10th session of 15th National Assembly scheduled to open on October 20, 2025

On the morning of September 18, at a meeting with voters in Phu Lam commune ahead of the 10th session of the 15th National Assembly (NA), NA Deputy Tho Ut, who is also Deputy Director of the Department of Ethnic and Religious Affairs of Dong Nai Province, announced that according to the plan, the 10th session of the 15th legislature is scheduled to start on October 20, 2025, and end on December 12, 2025.

At this session, the NA will convene in the capital city of Hanoi. Unlike previous sessions, it is expected not to be divided into two phases but held in a single, continuous sitting. This aims for early completion of the session’s legislative agenda, facilitating agencies and localities to carry out their year-end activities and prepare important tasks in 2026. This session marks the final sitting of the 15th NA.

At the session, the NA is expected to review and pass 42 laws and 3 resolutions. These include: Cybersecurity Law; Revised Press Law; Revised Law on Deposit Insurance; Revised Law on Protection of State Secrets; Law on the Transfer of Prisoners; Digital Transformation Law; Revised High Technology Law; Population Law; Revised Law on Judicial Expertise; Revised Higher Education Law; Revised Vocational Education Law; Amendments to the Land Law; Revised Law on Oversight Activities of the NA and People’s Councils.

The major resolutions to be reviewed and adopted include the NA’s Resolution on special mechanisms and policies outlined in the Politburo’s Resolution No. 71-NQ/TW dated August 22, 2025, aimed at driving breakthroughs in education and training development. The NA’s Resolution on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025, on several groundbreaking solutions to strengthen the protection, care, and improvement of public health. The NA’s Resolution on special mechanisms and policies to implement Resolution No. 59-NQ/TW dated January 24, 2025, on international integration in the new context.

In addition to legislative matters, the NA will also deliberate on key issues related to socio-economic development, the state budget, oversight activities, and other significant topics.

Highlights of the session will include reviewing the reports assessing the implementation of the NA resolutions on the 2021–2025 five-year plans for socio-economic development, economic restructuring, medium-term public investment, national finance, and public debt borrowing and repayment; as well as consider the proposed plans for the 2026-2030 national five-year financial plan and the 2026–2030 medium-term public investment plan.

The NA will evaluate the implementation of the 2025 state budget and pass the 2026 budget estimate, along with central budget allocations. The NA will review the public investment plan for 2025 and decide on the 2026 plan.

It will also evaluate the implementation of 5-year NA resolutions for 2021-2025 in areas such as socio-economic development, economic restructuring, medium-term public investment, national financial planning, and public debt management. Additionally, the NA will consider proposed plans for 2026-2030 period about the 5-year national finance and the medium-term public investment.

Furthermore, the NA will review and decide on investment decisions for the following national target programs (2026-2035), on the modernization and improvement of education and training quality; on public healthcare, population, and development; and on new-style rural development and sustainable poverty reduction (on the basis of merging the two national target programs on new-style rural development and sustainable poverty reduction).

Finally, the legislature will discuss and provide feedback on draft documents to be presented at the 14th National Party Congress, review and decide on personnel matters within its authority, and address many other critical issues.
