By December 31, all units in Dong Nai must ensure 100% disbursement of public investment capital

This is the requirement set by the leadership of Dong Nai province for relevant agencies at the conference reviewing the disbursement of public investment capital over the first nine months of 2025 and discussing solutions to accelerate disbursement in the remaining three months of the year. The event was held on September 18.

The conference was organised in a hybrid format, combining in-person attendance with online connections to 95 sites across communes and wards throughout the province.

At the main venue of the provincial People’s Committee, the meeting was co-chaired by Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai People’s Council; and Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Nai People’s Committee. Also in attendance were Thai Bao, Deputy Secretary of the Dong Nai Party Committee, Head of the Provincial Party Committee’s Organization Commission, and Secretary of the Party Committee of Provincial Party Agencies; and Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai province.

No shortage of policies or solutions, the problem lies in implementation stage

According to the Department of Finance, as of September 10, 2025, over VND 11.8 trillion in public investment capital had been disbursed, equivalent to 33 per cent of the provincial plan and 37 per cent of the target assigned by the Prime Minister. Despite the province’s significant efforts, its disbursement rate has not met expectations.

Deputy Secretary of the Provincial Party Committee, Thai Bao, noted that the provincial People's Committee had launched a 30-day-and-night peak campaign to accelerate the public investment disbursement. Investors’ units had also signed commitments with the provincial People’s Committee regarding the schedule for disbursing public investment capital. However, as of now, the results so far remain modest.

Analysing the causes behind the disbursement rate falling short of expectations, Thai Bao stressed that while both the Provincial Party Committee and the People’s Committee have been very resolute in directing and managing this task, shortcomings persist at the implementation stage.

“Up to this point, it can be affirmed that there is no shortage of policies or solutions from the Provincial Party Committee and the Provincial People’s Committee regarding the disbursement of public investment capital. The remaining issue is how they are implemented,” he emphasised.

According to reports from units, one of the biggest “bottlenecks” affecting the progress of public investment disbursement in the province recently lies in site clearance.

On this issue, Deputy Secretary of the Provincial Party Committee and Chairwoman of the provincial Vietnam Fatherland Front Committee Huynh Thi Hang urged departments and sectors to strengthen coordination and provide greater support to communes and wards in resolving obstacles and accelerating implementation. Greater support must be provided to localities, as time is running out.

Promises must be kept, commitments must be fulfilled

According to the Prime Minister’s requirement, ministries, central agencies, and localities nationwide must ensure 100% disbursement of public investment capital in 2025.

For Dong Nai, to meet this target, the province must disburse an additional VND 10.8 trillion in the remaining months of 2025.

Mai Phong Phu, Deputy Director of the Provincial Land Fund Development Centre, reported that his unit had been assigned over VND 3 trillion this year and pledged to disburse 100 per cent of the allocation.

Meanwhile, a representative of the Cho Thanh Area Project Management Board said their unit had already reached a disbursement rate of over 90 per cent and was striving to complete the task by the end of October 2025.

Standing Deputy Secretary of the Provincial Party Committee Ton Ngoc Hanh emphasised that in order to achieve the province’s overall goal of 100 per cent disbursement, all relevant units must make greater efforts and implement effective measures. As for units, promises must be kept, and commitments must be fulfilled.

“Regarding all obstacles, relevant units must propose solutions for each specific issue and project, along with a roadmap for resolving these obstacles.”

Chairman of the Provincial People’s Committee Vo Tan Duc stated that in the remaining months of 2025, with regard to the public investment disbursement, the province would apply a principle of rewards and penalties. Units performing well and ensuring quality would be commended and given priority in evaluations, planning, appointments, and year-end awards. Conversely, those units that underperform would face lower emulation ratings, exclusion from personnel planning and appointment considerations, and possible reassignment.

“From now until the disbursement deadline on December 31, the Department of Home Affairs, in coordination with the Department of Finance, must review and update implementation progress every two weeks. This serves as the basis for assessing responsibility of the heads of the units. If targets are not met according to the critical path, the provincial People’s Committee must be advised to immediately reassign those responsible for the delays.” Chairman of the Provincial People’s Committee Vo Tan Duc directed.
