The priority area at Bien Hoa 1 industrial park (IP) must have its land clearance completed in this September. This is the request of Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Committee Vo Tan Duc to departments, sectors, enterprises and related units.

The priority area accounts for about 47% of the total recovered land of Bien Hoa 1 IP. This land is planned for land auctions and the construction of the provincial political - administrative center.
Always accompanying, supporting enterprises in relocation
Bien Hoa 1 IP is implementing land recovery for functional conversion. Out of the park’s total area of about 329ha, the priority area for site clearance covers 154ha.
Mai Phong Phu, Deputy Director in charge of the Dong Nai Land Development Center, said: The priority area is divided into 2 zones: the urban - commercial - service zone (50.5ha) and the provincial political - administrative center (103.5ha). In recent times, thanks to the resolute involvement of the entire political system, along with the consensus of enterprises and people, nearly 50% of the area has been handed over. The remaining enterprises are actively dismantling workshops, relocating machinery and assets.
According to Nguyen Quoc An, Deputy Director of the Management Board of industrial parks and economic zones of Dong Nai province, in a bid to create high consensus, the board has organized dialogues, persuading enterprises to comply with the relocation policy. At the same time, the board also joined the inter-sectoral inspection team established by the provincial People’s Committee to supervise compliance with laws on land, environment, construction, tax, fire prevention and fighting at enterprises. In parallel, the board also supports legal procedures and introduces new locations for the enterprises to stabilize production as soon as possible.
From an environmental perspective, Provincial Party Committee member, Director of the Department of Agriculture and Environment Nguyen Tuan Anh said: Relocating Bien Hoa 1 IP is an urgent and non-deferrable requirement for three reasons: The Government has issued a decision to remove this IP from the list of national IPs; environmental monitoring results show pollution around the IP is increasing, requiring protective tools; after the merger, Dong Nai province has large population and economic scale, but administrative infrastructure has not met development requirements.
“This is a golden opportunity to convert the function of Bien Hoa 1 IP. We have enough legal grounds, resources and reasons to implement it” - Nguyen Tuan Anh emphasized, while calling on enterprises to accompany the province in implementing this policy, contributing to urban renovation and environmental improvement.
There are 4 factories in the priority clearance area for site clearance. A representative of South Basic Chemicals Joint Stock Company shared: The company highly agrees with the province’s policy. However, due to specific characteristics of the chemical industry involving complex machinery and strict environmental procedures, the relocation progress has not met the province’s requirement (deadline on August 1, 2025). Nevertheless, the group is committed to making every effort to complete its relocation as soon as possible to hand over the site to the government.
Relocating such a long-standing IP is an unprecedented move nationwide. Therefore, since the policy was issued, Dong Nai province has persistently pursued dialogue and persuasion instead of coercion. As a result, most enterprises have agreed and gradually handed over the land. The involvement of the entire political system, the companionship of enterprises and the trust of the people are the most important factors for the project’s success.
Site needed to implement key projects
Relocating factories and converting the function of Bien Hoa 1 IP not only aims to improve the environment but also carries strategic significance in unlocking “golden” land fund for commercial - service development, construction of a new provincial administrative center, creating momentum for Dong Nai’s socio-economic growth.
Bien Hoa 1 IP has a total recovered land area of about 329ha. Of this, the priority area for compensation and clearance for auction and construction of the new provincial administrative center is about 154ha, while the urban - commercial - service area covers about 175ha.
Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Committee, Vo Tan Duc, said: The province has fully carried out process, procedures as well as regimes and policies in a public, fair, and transparent manner in accordance with the law. Up to now, all households have relocated, and many enterprises have returned land. The remaining enterprises need to uphold responsibility and complete relocation within this September. In case of difficulties or legal obstacles or related policy requests, departments, sectors, the Dong Nai Land Fund Development Center, and Tran Bien ward will provide support.
Sharing the same view, Provincial Party Committee member, Vice Chairman of the provincial People’s Committee Ho Van Ha said: The remaining enterprises must hand over clean land in this September. This is a prerequisite for the province to auction the “golden” land lot, creating resources to implement the provincial Political - administrative Center Project. The project is both an important highlight in urban renovation along the Dong Nai river and affirms the province’s position after the merger, also fulfilling the long-standing aspiration of the people.

During a field survey at Bien Hoa 1 IP on August 4, Politburo member, Standing Deputy Prime Minister Nguyen Hoa Binh expressed support for the policy on converting the function of this IP combined with environmental improvement. The Deputy Prime Minister also requested the province to continue communication and persuasion for enterprises to agree to the policy and relocate as soon as possible; ministries and sectors were requested to coordinate with one another in removing difficulties, supporting Dong Nai to accelerate progress.
In the coming period, Dong Nai province has determined that communication and persuasion remain the top priority. At the same time, thorough settlement of petitions and legitimate rights of enterprises will be ensured.
