Urgently selecting investors for two projects under the Long Thanh airport project

On August 18, Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Dong Nai Provincial People's Committee, chaired a working session with the Civil Aviation Authority of Vietnam (CAAV), Airports Corporation of Vietnam (ACV), together with relevant provincial departments and agencies to review the progress of facility implementation under Component Project 4 of the Long Thanh International Airport Project, for which the Prime Minister has authorized Dong Nai Province to oversee investor selection.

According to the Department of Construction, the Prime Minister assigned Dong Nai Province to organize investor selection for the following facilities: the aviation fuel pipeline system from the main fuel terminal to Long Thanh Airport, the airport city, the aviation industrial zone, and the airline operation center.

For the Aviation Fuel Pipeline System Project from the main fuel terminal to Long Thanh Airport, under the locally adjusted planning of Long Thanh Airport approved by the Ministry of Construction, Dong Nai Province has been tasked with selecting an investor to build two parallel pipelines with a total length of more than 23 km, including 5.8 km within the boundary of Long Thanh Airport.

To expedite investor selection and meet the target of basically completing the project by December 19, 2025, along with the Long Thanh Airport Project, the Provincial People's Committee has sent an official request to the Government and relevant ministries, seeking approval for Dong Nai to apply the special-case mechanism in investor selection for this project.

To ensure smooth preparation and appraisal of the design for the 5.8 km pipeline section within the airport boundary, and to avoid conflicts with other underground technical infrastructure, Dong Nai Province requested the Civil Aviation Authority of Vietnam to provide technical infrastructure drawings related to the underground pipeline route within the airport area.

Regarding the projects of the airport city, the aviation industrial zone, and the airline operation center, the Department of Construction recommended that the Provincial People's Committee report to the Prime Minister and request the Ministry of Construction to provide documentation and drawings that clearly define the location, scale, functions, and investment timeline of the assigned facilities, so that Dong Nai can organize investor selection in accordance with regulations.

At the meeting, representatives of the Civil Aviation Authority of Vietnam agreed with the Provincial People's Committee on applying the special-case investor selection mechanism for the Aviation Fuel Pipeline System Project, which will run from the main fuel terminal to Long Thanh Airport. They also committed to closely coordinating with Dong Nai Province and ACV in implementing the remaining projects.

Speaking at the meeting, Vice Chairman of the Dong Nai Provincial People's Committee Ho Van Ha instructed the Department of Construction to urgently finalize procedures and submit to the Provincial People's Committee for reporting to the Standing Board of the Provincial Party Committee, seeking guidance on investor selection for the aviation fuel pipeline system from the main fuel terminal to Long Thanh Airport and the airline operation center. These are considered essential projects that must be completed in sync with the Long Thanh Airport Project.

At the same time, the Department of Construction is to coordinate with the Civil Aviation Authority of Vietnam and ACV to carry out investor selection procedures for the airport city and the aviation industrial zone projects.
