Detailed planning of Dong Nai Political–Administrative Center set for approval in September 2025

 According to the People’s Committee of Tran Bien Ward, Dong Nai province, the locality is working with the Department of Construction (DoC) to carry out appraisal steps for the approval of the 1/500 detailed planning project of the Dong Nai Political–Administrative Center – DPAC (located at Bien Hoa 1 Industrial Park after its functional conversion) within September 2025.

Earlier, Tran Bien ward People’s Committee also issued a decision approving the task of preparing the detailed planning for the DPAC.

The DPAC will cover an area of about 44 hectares, consisting of three subdivisions: the Provincial political–administrative center, the convention–exhibition–event center, and the central square–water square area.

Regarding the planning work for the DPAC, the Provincial People’s Committee has so far issued decisions on partial adjustments to the Bien Hoa master plan and to the A2 subdivision planning. For the 1/500 detailed planning project of the DPAC, the DoC has been assigned as the investor responsible for preparing the detailed plan.

For the preparation of investment policy and selection of the investment model, in mid-July 2025, the Party Committee of the Provincial People’s Committee submitted a report to the Provincial Standing Party Committee comparing public investment with the public–private partnership (PPP) mode.

After weighing the advantages and limitations of both investment forms, the Party Committee of the provincial People’s Committee concluded that, given the large investment required, it is grounded and appropriate to implement the DPAC project under the PPP model with a build–transfer (BT) contract.

As for the DoC, the unit is also organizing an architectural design competition for the DPAC.
