Dai Phuoc Commune has effectively implemented many initiatives, such as cooperating with enterprises to set up recruitment desks at the Commune Public Administrative Service Center; offering drinking water to welcome citizens coming to process administrative procedures; and developing internal processes for handling records beyond routine administrative procedures, along with many other meaningful models.

Ho Quoc Tan, Deputy Secretary of the Party Committee and Chairman of Dai Phuoc Commune People’s Committee, emphasizes: The commune especially focuses on researching, implementing, and applying good models and new approaches in administrative reform to serve and meet the needs of citizens and enterprises more effectively.

Getting paperwork and placement done in one go

Recently, Nguyen Minh Tien (resident of Dai Phuoc commune) came to the Dai Phuoc Commune Public Administrative Service Center to notarize and certify documents for job applications. After completing the procedure, he was asked and guided by staff to the recruitment desk set up by enterprises right at the center. Meeting and directly talking with the recruitment officer, Tien expressed his delight.

“I came here to have my job application processed but unexpectedly found a job right away. Two tasks were accomplished in one trip. Without the recruitment desk here, I might have had to run around many places to find work. Having enterprises’ recruitment desks right here is very convenient for the people,” Tien happily shared.

Pham Son Dien, Deputy Director of the Dai Phuoc Commune Public Administrative Service Center, says: In the commune, about 60% of total administrative procedures records are certifications, and half of those are for job applications. Realizing the high demand for employment, the commune proactively cooperated with Hwaseung Vina Co., Ltd. (a large enterprise with over 35,000 workers and constant recruitment needs) to set up a direct counseling and recruitment desk at the Commune Public Administrative Service Center. This creates convenience and promptly meets the needs of the people.

Duong Minh Nhat Long, a recruitment officer of Hwaseung Vina Co., Ltd., shares: The company has a fairly large number of orders, so it needs to recruit about 1,000 workers. Thanks to the commune’s support in arranging the recruitment desk at the Commune Public Administrative Service Center, the company has been better connected with job seekers. Since the desk was established, the company has received a significant number of job applications from workers.

Enhancing citizens’ satisfaction

Alongside the above model, the Welcome Drink initiative at the Commune Public Administrative Service Center in Dai Phuoc commune has also left a positive impression on local residents. The center provides free juice, tea, and coffee for citizens while they are waiting for their turns. This practice has been maintained since August 1, three times a week, with funding entirely from social contributions, including donations from the staff of the Commune Public Administrative Service Center themselves.

Nguyen Thi Hong, a resident of Dai Phuoc commune, shares: “When coming to handle administrative procedures, staff not only process documents attentively but also thoughtfully serve drinks while we are waiting for our turns. This is truly a government serving the people.”

To further facilitate citizens in handling administrative procedures, the commune has also developed an internal process for handling non-administrative procedure records.

Deputy Director Pham Son Dien explains: In reality, citizens often need many types of documents processed under the old commune model, which are not listed in the official administrative procedures set. Recognizing this, the commune created a process with two groups to maximize convenience. The first group involves document certifications required for procedures outside the commune’s scope, where citizens only need to submit and receive results at the Commune Public Administrative Service Center. The second group involves certifications for procedures within the commune, such as electricity, water, loans, household registration, or hamlet confirmations. In this case, internal units coordinate with one another through official documents to process the request for citizens. This helps reduce the need for multiple visits, shortens processing time, and improves satisfaction.

According to Pham Son Dien, along with maintaining the effectiveness of current models, the commune is also planning to implement many new initiatives.

From the very first days of operating the two-tier local government model, the Party Committee and the People’s Committee of Dai Phuoc commune identify administrative procedure reform as an important political task, tied to the goal of building a democratic, modern, streamlined, effective, efficient, and transparent administration that serves the people.

Accordingly, in October 2025, the commune plans to implement the Bookshelf model at the Commune Public Administrative Service Center. The bookshelf is equipped with a wide variety of titles suitable for different groups of people. This initiative not only provides citizens with more opportunities to gain knowledge and entertain themselves while waiting for their documents to be processed but also contributes to promoting a culture of reading.

Another model worth mentioning is rotating 15 community digital technology teams to serve and support citizens at the Commune Public Administrative Service Center. This approach both helps improve digital citizenship skills for the people and enhances the capacity of the community digital technology teams, maximizing their role.

“We always make our best efforts to serve the people. Dai Phuoc commune always takes the satisfaction and smiles of the people as an important measure in performing its tasks,” Pham Son Dien emphasizes.
