United to build and develop a prosperous and strong Phu Hoa commune

On August 9, the Party Committee of Phu Hoa Commune, Dong Nai Province, solemnly convened the first congress of the Commune’s Party Committee for the 2025–2030 term.

Following its recent merger, Phu Hoa Commune now covers nearly 62 square kilometers with a population of 36,700. The Party Committee of the Commune has 468 members, organized into 18 affiliated Party cells and committees. With a new administrative unit and fresh growth opportunities, local officials, Party members, and residents have high expectations that this inaugural congress will set forth progressive resolutions to drive the commune's future development.

The Party’s pivotal role

Before the merger that created the new Phu Hoa Commune, the Party Committees of the former Phu Hoa, Phu Dien, and Phu Loi communes consistently identified building a clean, strong, and comprehensive Party as a central task. This political foundation was regarded as decisive in achieving success in leading socio-economic development, ensuring national defence and security, and establishing an effective political system.

During the 2020–2025 term, the Party Committees of these communes regularly renewed and enhanced the quality of meetings at both committee and cell levels, adopting a more scientific and practical approach, while implementing the  “four-good Cell” and “four-good grassroots Party Committee” models alongside accelerated application of information technology. The quality of Party meetings improved significantly, and annual evaluations of Party organizations and members were carried out rigorously and substantively.

In these communes prior to the merger, the role of Party organizations in agencies, units, and residential areas was consistently well exercised, generating strong community influence. Many exemplary collectives and individuals who actively studied and followed President Ho Chi Minh’s ideology, morality, and lifestyle emerged from the grassroots. Grassroots officials truly served as the core force in building advanced new-style rural areas, ensuring peaceful villages and fostering cultured families.

A new look for model rural areas

The leadership and direction of local Party Committees and authorities have proven effective in driving socio-economic growth in the communes prior to their consolidation into the new Phu Hoa Commune.

According to Nguyen Van Vien, Deputy Secretary of the Party Committee and Chairman of the Phu Hoa Commune People’s Committee, in the 2025-2010 term, all three former communes, including Phu Hoa, Phu Loi, and Phu Dien, all met the criteria for advanced new-style rural areas. Average per capita income reached over 90 million VND per year, representing a 52.7% increase compared to 2020.

Agricultural production maintained steady growth, progressing towards commodity-based production, gradually incorporating high technology, and linking with processing and market distribution. Agriculture remained the local economic backbone, yet the shift from small-scale, subsistence farming to specialized, large-scale production was evident. Crop restructuring focused on soil suitability, market demand, and key local products such as rice, jackfruit, durian, and vegetables.

Particularly, the communes prior to the merger all put an emphasis on developing and commercializing OCOP and VietGAP-certified products. Seven OCOP products have achieved three-star ratings or higher, including two five-star products, thereby enhancing local product value and affirming their brands in the market.

Livestock farming has also advanced towards a farm-based economy, with strong bio-safety controls against disease, and production linked to value chains under the OCOP brand standards.

Local resident Pham Thi Van expressed her satisfaction: “Witnessing Phu Hoa’s rural transformation brings us great joy, especially as residents’ livelihoods improve, public security remains stable, and community bonds grow stronger. With the recent merger, we are even more optimistic about future development. We hope the State will continue to support Phu Hoa with additional resources for growth.”

Chairman of the People’s Committee of Phu Hoa Commune, Nguyen Van Vien, stated: Following the administrative merger, Phu Hoa commune has inherited and will continue to build upon the outcomes and resources invested to enhance the quality of its model new-style rural commune criteria. To date, the commune’s transport infrastructure has been comprehensively developed, with 100% of hamlet roads concreted or asphalted. The electricity network, schools, commune health station, public radio station, cultural house, community learning centre, and clean water supply system have all received substantial investment.

Concrete goals set for 2025–2030 term

The Party Committee of Phu Hoa Commune aims to increase the average per capita income to 125 million VND per year by 2030, a 120.62% rise from 2025. The multidimensional poverty rate is targeted to fall below 1%. By 2030, 20–35% of all schools are expected to meet national level II standards, and annual enrollment rates for school-aged children are expected to remain at 100% across all levels.

New resolutions for a new chapter

Tran Nam Bien, Secretary of the Party Committee and Chairman of the Phu Hoa Commune People’s Council, stated that the overarching goal for the 2025–2030 term is to build a comprehensively strong Party and political system, enhancing the Party’s leadership capacity and combativeness alongside improved governance efficiency and effectiveness.

Efforts will also focus on strengthening the close ties between the Party and the people, consolidating public trust in Party leadership and State administration, and fostering the collective strength and unity of the populace. This will be achieved by inspiring patriotism, cultural traditions, self-reliance, and creativity among residents to build a prosperous and strong Phu Hoa in the era of national advancement.

The Party Committee has identified the simultaneous and comprehensive implementation of political tasks, with Party building and political system reform as the cornerstone; economic development and income growth as the centre; and science, technology, digital transformation, green economy, circular economy, and knowledge-based economy as driving forces. Building a capable, virtuous, dynamic, and innovative cadre, one that is close to and serves the people, is considered the foundation for ensuring social welfare and maintaining national defence and security.

Not only defining general objectives, the Communist Party Committee has also studied and set out breakthrough tasks for developing agriculture in a green, ecological, and circular direction, linked to value chains. The focus is on applying science and technology, as well as digital transformation, in the production, processing, and consumption of agricultural products. With its existing tourism potential, the commune has also identified the mobilization of resources to develop tourism as a new and important economic sector for the locality.

The Phu Hoa Commune Party Committee has likewise determined that it is also a particularly significant breakthrough in building a contingent of officials, civil servants, and public employees who meet the requirements of the new period, acting with integrity in the service of the people, meeting the operational needs of a two-tier local government, and embracing digital transformation. Therefore, in the time ahead, every official and Party member across the entire Communist Party Committee will continue to uphold a strong sense of responsibility and constantly improve their knowledge and skills. In particular, each commune official and civil servant must quickly adapt, grasp, and effectively perform newly delegated and decentralized tasks, to continually improve services for residents and businesses.
