Comprehensive solutions needed to accelerate key projects

On September 4, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Dong Nai Provincial Party Committee, and Chairwoman of the Provincial People's Council Ton Ngoc Hanh, together with Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Nai People's Committee Vo Tan Duc, co-chaired a meeting of the Steering Committee for the implementation of key projects across the province. Attending the meeting were members of the Provincial Standing Party Committee, Provincial Party Committee members, Vice Chairpersons of the Provincial People's Committee, and leaders of relevant departments and localities.

According to the Department of Finance, Dong Nai currently has 29 projects classified as key or strategic ones. These include 13 public investment projects, 6 Public-Private Partnership (PPP) projects, 10 non-budget investment projects, and various schemes and planning initiatives.

Of the 13 public investment projects with a total capital of over  53.6 trillion VND, six are currently under construction while seven are in the process of conducting investment procedures. The common difficulties and obstacles of these projects mainly lie in issues related to land compensation and site clearance. Additionally, some projects face difficulties in the supply of fill materials for construction.

The PPP projects, with a total capital exceeding 117 trillion VND, are still in the investment preparation phase. These projects are encountering legal and procedural challenges due to recent amendments, supplementation and repeals to the Law No. 57/2024/QH15 and the Law No. 90/2025/QH15. The revised laws introduce new requirements for procedural steps, documentation, appraisal criteria, payment modes, and detailed regulations on contract types, making the implementation more complex.

The remaining projects are also facing issues regarding compensation, land clearance and the authority to approve planning adjustments, particularly in the absence of decentralization.

To expedite the execution progress, the Provincial People’s Committee has instructed project investors to proactively coordinate with local authorities and regional land development centers to accelerate compensation and site clearance. The Departments of Construction, Finance, Agriculture, and Environment have been urged to promptly address procedural bottlenecks and prioritize "Green Lane" mechanism application to carry out administrative procedures for the public investment projects.

For PPP projects, the Departments of Finance and Construction have been tasked by the provincial People’s Committee to apply current legal regulations to temporarily implement the projects. At the same time, both Departments are asked to timely update relevant regulations to advise the Provincial People’s Committee on appropriate adjustments to ensure compliance and feasibility.

Concluding the meeting, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People's Council Ton Ngoc Hanh emphasized the need for high-level commitment from all leaders and agencies. She urged them to dedicate sufficient time and effort to resolving issues and coordinating effectively to accelerate the projects. She stressed that this is a critical task for the entire province and a shared responsibility of the political system, with no room for buck-passing. From there, they should propose comprehensive solutions to address difficulties and obstacles, accelerating the completion of projects that serve the province’s development needs.

Hanh cited the Long Thanh International Airport project as a case in point: “If the connecting roads are not completed when the airport becomes operational, the province will lose its development advantage.”

She also agreed with the proposal to report to the Provincial Standing Party Committee, recommending the establishment of Project Implementation Steering Committee at the commune and ward level, initially focusing on key projects.
