On September 16, the Presidium of the Central Vietnam Women’s Union issued Plan No. 831/KH-DCT on guiding the organization of model provincial-level Women’s Congresses for the 2025–2030 term.

According to the plan, the Presidium of the Central Vietnam Women’s Union has agreed to select two representative localities to serve as model units for organizing provincial-level congresses, one from the group of provinces undergoing administrative mergers or consolidation, and one from the group not undergoing such changes.
For the provinces undergoing consolidation, the Dong Nai Provincial Women's Union has been chosen to host the model congress. The event is expected to gather representatives from 23 provinces and cities across the country that are part of this administrative restructuring. For the provinces not undergoing consolidation, the Hanoi Women’s Union has been selected as the model unit. The model provincial congresses are scheduled to be completed by October 31, 2025.
The Presidium of the Central Vietnam Women’s Union has instructed the selected units to proactively report to the Standing Committees of their respective Provincial or Municipal Party Committees, as well as to the Standing Committees of the provincial-level Vietnam Fatherland Front, on the Presidium’s directive for organizing the model congress.
In addition, the selected units must develop detailed plans and schedules covering all stages of the congress, before, during, and after the event. They are required to prepare the political report, the congress agenda, discussion papers, and personnel proposals for the Executive Committee, the Standing Committee, key leadership positions, and the Inspection Committee. These materials must be submitted for review and approval by the respective Provincial or Municipal Party Committees, the Standing Committees of the provincial-level Vietnam Fatherland Front, and the Presidium of the Central Vietnam Women’s Union. Applications for congress approval must be registered in advance, and all required documents submitted to the Central Vietnam Women’s Union no later than seven days before the scheduled review.
