Dong Nai awards 7 decisions on assigning investors of social housing projects

According to the provincial Department of Construction, under the Prime Minister’s Decision No. 444/QĐ-TTg dated February 27, 2025, Dong Nai has been assigned to build more than 4,200 social housing units this year. The provincial People’s Committee has issued decisions on assigning investors to carry out the social housing projects, while the department has convened a meeting with the participation of relevant departments, sectors, local authorities, and project investors to discuss implementation plans.

Currently, the land plots designated for social housing projects are managed by the Provincial Land Fund Development Center and local commune and ward authorities. Once the land allocation decisions are issued, the management agencies will hand over the land on-site to investors for project execution.

Regarding construction procedures, the province has allowed the investors to shorten appraisal and licensing timelines by 50% compared with central regulations. Fire safety procedures are also integrated into the permitting process to reduce overlaps.

For the 7 projects with selected investors, the Department of Construction has urged the investors to quickly complete dossiers, work with relevant agencies on land allocation and detailed planning approval, and subsequent steps to break ground as scheduled. Local commune and ward People’s Committees are tasked with supporting investors in finalizing paperwork and handing over the land on-site on time.

Concluding the meeting, Vice Chairman of the Dong Nai People’s Committee Ho Van Ha stressed that speeding up the implementation of social housing projects is not only essential to meet government targets but also to address the urgent housing needs of workers, employees and low-income earners in the province. He called on the investors entrusted by the province to complete procedures quickly to break ground and commence construction within September to welcome the upcoming Provincial Party Congress. The project implementation must ensure timely delivery, quality, proper facilities, and affordability for low-income residents.

Provincial leaders also requested departments, agencies and local authorities to coordinate closely and support the investors in fulfilling procedures and project implementation. In particular, the Department of Construction is tasked with handling land plots without detailed planning; the Department of Agriculture and Environment will guide communes in land allocation procedures; while commune-level People’s Committees are responsible for approving detailed planning and handing over land to the developers on site.

Also at the working session, Vice Chairman of the Dong Nai Provincial People’s Committee Ho Van Ha handed over decisions on assigning investors of 7 social housing projects to enterprises, including Hanoi Construction Corporation - JSC, Him Lam Corporation, Water and Power Installation and Construction JSC, Mien Dong Real Estate Investment and Development JSC, Khang Nam Real Estate and Environmental Construction Group JSC, and Dong Nai Housing and Urban Development Investment Co., Ltd.
