Dong Xoai unlocks potential and advantages for development

Dong Xoai is one of the central wards of Dong Nai province, endowed with favourable conditions and advantages for sustainable development. In the process of urbanisation and socio-economic growth, the locality has identified its core goal of building a modern and civilised ward.

To achieve the set goals, the Party committee, local authorities, and residents are striving to establish a foundation for sustainable development through practical measures that harmonise economic growth, environmental protection, and improvement of living standards.

Enhancing governance efficiency and effectiveness

Dong Xoai ward was formed by merging Tien Thanh ward and Tan Thanh commune of the former Dong Xoai city. In the context of building a modern grassroots administration close to the people, the ward has focused on renewing management methods, linking administrative reform with serving the public. The Party Committee and political system have succeeded in fostering unity and consensus among enterprises and people of all social strata.

The ward has introduced a model for handling land-related administrative procedures that is not bound by geographical boundaries. Individuals and organisations can submit applications at any reception point across the locality, regardless of the land location. Applications may be lodged directly at administrative service centres, via postal services, or online through the public service portal. The entire process is digitised, from reception and legal verification to internal transfer, processing, and result delivery.

Nguyen Truc Xuyen, a resident of Dong Xoai ward, shared: “Civil servants handle administrative procedures quickly, neatly, and methodically, without requiring repeated visits. Residents feel happy and find it very convenient.”

Covering an area of 81.33 square kilometers with a population of 35,887, Dong Xoai ward holds a strategic position with National Highway 14 and the Gia Nghia – Chon Thanh expressway running through it, facilitating inter-regional connectivity. The ward is home to two industrial parks (Dong Xoai I and II) with 88.35% occupancy, attracting 47 projects and creating jobs for more than 14,000 workers. This provides an important foundation for expanding socio-economic development in the coming period.

Dong Xoai’s Public Administrative Service Centre handles numerous land, civil status, and certification applications daily, with IT solutions helping to shorten processing times, ensure transparency, and minimise repeated visits.

Luong Thi Thu Huong, a resident of Dong Xoai ward, said: “I find civil servants very friendly and efficient in solving administrative procedures. This makes access easier while enhancing interaction between residents and the administration. We feel the authority is closer to the people and provides better services.”

To enhance governance efficiency, the Dong Xoai ward Party Committee and People’s Committee are building a team of civil servants characterized as "friendly, responsible, and professional." Their efforts have improved public service and consolidated trust in grassroots authorities. From July 1 to September 9, 2025, the ward's Public Administrative Service Centre received over 1,900 applications and resolved more than 1,800, achieving an on-time and early resolution rate of 94.5% and no overdue cases.

Nong Thi Hong Hanh, a civil registrar in charge of justice and civil status of the ward, said: “Civil servants at the Dong Xoai Public Administrative Service Centre make every effort to resolve administrative procedures for residents as quickly as possible and to return documents at the earliest time. We make every effort to handle applications efficiently so that people do not have to travel multiple times.”

Beyond geographic and infrastructural advantages, Dong Xoai benefits from a firm political and social foundation with a streamlined, effective organisational structure. The ward Party Committee has set its 2025–2030 goal of maximising solidarity, fully exploiting potential and advantages to create breakthroughs in socio-economic development, improving living standards, and building Dong Xoai into a civilised, ecological, and compassionate urban area. Plans include adjusting urban development in a modern direction, shifting the economic structure towards reducing the share of agriculture and increasing the share of industry, commerce, and services, while advancing administrative reform, digital transformation, and IT application in governance and public services.

Promoting economic growth

In recent years, along with provincial progress, Dong Xoai ward has strived to harness its potential and advantages for economic growth, step by step improving residents’ quality of life. The local Party committee and authorities have focused on leading and managing a range of synchronous measures, with emphasis on planning and mobilising resources for infrastructure development, particularly transport infrastructure. These efforts have contributed to transforming the urban landscape, improving residents’ quality of life, and promoting socio-economic development.

Nguyen Van Tham, a cafe owner, observed: “The ward administration always creates favourable conditions, offering dedicated guidance for procedures. Roads have been upgraded, traffic is smoother, and residents feel secure to invest and expand businesses.”

