsibilities, ensuring the effective fulfillment of political and socio-economic tasks at the local level. These efforts contribute to improving state management effectiveness and better serving organisations and people.

Along with the enthusiastic emulation spirit, ahead of the Provincial Party Congress, leaders of agencies, units, and localities across Dong Nai have signed commitments to implementing administrative reform targets and tasks for 2025.

Deputy Director of the Department of Home Affairs Ha Thanh Tung said that the signing demonstrates strong and resolute political determination in carrying out administrative reform tasks. It also links the responsibility of heads with performance outcomes, aiming to build a modern and professional administration that better serves the needs of people and enterprises. Notably, the signing underlines the determination to improve administrative reform evaluation indices comprehensively, particularly the PAR Index, PAPI, SIPAS and PCI, thereby increasing satisfaction levels and trust among people, organisations, and businesses towards local authorities.

The commitment specifies 16 targets and clearly states that the results of implementing assigned tasks under Plan No. 07/KH-UBND dated July 15, 2025 on administrative reform of the Chairman of the Provincial People’s Committee are one of the criteria for annual performance assessment, emulation, and commendation recognition for relevant collectives and individuals. If the committed tasks are not fulfilled, the head of the unit will not be rated as well for completing the tasks at the year's end and must conduct a review of responsibility before the directly managing Party Committee and the Provincial People’s Committee.
