On August 8–9, the Party Committee of Trang Bom Commune held its first Congress for the 2025–2030 term.
The congress aimed to comprehensively assess the achievements of the 2020–2025 term, draw lessons learned, and based on the commune’s new position, it focused discussions on the directions and tasks for the next five years. The congress served as a significant political event, fostering unity and consensus while mobilizing the collective strength of the people to turn Trang Bom into a green and livable urban area.

Hallmarks of a term
Secretary of the Party Committee, Chairman of the People’s Council of Trang Bom commune Le Tuan Anh noted that the commune was established through the merger of Trang Bom townlet and the communes of Quang Tien, Song Trau, and Giang Dien. During the 2020–2025 term, the Party Committee, authorities, armed forces, and residents of Trang Bom commune worked in solidarity to overcome challenges, meeting and exceeding key targets.
In terms of Party building and political system development, the commune’s Party Committee has creatively applied the guidelines, policies, and resolutions of the Party and the Provincial Party Committee. At the same time, it has closely followed the resolution of its own Party Congress to design an action program aligned with local realities. In particular, the committee has concentrated on breakthrough tasks and complex issues, thereby enhancing the political will, leadership capacity, and combat strength of Party committees and organizations. These efforts have, in turn, driven socio-economic development while maintaining political stability, public security, and social order.
The commune’s pool of cadres and civil servants is basically trained to national standards, with more than 95% of grassroots Party organizations and over 97% of Party members rated as “fulfilling duties well” each year.
Party membership development has also been prioritized. Since 2020, the commune has admitted 156 outstanding individuals into the Party, meeting the targets set in its resolution. Most of the newly-admitted Party members are young union members and exemplary individuals from local residential areas.
Inspection, supervision, and disciplinary enforcement have been strengthened, especially in cases showing signs of violations. The government apparatus, from the commune down to the hamlets, has seen marked improvements in fulfilling its functions and responsibilities.
The head of the commune’s Party Committee has effectively carried out Politburo’s Regulation No. 11-QĐi/TW dated February 18, 2019, on citizen reception and complaint resolution. Of the 281 petitions received, 100% within its jurisdiction have been resolved.
The Fatherland Front and mass organizations have focused on protecting the legitimate rights and interests of their members, while strengthening supervision and social feedback.
Nguyen Thi Thu Minh, a local resident, said that after the two-tier local government model has been put into operation for over a month, local residents found that the officials and civil servants have been making strong efforts to meet demand of the new apparatus. The residents hoped that this congress will chart a clear development course for the commune in the post-merger phase and offer solutions to unresolved issues.
Economy shifts in the right direction
Le Ngoc Tien, Deputy Secretary of the Party Committee, Chairman of the People’s Committee of Trang Bom commune, reported that the local economy has retained its stable growth, with rising living standards. The economic structure has shifted in the right direction toward commerce–services, cottage industry–construction, and agriculture.
The commune has developed two production linkage chains for green-skin pomelo and cacao, while livestock farming has moved toward industrial-scale, disease-safe, and environmentally friendly practices.

Trang Bom’s annual state budget revenues have consistently met or exceeded targets, with total collections during the term reaching VND 161.942 billion. The commune hosts eight bank branches and transaction offices, plus one people’s credit fund that operate stably, meeting capital demand of economic components for business and investment development.
Mobilizing investment resources for social development has been paid attention to. Between 2020 and 2025, 78 projects worth over VND1.047 trillion were implemented, including key infrastructure works to improve urban landscapes, support agriculture, build new rural areas, and upgrade schools. Public investment disbursement averaged 90% annually in 2021-2025 period. The National Target Program on New-style Rural Development was implemented decisively, with all three pre-merger communes achieving advanced new-style rural standards.
Cultural and information fields have improved, with 21 out of 22 hamlets maintaining “Cultural Hamlet” status.
Education and training has been attached significance to, with annual promotion and graduation rates at all levels reaching 99 percent or higher. In the commune, 14 out of 17 schools meet national standards at level 1, while two schools meet level 2 standards.
Public healthcare and medical examination and treatment for residents, have received proper attention. All four commune health stations have full-time, on-site doctors. Social welfare policies and livelihood support for residents and workers have been promptly implemented. Currently, the commune’s poverty rate stands at just 0.27 percent.
Each year, Trang Bom commune fulfills 100 percent of its military recruitment targets in both quality and quantity, while effectively implementing policies to support soldiers’ families.
Aiming to meet ward-level criteria by 2030
With the achievements of the past term and amid local situation following the merger, the draft political report of the Trang Bom Commune Party Congress sets the overall goal for the 2025-2030 term as follows: building a streamlined commune Party Committee and political system apparatus that operates effectively and efficiently; accelerating the renewal of the growth model for socio-economic development in tandem with environmental protection; completing infrastructure; developing new residential areas and urban zones, and expanding modern, civilized urban services; to ensure political security, social order and safety; and improving the quality of life for residents. By 2030, the commune aims to meet all ward-level criteria.
During the 2020–2025 term, the communal Party Committee identified six breakthrough tasks. Over five years, more than 4.6 km of new urban roads were built at a cost of over VND 292 billion, and over 38 km of urban and rural transport infrastructure were upgraded with more than VND 454 billion invested.
Phan Thanh Tu, Member of the Executive Committee of the Trang Bom Commune Youth Union, stated that in order to achieve the goals set out in the resolution of the 2025-2030 term of the Commune Party Congress, it is essential to improve human resources quality, provide vocational training, and enhance workers’ skills to meet the development needs of the locality and the country in the new period. He emphasized the importance of synchronized and modern urban planning, continued investment in public works, parks, and entertainment areas to improve residents’ quality of life, as well as ongoing support for policy beneficiaries and low-income households, with the aim of soon eradicating poverty in the commune.
Following the merger, Trang Bom Commune now spans 68.77 square kilometers with a population of nearly 99,700. Therefore, it’s necessary to strengthen measures to prevent and combat crime and social vices, in order to ensure security and order, and create a safe environment for residents and businesses to operate with confidence.
For the communal Party Committee, it remains crucial to uphold its leadership role, serving as the nucleus of unity to successfully fulfill the set goals and tasks. Each cadre and Party member is expected to demonstrate a strong sense of responsibility, stay close to the people, and listen to their opinions to make sound and effective policy decisions.
“As a Party member and resident of Trang Bom Commune, I believe the congress will be successful and usher in a new, stronger phase of development for the commune under the two-tier local government model,” Phan Thanh Tu shared.
