A new vision propels Xuan Duong to “take off”

Following the administrative reorganization, Xuan Duong Commune (Dong Nai Province) quickly stabilized and operated its new administrative apparatus effectively, meeting the expectations of locals and the business community. At the same time, the commune has made good use of its potential and advantages to improve the quality of life for its people.

Deputy Secretary of the Party Committee, Chairman of the Xuan Duong Commune People’s Committee, Bui Van Tho, stated: “The 1st Congress of the Xuan Duong Commune Party Committee for the 2025–2030 term, held in August 2025, identified goals, targets, and implementation solutions, particularly in breakthrough areas. To put the Party Congress Resolution into practice and deliver results quickly, the Commune Party Committee has disseminated it to every cadre and Party member, while seeking the consensus of local residents and the business community”.

Xuan Duong with new aspirations

Xuan Duong Commune was established through the merger of the former communes of Xuan Duong and Thua Duc (Cam My District) and Cam Duong (Long Thanh District). Entering a new phase following the merger, Xuan Duong holds significant advantages for breakthrough development. These include vast and fertile land resources; a tradition of hard-working residents who are quick to adopt science and technology in agricultural production; and strong linkages to agricultural product consumption markets. In addition, economic restructuring has enabled many young workers to secure stable, well-paying jobs in industrial parks.

According to data from the Xuan Duong Commune People’s Committee, the average per capita income across the three former communes prior to the merger increased from 69.77 million VND in 2021 to over 90 million VND in 2025. The income growth rate during the 2021–2025 period rose significantly compared to the 2011–2016 and 2016–2021 periods. As household incomes improved, housing conditions and the overall appearance of the new-style rural area have become increasingly vibrant, further reinforcing public trust in the Party committees and local authorities.

As one of the pioneers who came to build a new economic zone and settled in Suoi Quyt hamlet, formerly part of Cam Duong Commune, in the 1980s, Dinh Van Bao shared with enthusiasm: “I’ve witnessed every stage of this area’s development, but the most impressive and noticeable changes have taken place over the past five years. Roads have been systematically invested in, many families have built spacious, solid homes, and children are now studying in nationally accredited schools. Cultural facilities in residential areas have also been upgraded to serve the community’s recreational, cultural, and sports activities, which are now quite vibrant.”

Guided by the local government’s direction, in recent years, households have gradually abandoned the old-style, “every man for himself” approach to join cooperative groups, where they can share and apply new production methods. Currently, 52 households in the hamlet are part of a green-skin pomelo production cooperative group, covering nearly 55 hectares in total. High-yield, high-value pomelo orchards have gradually transformed the lives of many farming families.

Over the past five years, Xuan Duong Commune has also seen the addition of 93 socialized projects funded by both the state budget and people's contributions. These include rural roads and street lighting projects, which not only change the face of the new-style rural area but also make transportation and goods circulation much more convenient for residents.

SOME KEY TARGETS OF XUAN DUONG COMMUNE FOR THE 2025–2030 TERM:

The average annual growth rate of total product value is projected at 5–10%, while the average yearly state budget revenue is expected to increase by 5–10%. By 2030, the average per capita income is targeted to reach 120 million VND per year, and the proportion of multidimensionally poor households is expected to fall below 0.3%. Each year, the number of newly recruited Party members is planned to rise by 3% compared with the total number of Party members from the previous year, with over 90% of Party organizations and members performing their duties well. 

A new vision for Xuan Duong to "take off"

After its establishment, in addition to its land resources, part of the newly formed Xuan Duong Commune lies adjacent to Long Thanh International Airport. Several roads in the commune also connect directly to the airport. This feature presents both an opportunity and an advantage for the commune to leverage in pursuit of its development goals.

According to the Department of Construction of Dong Nai Province, in the master plan for Long Thanh International Airport and its surrounding areas, Xuan Duong is positioned to the northeast of the airport. Thanks to this advantage, the province has included Xuan Duong in its strategic development plan to maximize the potential of its terrain and land. In the near future, Xuan Duong is expected to become a key area for logistics, high-tech industry, and regional and international biotechnology development, covering approximately 7,100 hectares.

Another clear sign of the development opportunities approaching Xuan Duong Commune is the upcoming construction commencement of the Xuan Que – Song Nhan High-Tech Industrial Park, which will span 1,000 hectares in Xuan Que Commune, adjacent to Xuan Duong. This project is set to become the largest high-tech industrial park in Dong Nai Province. Once operational, it will directly contribute to the development of Xuan Duong.

According to Le Hong Cuong, Secretary of the Party Committee, Chairman of the Commune People’s Council of Xuan Duong, in the new term, the Commune Party Committee will strengthen leadership and direction in equipping advanced technological equipment for handling administrative procedures while promoting the application of science, technology, innovation, and digital transformation to drive local economic growth. The focus will be on leveraging all available resources and attracting investment in service development and eco-tourism, while fostering a dynamic, friendly, and compassionate Xuan Duong culture and community.

