A series of social housing projects to be launched to mark Provincial Party Congress

A series of social housing (SH) projects is scheduled to break ground on September 27 to celebrate the first Provincial Party Congress, for the 2025–2030 term. The event not only holds political significance but also demonstrates the province's determination to address the pressing housing needs of its residents.

The synchronised implementation of these projects also affirms the province’s commitment to linking economic development with social welfare, placing people at the centre of all policies.

High and urgent demand

Dong Nai is one of the country's major industrial hubs, home to 59 industrial parks, economic zones, and high-tech zones, attracting millions of workers, most of whom are from other provinces. Along with that, the rapid mechanical population growth has placed great pressure on social infrastructure, particularly in terms of housing demand.

The draft Resolution of the first Dong Nai Provincial Party Congress, for 2025–2030 term, sets the goal of developing 66,700 SH units by 2030.

In recent years, despite numerous resolutions, plans, and directives being issued, the housing supply has not kept pace with industrial and urban expansion. Many workers have had to rent cramped boarding rooms with lacking essential facilities. This reality not only affects living standards but also puts strain on urban infrastructure and social management.

With the Land Law 2024, Housing Law 2023, and Real Estate Business Law 2023 taking effect on August 1, 2024, alongside National Assembly Resolution No. 201/2025/QH15 dated June 29, 2025 on piloting special mechanisms and policies for SH development, the provincial People’s Committee promptly selected investors to implement projects.

According to Provincial Party Committee member and Vice Chairman of the People’s Committee Ho Van Ha, the province has recently granted investment decisions for seven SH projects. Groundbreaking ceremonies for these projects will be held on September 27 to mark the first Provincial Party Congress for the 2025–2030 term.

“These are not merely housing projects but also affirmations of the determination of the Party Committee, authorities, and people of the province to achieve sustainable development, linking economic growth with social equity," said the provincial leadership.

Once completed, the projects will provide tens of thousands of people with opportunities to settle down, stabilize their lives, and contribute more to the province's development. This also lays an important foundation for Dong Nai to move steadily on the path of industrialization and modernization towards a prosperous, humane, and sustainable society.

Notably, this is the first time the provincial People's Committee has selected and assigned qualified and experienced investors to develop SH projects, rather than conducting a bidding process. This approach demonstrates flexibility and responsiveness in bringing the National Assembly’s special resolution into practice, promptly meeting urgent housing needs.

The groundbreaking of these projects during the congress period not only helps ease accommodation pressures for workers but also affirms the government’s commitment to caring for people’s lives and ensuring social welfare.

Ready to “press the button” on the projects

Ensuring housing for residents is a fundamental basis for sustainable development. Stable housing enables workers to establish themselves and stay long-term with local communities and enterprises. From a market perspective, increased SH supply contributes to balancing the real estate structure and easing supply–demand imbalances.

Nguyen Phi Long, Chairman of the Board and General Director of Khang Nam Real Estate and Environmental Construction Group (Ho Chi Minh City), stated that the provincial People's Committee has assigned the enterprise to develop an SH project covering around 3.5 hectares in Trang Bom Commune.

The seven SH projects set to break ground on September 27 include: SH Zones ChC1 and ChC2 in Phuoc Tan Ward; SH in Tam Hiep Ward; SH apartment block on a 2.1ha site in Phuoc An Commune; SH apartment block on a 3.7ha site in Phuoc An Commune; SH on a 3.5ha site in Trang Bom Commune; SH on a 2.85ha site in Ho Nai Ward; and SH in Tan Trieu Ward.

“We are completing final procedures to break ground on the project as scheduled by the province. This is our first SH project in Dong Nai, and we will make every effort to deliver a high-quality development that earns the trust of the authorities and the people,” Phi Long shared.

Le Dinh Do, Deputy General Director of Hanoi Construction Corporation – JSC, noted: “We have been assigned to implement the project in Phuoc An Commune on a site of over 2ha, with a scale of 1,800 apartments and a preliminary total investment of over VND 1 trillion. In line with the province’s plan, we are preparing for holding the groundbreaking ceremony. We are committed to ensuring progress, complying with approved decisions, and conducting sales in accordance with legal regulations.”

Within just one month, Kim Oanh Real Estate Group has broken ground on four SH projects with a combined scale of over 7,300 apartments in Dong Nai. The Group aims to complete about 40,000 SH units by 2028, helping to address the “thirst” for housing among workers and residents.

Dang Thi Kim Oanh, Chairwoman and General Director of Kim Oanh Group, said: "We are not only building houses but also realising the dream of settlement for workers and low-income earners. Dong Nai is a key area, with four projects already underway and three more scheduled to begin later this year. The Group is committed to mobilising all resources to ensure timely delivery, enabling people to settle down soon and stabilise their lives."

According to Vice Chairman Ho Van Ha, SH development has been identified as a target in the draft Resolution of the first Provincial Party Congress for the term 2025–2030, and also as an annual target in the province’s socio-economic development plans. This means that every step in economic development must be tied to improving living standards, in line with the principle of “placing people at the centre" of all policies, without sacrificing fairness, progress, and social security in pursuit of growth alone.
