Dong Nai proposes adjusting timeline for pilot assessment of legal dissemination and education effectiveness

On the morning of September 18, Phan Hong Nguyen, Deputy Director of the Department of Legal Dissemination, Education, and Legal Aid under the Ministry of Justice, chaired an online seminar titled “Pilot assessment of the effectiveness of legal dissemination and education” (pursuant to Decision No. 979/QD-TTg dated August 12, 2022, by the Prime Minister approving the Pilot Project on Innovation in Evaluating the Effectiveness of Legal Dissemination and Education).

At the seminar, agencies, units, and localities focused on discussing challenges and obstacles in implementing the criteria for assessing the effectiveness of legal dissemination and education efforts, particularly in the wake of the provincial merger, which led to significant changes and disruptions in organizational structure and personnel.

Deputy Director of the Dong Nai Department of Justice, Ly Hau Hong Le, stated that the former Dong Nai Province was one of six localities nationwide selected by the Ministry of Justice to implement the Pilot Project on Innovating the Evaluation of Legal Dissemination and Education Effectiveness. Implementing the direction of the Minister of Justice, the Department of Justice actively coordinated with agencies, units, and localities to advise the former Chairman of the Dong Nai Provincial People’s Committee on issuing relevant plans for organizing pilot evaluations of legal dissemination and education effectiveness, as well as decisions on issuing specific evaluation criteria for the pilot project in the province.

Accordingly, the Department of Justice has issued numerous directives to implement and guide selected agencies, units, and localities in researching and conducting evaluations of the effectiveness of legal propaganda, dissemination, and education activities.

However, following the provincial merger, many localities experienced significant changes in their organizational structure, particularly at the commune level, where most personnel were reassigned or concurrently tasked with newly assigned responsibilities related to legal dissemination and education. As a result, many lack practical experience in approaching these duties.

In addition, after the local administrative restructuring, equipment and budget allocations for legal dissemination and education remain limited, which has partially affected the quality of implementation of the pilot project on evaluating the effectiveness of legal dissemination and education.

“To create favorable conditions for agencies, units, and localities to stabilize their organizational structure and personnel, ensuring the effective and substantive implementation of the pilot evaluation of the effectiveness of legal dissemination and education, Dong Nai Province proposes that the Ministry of Justice consider allowing the adjustment of the pilot evaluation period to 2026,” the Deputy Director of the Department of Justice recommended.

Speaking at the seminar, Deputy Director of the Department of Legal Dissemination, Education, and Legal Aid, Phan Hong Nguyen, shared practical difficulties and obstacles encountered in implementing the pilot program for innovating the evaluation of the effectiveness of legal dissemination and education at local levels. He expressed hope that localities would soon develop measures and solutions to overcome these challenges and limitations, thereby making the implementation of evaluation criteria for legal dissemination and education increasingly effective. The Department acknowledged the proposals and recommendations from agencies, units, and localities, including requests to adjust the timeline for piloting the evaluation of the effectiveness of legal dissemination and education. It will then report them to the Ministry of Justice leadership for timely review and guidance.
