Accelerating progress of the Bien Hoa – Vung Tau Expressway Project: Dong Nai adds subcontractors, reallocates workload

In order to accelerate progress and meet the target of technical traffic opening before December 19, 2025, the Dong Nai Provincial Construction Investment  Project Management Board has added subcontractors and reallocated construction workload under Component Project 1 of the Bien Hoa – Vung Tau Expressway Project.

Two construction packages fall short of expectations

Component Project 1 of the Bien Hoa – Vung Tau Expressway has a total length of 16 km, starting at the Vo Nguyen Giap Road in Phuoc Tan Ward, Dong Nai Province, and ending in Long Thanh Commune, Dong Nai Province. The project comprises two main construction packages.

Although initial difficulties in site clearance work, the land handover for the project has now been completed. However, the progress of the two construction packages remains fall short of expectations.

According to the provincial Construction Investment Project Management Board, total disbursement for Component Project 1 of the Bien Hoa – Vung Tau Expressway so far has reached nearly VND 1.4 trillion, out of more than VND 1.9 trillion allocated until the end of 2025, equivalent to a disbursement rate of 72 percent.

Nguyen Linh, Deputy Director of the provincial Construction Investment Project Management Board, reported that in the third week of September 2025, both construction packages remained behind schedule.

Specifically, for Package No.18, total completed work has been nearly VND 554 billion, out of the total contract value of more than VND 1.2 trillion, fulfilling 44 percent of the signed value and 19 percent behind schedule.

For Package No.21, the total completed work is valued at nearly VND 686 billion, out of the total contract value of more than VND 1.2 trillion, equivalent to 55 percent of the contract value and 11 percent behind schedule.

The Board also noted that during the third week of September 2025, several contractors failed to meet weekly targets in certain items, such as Truong Son Construction Corporation with the items of K95 road embankment and cement deep mixing (CDM); Trung Nam Construction and Engineering Corporation with K95 embankment work; Hoa Binh 479 Joint Stock Company with pier body, abutment footing, I33 girder and super T-beam construction at Ham Nghi overpass.

Strict handling of delayed contractors

Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of Dong Nai People’s Committee, stressed that the deadline for technical traffic opening before December 19, 2025, as directed by the Prime Minister, is irreversible.

Accordingly, the Provincial People’s Committee has instructed the provincial Construction Investment Project Management Board to implement firm measures to accelerate project implementation. These include adding subcontractors and reallocating workload from underperforming contractors to compensate for delays.

Also, according to the provincial Construction Investment Project Management Board, in early September 2025, Hai Dang Joint Stock Company, contractor for Package No.21, submitted a document proposing to transfer part of its workload to other members of the consortium.

Pham Van Dai, Deputy General Director of Hai Dang Joint Stock Company, stated that in order to meet the target of technical traffic opening before December 19 as directed by the Prime Minister, 2025, the company proposed transferring tasks it is responsible for along a 1.3 km section (from Km11+460 to Km12+810) to other consortium members for continued implementation. The section proposed for transferring workload is valued at more than VND 122 billion.

Most recently, on September 12, 2025, the provincial Construction Investment Project Management Board issued a document approving the addition of subcontractors for the remaining bridge items at Km4+443 and the section from Km0+000 to Km6+200 under Package No.18, managed by Hoa Binh 479 Joint Stock Company.

Based on the evaluation of subcontractor capacity by the supervising consultant and the proposal from Hoa Binh 479 Joint Stock Company, the provincial Construction Investment Project Management Board approved 368 Construction Joint Stock Company as subcontractor for the remaining workload.
