On the morning of September 20, the Dong Nai Provincial Party Committee held an extraordinary meeting to review the agenda items under its authority.
Attending and chairing the meeting were: Secretary of the Provincial Party Committee, Head of the Dong Nai National Assembly Delegation Vu Hong Van; Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Dong Nai Provincial Party Committee, and Chairwoman of the Provincial People’s Council Ton Ngoc Hanh; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee - Vo Tan Duc; Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai province Huynh Thi Hang; and Deputy Secretary of the provincial Party Committee, Head of the provincial Party Committee’s Organization Board, and Secretary of the Party Committee of Dong Nai provincial Party Agencies Thai Bao.
At the meeting, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Dong Nai Provincial People's Council - Ton Ngoc Hanh presented the Proposal of the Standing Committee of the Provincial Party Committee, seeking the Provincial Party Committee’s opinions on the draft documents, personnel plan, and organizational program for the first Provincial Party Congress, term 2025–2030.

Comrade Ton Ngoc Hanh noted: Regarding the preparation of congress documents, implementing Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on organizing Party Congresses at all levels in the lead-up to the 14th National Party Congress and Instruction No. 32-HD/TBVK dated June 11, 2025 of the Central Document Subcommittee, the Provincial Standing Party Committee has directed the Provincial Party Congress Document Subcommittee to draft documents; organize workshops and conferences to widely collect opinions from scientists, experts, intellectuals, former provincial leaders in different periods, organizations and individuals in the province; at the same time, organize discussions at congresses of Party organizations at the level directly above the grassroots level and Party congresses at wards and communes.

The draft documents of the congress have absorbed major guidelines and strategic directions that the Party and State leaders have thoroughly grasped and directed at working sessions with localities and thoroughly grasped the key and core contents in the draft documents of the 14th National Party Congress as well as the 4 breakthrough resolutions of the Central Committee. On that basis, the draft documents determine the long-term vision, goals, tasks, and key development solutions, ensuring that the entire tasks and activities of the Party Committee in the 2025-2030 term are action-oriented and highly practical, promoting the strengths and new development space of Dong Nai after the reorganization and merger.
In particular, on September 5, 2025, after receiving 39 comments from 13 central departments, ministries and branches, with a focus on 68 issues, and a comprehensive coverage of the structure of the Documents of the first Dong Nai Provincial Party Congress, term 2025-2030, the Standing Committee of the Provincial Party Committee fully absorbed and incorporated them into the 8th draft for sumbission to the Politburo and the Party Central Committee’s Secretariat.
On September 8, 2025, the Politburo's Working Group No. 1, led by Politburo member and State President Luong Cuong and other members, gave their opinions on the documents and personnel plan for the first Dong Nai Provincial Party Congress, term 2025-2030. The Provincial Standing Party Committee received 24 opinions, focusing on 12 specific groups of issues. The Provincial Standing Party Committee acquired them and made adjustment to the 9th draft political report.
On September 19, 2025, at the meeting of the Provincial Standing Party Committee, based on the provincial realities and newly issued resolutions of the Central authorities, the Provincial Standing Party Committee agreed to adjust and supplement some contents in the 9th draft political report.

At the meeting, the Provincial Standing Party Committee proposed that the Provincial Party Executive Committee not include the population target in the system of targets of the first Provincial Party Congress, term 2025-2030. At the same time, the Provincial Standing Party Committee proposed that the Provincial Party Executive Committee agree to adjust the target from "striving to reach 97% of the population participating in health insurance" to " achieving universal health insurance coverage by 2030".
In addition, the Provincial Standing Party Committee proposed that the Provincial Party Executive Committee supplement 3 resolutions including: the Politburo’s Resolution No. 70-NQ/TW, Resolution No. 71-NQ/TW, Resolution No. 72-NQ/TW to the 5th draft Political Report in the key task, specifically: "Focusing on concretizing and effectively implementing 7 strategic resolutions of the Politburo including: (1) the Politburo’s resolution 68-NQ/TW dated May 4, 2025 of on "Private economic development"; (2) the Politburo’s resolution 66-NQ/TW dated April 30, 2025 on "Innovation in law-making and enforcement to meet the requirements of national development in the new era"; (3) the Politburo’s resolution 57-NQ/TW dated December 22, 2024 on "Breakthroughs in science, technology develoment, innovation, creativeness and national digital transformation”; (4) the Politburo’s resolution 59-NQ/TW dated January 24, 2025 on “International integration in the new situation”; (5) the Politburo’s resolution No. 70-NQ/TW dated August 20, 2025 on “Ensuring national energy security until 2030, with a vision to 2045”; (6) the Politburo’s resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on “Breakthrough in education and training development”; (7) the Politburo’s resolution No. 72-NQ/TW dated September 9, 2025 on “Some breakthrough solutions to strengthen the protection, care and improvement of people's health”, which will be added to the action program.

Regarding the self-review report of the Provincial Party Committee for the 2020–2025 term, the provincial Standing Party Committee proposed that the Provincial Party Executive Committee unanimously accept the opinions of the Central agencies.
Touching upon the resolutions and action program, the provincial Standing Party Committee has based on the adjustments in the Draft Political Report and the self-review report of the Provincial Party Executive Committee to acquire and adjust to clearly determine the contents, subjects, timeline of implementation, required resources, and priority order of the projects.
In addition, the Provincial Standing Party Committee proposed that the Provincial Party Executive Committee give opinions on the organization of the first Provincial Party Congress, for the term 2025-2030.
