By flexibly and effectively applying the invaluable lessons of enduring significance left behind by the great victory of the August Revolution, our nation is inspired to write the next chapters of the August Revolution military epic through practical actions that create new miracles in peacetime.
It is a remarkable historical coincidence: 80 years ago, in the autumn of 1945, under the leadership of the Party, the entire nation rose up to achieve the resounding victory of the August Revolution, seizing power for the people, founding the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam), and ushering in a new era of national independence associated with socialism.

This autumn, the Party continues to lead our people through an unprecedented revolution: reorganizing administrative boundaries, streamlining the organizational apparatus for greater efficiency and effectiveness, staying close to the people, and proactively serving them. The implementation of this vital mission has already yielded initial success, gradually laying a solid foundation to realize strategic goals and propel the nation into a new era of vigorous growth.
NATIONAL UNITY - THE “RED THREAD” THROUGHOUT HISTORY
The August Revolution 80 years ago marked a “historic turning point” when our people broke free from nearly a century of colonial slavery and, for the first time, fully mastered the fate of the nation. In the then Bien Hoa Province, from August 24 to 28, 1945, under the Party’s leadership, people from all walks of life rose up in successful insurrection, contributing to the swift triumph of the nationwide General Uprising within just 15 days. On September 2, 1945, President Ho Chi Minh proclaimed the Declaration of Independence, giving birth to the Democratic Republic of Vietnam - an event of “paramount importance in the political and spiritual life of the nation” (General Vo Nguyen Giap).
The revolutionary spirit of August Revolution continues to ignite pride and confidence across the Party and the people, reinforcing trust in our own intrinsic strength and determination to successfully carry out this historic revolution at any cost to reorganize the nation and streamline the state apparatus, aiming to fast-track the nation’s accelerated roadmap and unleash momentum for the country to grow stronger. The ultimate goal is to make the most effective use of all resources, address legitimate interests and urgent aspirations of the people, and enable Vietnam to “take off” as a developed, high-income nation in time for the momentous centennial of its founding in 2045.
The specific missions undertaken by our Party in the two revolutions, separated by a considerable span of time, are not exactly the same. However, a decisive lesson left by the two revolutions remains constant: the Party’s leadership core was always keen to seize opportunities in time, courageously identifying and undertaking tasks of vital importance to the nation’s survival, and making bold decisions capable of turning history.
Having established its impressive position after nearly 40 years of vigorous renovation, Vietnam now stands on the threshold of a transformative leap forward. Yet, even after 80 years of national independence and 50 years of reunification, the country still faces unprecedented internal challenges, including the risk of lagging behind if it does not resolutely renew itself and find the shortest path to keep pace with the world’s rapid development.
“We have the Party - the Party that won independence for us and achieved historic victories: the August Revolution, the Dien Bien Phu triumph ‘resounding across five continents, shaking the globe,’ and the pinnacle of the 1975 Spring Victory. The Party has led the country to overcome the aftermath of war, successfully carried out renovation, and built an unprecedented position and potential on the international stage. Founded and trained by President Ho Chi Minh, the Party comprises selfless and dedicated individuals - the true vanguard elite , fully capable of leading this nation forward into a new era.”

The root cause of current challenges, as identified by the Party, lies in the outdated, cumbersome organization of the political system, characterized by multi-layered structure of intermediaries. This has resulted in inefficiency, high operational costs, and weakened public trust. The Central Committee has therefore resolved to seize this “golden opportunity” to prioritize a comprehensive reform, streamlining the state apparatus to eliminate systemic bottlenecks.
Every revolution demands sacrifice, hardship, and endurance. Yet, as long as the will of the Party aligns with the will of the people, all obstacles can be overcome to reach the ultimate goal. Inevitably, the transition to a new administrative structure will bring initial difficulties and inconsistencies, requiring time to resolve and improve public and business satisfaction. In Dong Nai, provincial leaders consistently call for understanding and support from the people during this transitional period.
FIRMLY TRUSTING THE PARTY TO WRITE NEW MIRACLES IN PEACETIME
In the historic autumn 80 years ago, the Party - then just 15 years old with only 5,000 Communist members - brilliantly led and inspired 20 million comrades and compatriots to achieve a glorious milestone in national history.
In the autumn of renewal today, the Party has matured into a 95-year-old organization seasoned with resilience, wisdom, and vast experience, uniting over 5 million members to lead more than 100 million Vietnamese in seizing this ripe moment to decisively streamline state machinery under a two-tier local government model.
The early results of this bold step have won strong public support. The entire political system is working tirelessly to ensure smooth and effective operations, aiming first to achieve a double-digit economic growth and improve people’s living standards.
From the Central Government to 34 provinces, cities, and 3,321 local administrative units, the new organizational framework is opening up fresh opportunities for development. As General Secretary To Lam affirmed at the 12th Central Committee conference: “With this new space for growth, our nation enters a new chapter in its history of formation and development.” His call for “a clear path forward, united in action, advancing together” inspires Vietnamese across the country, including Dong Nai, to join hands with urgency, passion, and determination in building new momentum and strength for the nation in this era of deep international integration.
The centennial milestone of national independence lies within just four consecutive Party terms. Therefore, this demands extraordinary, sustained efforts to to sketch a renewed portrait for our homeland and country.
The journey toward a new era of development remains fraught with challenges, yet with the Party serving the people and the people’s placing their trust in the Party, an unshakable fortress of “the people’s heart and mind posture” will be built, defeating hostile schemes and reactionary distortions that attempt to exploit this administrative reform and streamlining to attack the Party’s ideological foundation and sabotage our revolutionary cause.
