After an urgent and serious working day, the 1st Congress of the Xuan Phu commune Party Committee, term 2025–2030, concluded successfully and held its closing session on the afternoon of August 11.

Attending the congress were Provincial Party Committee members including Dieu Huynh Sang, Deputy Head of provincial National Assembly delegation; Le Thi Thai, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission; representatives of the Provincial Party Committee’s departments; reputable people among ethnic minority communities; and 121 delegates representing more than 600 Party members of Xuan Phu commune Party Committee.

In her directive speech at the congress, comrade Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai Provincial People’s Council acknowledged, praised and highly valued the results achieved by the Xuan Phu commune Party Committee in the 2020–2025 term.

She stressed that these achievements are not only the pride for the Party Committee and the people of Xuan Phu commune but also an important contribution to the successful implementation of the Resolution of the Provincial Party Congress for the 2020–2025 term. They are vivid proofs of the solidarity spirit and tireless efforts of the entire political system, the close leadership and guidance of Party Committee levels, and the agreement and support of officials, Party members, and the people.

Comrade Ton Ngoc Hanh emphasized: “Since the communal Party Committee has just been established, this congress does not carry out personnel work; instead, the Provincial Party Standing Committee directly appoints key positions and designates delegates to attend the higher-level Party Congress, in accordance with the Central guidelines. This is the newest point in congress organization work and must be thoroughly understood to create unity within the Party and consensus among the people.”

Comrade Ton Ngoc Hanh requested that the commune Party Committee must build a strong unity bloc - unified truth thoroughly Party is the top priority and decisive task. According to Hanh, unity fosters endogenous strength, forming the core foundation and driving force to turn potential into reality, achieving sustainable development, and building a prosperous Xuan Phu.

She particularly noted that for each strategic breakthrough identified by the congress, there must be a specific project, task assignment, and practical implementation. Having already met the criteria for an advanced model new-style rural commune, Xuan Phu now must strive to become a modern, smart new-style rural commune according to the new criteria of the current development stage. While agricultural economy is considered the mainstay, most available models and clubs are still at small-scale, household-scale. Therefore, after the congress, the communal Party Committee should hold meetings to encourage, listen to, and solve difficulties to ensure that products have stable markets, avoiding the vicious cycle of “good harvest, low prices, and vice versa.”

Comrade Ton Ngoc Hanh also suggested delegates to discuss and contribute deep, intellectual ideas to the central and provincial congress documents, so that these documents truly become works that embody collective wisdom, reflect the will of the Party Committee and the aspirations of the people, and form an important basis for putting resolutions into practice.

At the same time, the commune must focus on building a government apparatus that is truly close to the people, honest, effective, and efficient, improving service quality for the people; all citizen requests should be addressed and resolved at the commune level. Of these, it must attach importance to developing a team of communal officials and public servants with political courage, moral integrity, sufficient knowledge, capacity, and experience; willing to innovate, be creative, take responsibility, match words with deeds, and serve as a bridge between the people and government, meeting the requirements of the new period, etc.
