On the morning of September 9, Provincial Party Committee member and Vice Chairman of the Dong Nai People's Committee Ho Van Ha worked with six enterprises, relevant departments, branches, and local authorities on the progress of factory relocation and land handover at Bien Hoa 1 Industrial Park.

Regarding Vietnam Electric Cable Corporation (CADIVI), Chu Tien Dung, deputy director of the Dong Nai Province Land Fund Development Center, said that the Tran Bien Ward People's Committee has approved the compensation and support plan. The center has also handed over the plan and coordinated efforts to mobilize the company. However, despite the provincial deadline having passed, the company has yet to hand over the site thoroughly.
A representative of CADIVI, Vo Hong Vu, stated that the company fully supports the province's policy. Within this industrial park, the company holds three land plots: one has already been handed over, one is scheduled for completion in September, and the remaining plot is expected to be transferred in October. The company is urgently relocating assets to ensure the site is handed over as committed.

Regarding Vinh Phu Transportation Development Investment Joint Stock Company, the Provincial Land Fund Development Center reported that the compensation and support plan has been approved, the land reclamation decision has been handed over, and the center has also conducted relocation advocacy efforts. However, the company has not yet given its consent.
General Director of Vinh Phu Transportation Development Investment Joint-Stock Company, Mr. Tong Thanh Hai, said the company agrees with the general policy but is currently facing difficulties in finding parking spaces for buses transporting workers, students, and passengers. Therefore, the company requests an extension of the deadline and more specific information about the reclaimed land plot's future function.
According to Nguyen Anh Tuan, director of the Dong Nai Province Department of Construction, the land currently used by the company lies within the planned riverside road and designated isolated green space. Therefore, the reclamation is necessary and ensures fairness to other entities.
For Texma Vina Wash Company Limited, the Provincial Land Fund Development Center submitted the compensation and support plan to the Tran Bien Ward People's Committee, which has approved it. Under the plan, the company will not receive compensation for land or fixed assets, only for crops on the land. The company agrees in principle, but noted that although operations ceased in 2016, it has continued to pay annual land rent. Therefore, the company is requesting partial financial support and has committed to completing relocation by December 1, 2025.
Tax authorities explained that company assets had been fully depreciated, though still usable, it no longer had accounting value, and will not be compensated.

The compensation and supporting plan for Mechanized Construction and Installation Joint Stock Company No9 has been approved. According to the plan, the company will not be compensated for land and fully depreciated assets, but will be compensated for crops on the land.
The company representative agreed with the policy and the plan. In addition, they hoped the province to support them in bidding or auctioning the land for commercial service projects, creating conditions for the company to operate until the time of implementing the new project.
The Provincial Party Committee member, Director of the Department of Agriculture and Environment of Dong Nai province, Mr. Nguyen Tuan Anh, said that the company is completely allowed to join the land auction under regulations. However, the relocation must be completed within the provincial deadline and all compensation policies the province has implemented according to regulations.

For Chuong Duong Corporation and Mien Dong Joint-Stock Company, the authorities have built and approved compensation and support plans in accordance with the law. The company has not yet completed the relocation of assets and handed over the land to the State. They requested province support the relocation and compensation of assets on the land.
Concluding the meeting with businesses, Vice Chairman Ho Van Ha affirmed that the policy to convert the function of Bien Hoa 1 Industrial Park has received approval from the Government. The Provincial Party Committee and People's Committee have also issued numerous directives, proposals, and implementation plans. The province has held meetings to communicate the policy, implement compensation and support measures in accordance with regulations, and encourage enterprises to comply.

According to the provincial People's Committee, the deadline set in Decision No. 2105/QD-UBND dated June 22, 2025 on amending and supplementing the Project to convert the function of Bien Hoa 1 Industrial Park into an urban - commercial - service area and improve the environment has already passed. No extension has been issued. Therefore, the 6 related companies were urged to comply, promptly relocate, and hand over the land in September 2025. In case of need for legal support at the new location, the departments, branches, and local locality will create the best conditions.
The Vice Chairman of the Provincial People's Committee emphasized: "Converting the function of Bien Hoa 1 Industrial Park is the provincial key policy, and also a long-standing desire of the people. The province has fully implemented procedures, ensuring the accuracy and completeness for the companies under legal regulations. Companies have the right to file complaints over entitlements, but they must hand over the land on schedule."