In addition, the ward has focused on addressing difficulties and promoting production and business activities, while creating favourable conditions for residents and enterprises to invest locally. It has also mobilized and effectively utilized investment capital for infrastructure and attracted investment in industrial and commercial development.

Tran Thi Hong, a beverage trader in Tien Thanh 2 residential area, Dong Xoai ward, shared: “As a local business owner, I see that infrastructure and roads have been upgraded, and business registration procedures are quicker and more streamlined. This gives me peace of mind to expand my trade, and my family’s life has become more stable as a result.”

During the 2020–2025 period, industry and handicraft production, as well as construction in the ward, have continued to grow steadily. The ward is home to two industrial parks with great development potential, which have attracted 47 projects (22 domestic and 25 foreign) with total registered investment capital of over VND 1 trillion and USD 227.6 million. The economy has grown strongly, with the economic structure shifting in the right direction, as the share of industry, handicrafts, and trade-services has increased, while the share of agriculture has gradually decreased.

At the same time, the ward has focused on effectively tapping its geographical and spatial advantages, encouraging economic growth driven by trade–services and industry–handicrafts, while reducing agriculture’s share. Efforts have also been made to promote high-tech agriculture linked with tourism and OCOP products.

In addition, the locality encourages farmers and producers to apply scientific and technical advances in cultivation and livestock farming, restructure crops and livestock towards “ecological agriculture, modern rural areas, and civilised farmers”, and develop urban agriculture. It has also promoted high-tech agriculture, value chain-based production, and market expansion.

Resident Tran Van Hien, a resident of Dong Xoai ward, said: ‘The ward has organised training sessions on clean production. After attending the training sessions, my family applied the methods to our orchard and found it a sustainable direction. Beyond profit, the health of producers and consumers comes first and foremost. My family is cultivating fruit under VietGap standards and striving towards GlobalGap.

Mobilising all resources

In recent years, alongside the province's overall development, Dong Xoai ward has worked to harness its potential and advantages, mobilizing all resources to promote socio-economic development towards sustainability and comprehensiveness.

The local Party committee and authorities have implemented many synchronous measures. At the same time, enterprises and residents have actively contributed capital, land, and labour to help expand roads, improve urban landscapes, and create green, clean, and beautiful surroundings. One of the key highlights of Dong Xoai ward has been its focus on planning and mobilizing resources for infrastructure development, especially transportation, thereby transforming the urban landscape, enhancing residents’ quality of life, and promoting socio-economic growth. The ward has implemented 33 transport projects with a total length of approximately 130 km, including 18 projects carried out under the “Skilful Mass Mobilisation” campaign, through which more than 61 hectares of land, valued at around VND 254 billion, were voluntarily donated.

Le Thanh Son, one of the households contributing to the implementation of the Pham Ngoc Thach Road Project, a resident of Tien Thanh 5 residential area, Dong Xoai ward, expressed: “We support the State’s policy to build spacious and clear roads. We join efforts with the State for the future of our children and for the development of our locality.”

At the same time, the ward has effectively mobilized social resources to implement programs supporting people with meritorious services and disadvantaged households in repairing and improving their housing. Between 2020 and 2025, 30 charity and Great Unity houses were built for families in need. The ward also coordinated to provide jobs for more than 5,200 workers (111% of the assigned target) and vocational training for over 2,200 workers (102% of the target).

Huynh Thi Lien, a recipient of housing support, shared: “Previously, my family faced economic difficulty. Thanks to financial support from Dong Xoai ward and our own small contribution, we were able to build a solid house. Life is now more stable and less difficult than before.”

Looking ahead, Dong Xoai ward aims to increase its per capita income by 60% by 2030, compared to 2025, marking a breakthrough in local economic growth. Facing both opportunities and challenges, the Party committee and authorities of Dong Xoai ward affirm that achieving this goal requires specific actions and concrete efforts to deliver practical outcomes. The results achieved in recent years have provided momentum for Dong Xoai to overcome challenges and gradually build a sustainable, dynamic, and modern locality, actively contributing to the province's and the nation's overall development.