Bui Van Tho, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Xuan Duong Commune, noted that the commune’s development goal for the new phase is to continue to mobilize maximum resources for investment in infrastructure, thereby improving the quality of life and income for the people. For instance, the commune targets an annual economic growth rate of over 10% and aims for per capita income to exceed 120 million VND per year by 2030. The commune has determined to focus on developing education and training with the goal that by 2030, 100% of schools will have met national standards, with 20% reaching level-2 standards.

To successfully achieve its socio-economic development goals, the Party Committee of Xuan Duong Commune places strong emphasis on building a clean and strong Party and political system. This undertaking involves fostering unity and consensus within the Party to enhance the leadership capacity and combat strength of Party organizations and members; restructuring and refining organizational models; improving the effectiveness and efficiency of local government operations; and building a friendly, digital government with a professional, modern, and transparent administrative system that serves the people.

Xuan Duong has many opportunities for development associated with Long Thanh International Airport

The communes located near Long Thanh International Airport, including Xuan Duong, will all benefit once the airport is put into operation. However, opportunities will only materialize when the Party committees and local authorities truly take action, for the people and for collective development. The province will provide strong support for Xuan Duong to become part of the development space of Long Thanh International Airport and its surrounding areas through integrated planning, transportation connectivity investments, and project attraction, so that Xuan Duong can truly “take off” in the new era.

Putting resolutions into practice

The 1st Party Congress of Xuan Duong Commune for the 2025–2030 term marks a turning point in the commune’s long-term development. This event is the first congress held since the implementation of the two-level local government model. With a new development space, the Commune Party Committee has clearly identified its overarching goals, key missions, solutions, and especially the breakthrough areas for Xuan Duong’s next stage of growth. All proposed objectives and tasks are centered on improving the quality of life for residents in the locality, while ensuring that Xuan Duong makes meaningful contributions to the province’s overall development.

Secretary of the Party Committee, Chairman of the People’s Council of Xuan Duong Commune, Le Hong Cuong, shared: Right after the successful 1st Congress of the Commune Party Committee, the Executive Committee of the Commune Party Committee promptly issued the Resolution of the 1st Party Congress for the 2025-2030 term. This resolution serves as the ‘backbone,’ shaping the commune’s development in the new context. Bringing the resolution quickly into real life is vital to realize the goals set by the Congress. The motto of action when putting the resolution into practice is to be quick, decisive, creative and effective.

Dinh Van Manh, a member of the Xuan Duong Commune Veterans Association, shared: “The new future of the commune has been shaped through the Resolution of the 1st Congress of the Commune Party Committee. The objectives outlined in the resolution are very specific and reflect the people’s aspirations for this new phase. We, the residents, will not sit back and wait to enjoy the results. We will actively join hands to take action for the new prosperous future of the commune”.

Meanwhile, Pham Thi Hong, Member of the Women’s Union of Xuan Duong Commune, noted: “After the merger and official operation, Xuan Duong Commune has shown its determination to act for the people's lives. The local officials and civil servants serve with the motto ‘work until the task is done, not until office hours end,’ even working on Saturdays and Sundays to resolve administrative procedures for the people. With this spirit, I truly believe that Xuan Duong will see real positive changes, and the lives of its residents will get better day by day”.

As a household specializing in purchasing agricultural products in the commune and surrounding areas, Huynh Ngoc Sang shared his hopes: “The newly expanded Xuan Duong Commune has much greater space, which means its potential is also much greater. I hope that during this term, the commune will develop wide, well-built roads to improve travel and the transportation of agricultural goods. With Xuan Duong located next to Long Thanh International Airport, I also hope the province will invest in proper infrastructure for the commune, helping attract aviation-related businesses to establish warehouse and logistics services, thereby creating jobs for local residents.”

According to Tran Trung Nhan, Member of the Standing Committee of the Provincial Party Committee, Chairman of the Dong Nai Provincial Party Committee's Inspection Commission: For Xuan Duong to develop quickly and sustainably in the new era and to stand out among Dong Nai’s 95 communes and wards, it must adopt a new direction with drastic action. First and foremost, the commune must excel in building and rectifying a clean and strong Party and political system. For the Party to be strong and the government to remain upright, unity within the Commune Party Committee must be exceptionally high. The spirit of innovation and solidarity within the Party and government will spread to the people.

In the new phase, Xuan Duong holds a strategically important position due to its proximity to Long Thanh International Airport, numerous high-tech industrial zones, and biotechnology agricultural areas. Therefore, the commune must implement breakthrough solutions in line with Resolution No. 57-NQ/TW of the Politburo on accelerating scientific and technological development, innovation, and digital transformation. The commune needs to identify digital transformation as a key task and breakthrough initiative in achieving socio-economic goals, contributing to building a professional and modern administration and public service.
